The application, staff report and related materials are attached for your review. Discussion John Burgart, School Superintendent, spoke in favor of the request, reviewing the purpose of rezoning is to facilitate development of a new middle school for the Dubuque Community School District. Staff reviewed surrounding zoning and land use, and availability of water and sewer services. There was one public comment regarding the need to control storm water. The Zoning Advisory Commission discussed the request, noting that the R-1 Distdct is the least intensive zoning distdct which allows schools. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. The revenues from this tax will be used exclusively for school infrastructure purposes. In fact, the School Board has already made detailed plans for several infrastructure improvements. The District's student population is growing rapidly. More classroom space is needed to alleviate overcrowding. The School Board determined that a new middle school, serving grades 6, 7 and 8, is an important first step in freeing up elementary-school classroom space. The District sought and received extensive public input in order to determine the best site for this middle school. A Public Planning Task Force was convened in March of 2003 and met for several months. Over sixty members of the public convened at these meetings to discuss and identify possible building sites. The Task Force selected three possible sites for the project. The subject site for this application was determined to be the best of the sites considered and acquisition negotiations progressed to a successful conclusion. The property is currently zoned agricultural and we understand it needs to be changed to a different classification in order to permit the construction of a middle school. Physical Characteristics: The lot is relatively level with the highest point on the property's southern boundary. The property slopes gently to the north to a drainage swale in the northwest quadrant of the property. This swale drains to the east toward the city of Dubuque. There is also a small drainage in the property's southwest corner that slopes to the west. The property has approximately 720 feet of frontage along Radford Road. The property's frontage is across Radford Road from commercial development on Radford Court. Concurrence with Comprehensive Plan: The Comprehensive Plan recommends this area be developed as residential with some commercial development along Radford Road. Impact of Request on: Utilities: Replacement of impervious surface with a large paved parking area and school building structure will increase the velocity and amount of storm water runoff. Adequate storm water management will be required to detain and convey run-off for the entire site. Other utilities are adequate to serve the site. Rezoning Staff Report - Radford Road (near Saratoga Road) Page 2 Traffic Patterns/Counts: IDOT average annual daily traffic counts indicate 4,380 vehicle trips per day along Radford Road north of the subject property at the intersection of Camelot Drive, 2,230 vehicle trips per day along Middle Road south of the subject property and west of Radford Road, 12,700 vehicle trips per day along Pennsylvania Avenue at its intersection with the Northwest Arterial, and 15,400 vehicle trips per day along Asbury at its intersection with the Northwest Arterial. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control and storm water control is provided during all phases of development. Adjacent Properties: The applicant's request is to rezone the property to R-1 Single-Family Residential zoning district. The intention is to develop this property for a middle school. The adjacent property to the north consists of single and multi-family residences along Saratoga Road within the City of Asbury. These residences have their rear yards oriented toward the subject property with a minimum of 120 feet between the rear of the residence and the rear property line. Because of topography and physical separation, these residences should be well buffered from the school building and related activity. The property to the west is under cultivation, and should not be affected by the proposed rezoning. The property to the south consists of a partially developed industrial park, which should not be affected by the proposed rezoning. The property to the east is primarily commercial and vacant property, which should also not be affected by the proposed development. In general, a middle school at this location has the potential to generate additional traffic. This traffic will primarily affect the intersections of Pennsylvania and Radford Road, Pennsylvania and the Northwest Arterial, Radford Road and Asbury Road, and Asbury Road and the Northwest Arterial. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone an approximately 40-acre parcel from AG to R-1 Single-Family Residential to accommodate a new middle school. Access to the middle school will be from Radford Road. Currently, the majority of the property drains from a high point at the southern edge of the property to a drainage swale on the northwest quadrant. Drainage and storm water conveyance for this lot will be managed through the site plan review process. The adjacent land use is residential, agricultural, industrial, commercial or vacant, and development of the middle school at this location should have limited impact these properties. The residential properties to the north will be physically separated from the school with the rear yards oriented toward the subject lot. Rezoning Staff Report- Radford Road (near Saratoga Road) Page 3 There are two single-family residences along Radford Road within the Agricultural district that are being platted separately from the School District property. They are currently non-conforming but will be made conforming if the rezoning is approved. A school at this location will generate additional traffic and have an impact on the level of service primarily at the intersections of Pennsylvania Avenue and Radford Road and Asbury Road and Radford Road. However, vehicle trips to and from the new middle school will not coincide with the peak traffic levels of adjacent roadways. This will mitigate traffic impacts on the surrounding street system. There has been significant residential growth on the west side of the city and there is a potentially large school age population in this area. Therefore, the school is centrally located within the population it is intended to serve. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Appendix A (The Zoning Ordinance) of the City of Dubuque Code of Ordinances is hereby amended by reclassifying the hereinafter-described property from AG Agricultural District to R-1 Single-Family Residential District, to wit: Lot 2 Siegert Farm No. 2, and to the centerline of the adjoining public right- of-way~ all in the City of Dubuque, Iowa. Section 2. The foregoing amendment has heretofore been reviewed by the Zoning Advisory Commission of the City of Dubuque, Iowa. Section 3.
