Claim Weig, Lori CLAIM AGAINST THE CITY OF DUBUQUE~IOWA ~ ~.~~.~ This written report constitutes your claim against the City of Dubuque, Iowa. You should complete this form in full. and attach any additional information that supports your claim. The Claim must be filed with the City Clerk at City Hall, 50 W. 13th St., Dubuque, IA 52001. It will then be referred by the City Council to the appropriate department for investigation. Once that investigation is completed, a report and recommendation will be submitted to the City Council. You will be provided with a copy of that report and recommendation. THE FINAL DECISION ON ALL CLAIMS IS MADE BY THE CITY COUNCIL. DESCRIBE ACCIDENT OR OCCURRENCE THAT CAUSED INJURY OR DAMAGE. (Give full details upon which you base your claim. If a City employee was involved, give the employee's name.) On Tues Oct 14th our toilet was not flushing property so we called the plumber. He checked the available manholes and water appeared to be running, so he then assumed the problem was in our line and ran his snake through our main line, he encountered nothing in our line and ended up with 90' of line out. His snake then got stuck and he as unable to retrieve it. He then went out and agian pulled the manholes to try to untangle his snake, but he could not find his snake. Water then beung backing up into our house at this time. Since he could not find his snake in the main in the street, he then called the city. The city crew came up and pulled the manholes that they could, and said that they appeared to be running. The problem was that the manhole that needed to be pulled and checked could not be pulled or evern seen because it was black topped over and had been for years. The City crew that was at our house Tuesday night (and the crew Wed. morn) both said that the manhole that was coverned had been on the schedule for approx. 2 years to be uncovered and brought up to street level. On Wed. morning (Oct 15th) a city crew and our plumber came to our house, the city crew dug up the blackup and opened the covered manhole. Our plumbers snake was in the hole and he then retrieved it. The city main was block and they then unclogged it. The blocked main is what our pboelm was. They then brought the manhole up to street level. Had our plumber been able to access the proper main (one of the first things he attempted to check) he would have seen that the city main was plugged, and would not have proceeded with is snake in our main line. The city would have been called to unplug the main. (it was obvious when you could look in the manhole) and we would not have a plumbing bill and a mess to cleanup in our basement.
