Seippel Road Water Main Extension Project
Water Department Manager Bob Green recommends initiation of the bidding process
for the Seippel Road Water Main Extension Project, and further recommends that a
public hearing be set for December 15, 2003.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Seippel Road Water Main Extension Project
INTRODUCTION: The purpose of this memorandum is to inform you that the plans
and specifications have been completed and received from IIW Engineering of
Dubuque, Iowa for the installation of approximately 1,400 feet of 16 inch ductile iron
water main along Seippel Road, North of Chavenelle Drive with accessories.
DISCUSSION: This project provides for the installation of approximately 1,400 feet of
16 inch ductile iron water main along the Seippel Road starting at the bddge and
proceeding north, 1,400 feet. This is part of a multi-phase master plan in providing
water for residential (Callahan's subdivision) and industrial growth to the far west area
of the community.
The monies budgeted for the installation services for this water main project is from the
FY '04 Budget and is in the estimated cost of $95,600 dollars.

Receipt of Bids Thursday, December 4, 2003
Public Hearing Monday, December 15, 2003

ACTION REQUESTED: Water Department Staff and I are recommending with your
approval that the City Council establish a date for the Public Hearing and authorize the
City Clerk to advertise for proposals.

PRELIMINARY APPROVAL OF PLANS AND SPECIFICATIONS
Whereas, -the proposed plans, specifications and form of contract for the
installation of approximately 1,400 feet of 16 inch ductile iron water main along
Seippel Road in the estimated amount of $95,600 dollars have been prepared
by IIW Engineers of Dubuque Iowa.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The proposed plans, specifications and form of contract are
approved and ordered filed in the office of the City Clerk for public inspection.

FIXING DATE FOR HEARING ON PLANS AND SPECIFICATIONS
Whereas, the City Council of the City of Dubuque, Iowa has given it preliminary
approval on the proposed plans, specifications, and form of contract and placed same
on file in the office of the City Clerk for public inspection of the construction of
approximately 1,400 feet of 16" ductile iron water main along Seippel Road with
accessories.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That on the 15th day of December, 2003 a public hearing will be held at 6:30 p.m
in the Public Library Auditorium at which time interested persons may appear and be
herd for or against the proposed plans and specifications, form of contract and cost of
said improvement, and the City Clerk be and is hereby directed to cause a notiCe of
time and place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be not less than four days
nor more than twenty days Prior to the day fixed for this consideration. At the hearing,
any interested person may appear and file objections to the proposed plans,
specifications, contract, or estimated cost of the improvement.

ORDERING BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE,IOWA:
Section 1. That the installation of approximately 1,400 feet of 16 inch ductile
iron water main along Seippel Road 1,400 feet of 6 inch ductile iron with accessories is
hereby ordered to be advertised for bids for construction.
Section 2. That the amount of the security to accompany each bid shall be in
amount which shall conform to the prowsions of the notice to bidders hereby approved
as part of the plans and specifications heretofore adopted.
Section 3. That the City Clerk is hereby directed to advertise for bids for the
construction of the improvement herein provided to be published in a newspaper having
general circulation in the City of Dubuque, Iowa, which notice shall not be less than four
days nor more than twenty days prior to the receipt of said bids at 2:00 p.m. on the 4m
day of December, 2003. Bids shall be opened and read by the City Clerk at said time
and will be submitted to the Council for the final action at 6:30 p.m. on the 15th day of
December, 2003.
