County Farm Sanitary Interceptor Sewer Connection Charges
In the 1990s the City Council directed the City Engineering Division to extend
interceptor sewers to service newly-annexed property without City sanitary sewer.
Under this direction, City Engineering extended sewers and determined a connection
charge based on the cost of the project and the number of developable acres within the
drainage basins. The County Farm sanitary sewer was extended from Nordstrom's to a
location just west of Seippel Road.
Assistant City Engineer Gus Psihoyos is recommending City Council approval to
establish the interceptor fees for the newly-constructed interceptor sewer for the County
Farm Sanitary Sewer Interceptor at $500 per acre. While $500 does not cover the full
cost, it is believed that a higher rate might inhibit development.
On August 18, in conjunction with the voluntary annexation of Joel Callahan's property,
the City Council passed a resolution establishing a sanitary interceptor sewer fee of
$500 per acre for that area. Usage fees derived from the development of the property
should, over time, make up the reduced connection fee.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

County Farm Sanitary Interceptor Sewer Connection Charges
INTRODUCTION
The enclosed resolutions provide for establishment of connection fees for the County
Farm Interceptor Sewer.
BACKGROUND
The sewer extension project consisted of two separate phases. The first phase was the
extension of approximately 6,820-feet of 18-inch ductile pipe along the middle fork of
Catfish Creek. This sewer was extended from an existing sewer pipe south of the
Nordstrom Distribution Center and ended at the County Farm Industrial Site. The cost
for this section of Interceptor sewer was $520,658.07.
The extension of the sewer within the County Farm site was included in the contract for
the County Farm site. The cost for this section of the sanitary intemeptor sewer was
$229,684.94. Therefore the total cost for both phases of the intemeptor sewer for the
County Farm sewer from Nordstrom to Seippel Road was $750,323.01.
Histodc rates for interceptor sewers have ranged from $465.41 to $602.90. During the
initial course of determining the County Farm sanitary interceptor sewer connection
fees, it was estimated that the connection fee for the sewer could be as high as $970.00
per acre. Charging a fee of $970.00 could potentially inhibit development of newly
annexed areas.
On August 18, in conjunction with the voluntary annexation of Joel Callahan's property,
the City Council passed a resolution establishing a sanitary interceptor sewer fee of
$500.00 per acre. Usage fees derived from the development of the property should,
over time, make up the for the reduced connection fee.
RECOMMENDATION
I recommend that the City Council establish the connection fee for the County Farm
sanitary interceptor sewer at $500 per acre.
ACTION TO BE TAKEN
I respectfully request that the City Council set a public hearing on the attached
Ordinance establishing the connection fee for the County Farm sanitary interceptor
sewer.

AND PLACE OF A PUBLIC HEARING ON AN ORDINANCE
ESTABLISHING A CONNECTION FEE FOR THE COUNTY FARM
SANITARY INTERCEPTOR SEWER
Whereas, the City Council of the City of Dubuque, Iowa, proposes
to establish, by Ordinance after notice of a public hearing, the schedule of
connection fees for the County Farm Sanitary Interceptor Sewer; and
Whereas, Iowa Code Section 384.38(3) requires notice and a
public hearing on such Ordinance; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DUBUQUE, IOWA:
Section 1. The City Clerk is hereby authorized and directed to
publish notice of the date, time, and place of the hearing on said proposed
Ordinance, which headng shall be on November 17, 2003, at 6:30 p.m., in
the Public Library Auditorium, 360 11th Street, in the City of Dubuque,
Iowa, such publication to be once each week for two consecutive weeks in
the manner provided by Section 362.3, the first publication of which shall
not be less than ten (10) days before the date of the headng.
Section 2. The notice shall be in substantially the following form:

Notice is given that there is now on file for public inspection in the
office of the City Clerk of the City of Dubuque, City Hall, Dubuque,
Iowa, a proposed Ordinance establishing the County Farm Sanitary
Interceptor Sewer connection fees.
The City Council will meet at 6:30 p.m. on November 17, 2003, at
the Public Library Auditorium, 360 West 11~h Street, in the City of
Dubuque, Iowa, at which time the owners of property subject to

ORDINANCE NO. 91-03
AN ORDINANCE ESTABLISHING A SCHEDULE OF SEWER
CONNECTION FEES FOR THE CONNECTION OF PROPERTY TO THE
COUNTY FARM SANITARY INTERCEPTOR SEWER
Whereas, after full consideration of the schedule of sanitary connection
fees proposed to be made for the County Farm Sanitary interceptor Sewer,
which schedule of connection fees was filed in the office of the City Clerk on the
15th day of October, 2003; and
Whereas, the City Council has determined that the amounts shown on
said schedule are proper and are in proportion to the benefits conferred; and
Whereas, the City Council further finds that the schedule of sewer
connection fees for the County Farm Sanitary Interceptor Sewer be approved
and adopted.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. There is hereby established a schedule of sewer connection
fees of the County Farm Sanitary interceptor Sewer for the connection of
property to said City sewer.
Section 2. Each property owner whose property will be served by
connection to said City sewer shall pay a sewer connection fee to the City, as
shown on the schedule of sewer connection fees attached hereto.
Section 3. Such connection fee shall be due and payable when a sewer
connection application is filed with the City. All fees collected under this
Ordinance shall be paid to the City Treasurer.
Section 4. The City Clerk is hereby authorized and directed to certify a
copy of this Ordinance for recording in the office of the Dubuque County
Recorder.

RE: Connection Charge - County Farm Interceptor Sewer
To Property Owners:
Enclosed you will find a connection charge notification for the County Farm Interceptor
sewer, it is not a bill.
The sewer generally serves the areas that drain into the Middle Fork of the Catfish
Creek between Radford Road to Seippel Road and Asbury Road to Old Highway 20.
There are over 90 parcels in the County Farm Basin.
The purpose of the connection charge is to reimburse the City for the cost of
constructing the County Farm Interceptor Sewer.
This connection charge is levied only when a property is connected to the sanitary
interceptor sewer. Furthermore, a property must be within the City limits before a
property owner is allowed to connect to a City owned sanitary sewer.
