Extension of IDED Grant Agreement for Downtown Master Plan
The City has an agreement with the Iowa Department of Economic Development (IDED)
for a $25,000 grant for preparation of the Downtown Master Plan. The grant agreement
specifies a completion date of November 30, 2003. The Downtown Planning
Committee needs an additional 90 days to complete the Downtown Master Plan.
Planning Services Manager Laura Carstens recommends City Council approval of a
letter requesting a 90-day extension for the IDED grant agreement for the Downtown
Master Plan.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Extension of IDED Grant Agreement for Downtown Master Plan
The City has an agreement with the Iowa Department of Economic Development
(IDED) for a $25,000 grant for preparation of the Downtown Master Plan. The grant
agreement specifies a completion date of November 30, 2003.
The Downtown Planning Committee, which raised the private sector donations to match
the IDED grant, needs an additional 90 days to complete the Downtown Master Plan.
The Committee needs the additional time to complete final revisions to the plan and to
solicit public input.
IDED will accommodate this additional time with a written request from the City to
extend the grant agreement. The 90-day extension would move the completion date
from November 30, 2003 to January 30, 2004.
I recommend that the City Council authorize the Mayor to sign the enclosed letter
requesting a 90-day extension for the IDED grant agreement for the Downtown Master
Plan.

with the Iowa Department of Economic Development for the creation of the Dubuque
Downtown Dubuque Master Plan.
The City of Dubuque would like to extend our completion date by 90 days, from
November 30, 2003 to January 30, 2004, to allow sufficient time to complete final
revisions to the plan and to solicit public input.
