Final Plat of Freedom Ridge Estates
INTRODUCTION
The Final Plat of Freedom Ridge Estates is a proposed residential development
located off of Oakland Farms Road in Dubuque County. The submitted final plat
provides the platting of seven parcels, six of which will be developed for single-family
homes.
DISCUSSION
The preliminary plat for this subdivision was approved at the City Council's October 20,
2003 City Council meeting. The submitted final plat provides for the construction of a
new private street to be named Freedom Ridge Ddve. The subject pdvate street will be
built to County rural street standards, which provides for 66-foot right-of-way and 22
feet of paving.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque and thus the County and City review the submitted final plat. The
subject property is included in a primary growth area established through the fdnge
area policy agreement between Dubuque County and the City of Dubuque. The final
plat does provide adequate easements to provide for future extension of City water and
sewer to this site.
RECOMMENDATION
The submitted final plat of Freedom Ridge Estates is in substantial compliance with the
City of Dubuque Subdivision Regulations, subject to waiving Article IV, Design
Improvement Standards, except for Section 42-19, Lots and Blocks.

Physical Characteristics: The subject property is located on the north side of Oakland Farms
Road. The subject property has rolling topography and generally drains toward the northeast.

Impact of Request on:
Utilities: The proposed subdivision is not currently able to be served by City water or sewer.
The proposed lots will be served by private septic and well water.
Traffic Patterns: Access to the subdivision will be from Oakland Farms Road, which is a
county-maintained road with a 66-foot right-of-way. The developer is proposing to construct
a 22-foot wide concrete private street to serve the subdivision.
Public Services: County public services are adequate to serve the site.
Subdivision Staff Report - Freedom Ridge Subdivision
Environment: Staff does not anticipate any adverse impacts to the environment provided
adequate erosion control is provided during all phases of grading and development of the
subdivision.
Adjacent Properties: Adjacent properties would be impacted by a slight increase in the
number of vehicle trips along Oakland Farms Road and a small increase in storm water
runoff.
Recommended Conditions on Plat: (1) That the proposed pdvate roadway be built to City
private street standards with either a 26-foot wide paving or 27-foot wide with curb and gutter,
Staff Analysis: The submitted final plat of Freedom Ridge Estates is located in Dubuque
County within two miles of the City of Dubuque corporate limits. This area has been designated
as a primary growth area in the City of Dubuque and Dubuque County fringe area agreement.
The primary growth areas are those areas that can be served by existing gravity sanitary sewer
service.
The submitted final plat provides for the subdivision of approximately 38 acres into six building
lots. Five of the lots will have access off of a proposed private street to be named Freedom
Ridge Drive. This street is recommended by Planning staff to be constructed to the City's private
street standard of either 26-foot wide with no curb and gutter or 27-foot with curb and gutter.
The Zoning Advisory Commission is not recommending that the proposed private street be built
to City pdvate street standards. The Commission believed that a 22-foot wide private street is
adequate to serve five (5) lots. Lot 2 will take direct access from Oakland Farms Road, while Lot
1 will be served by an access easement from Freedom Ridge Drive. Lot 1 is not anticipated to
be built on because of the topography and flood plain conditions. The proposed subdivision will
be served by a common well and individual septic systems for each lot.
Planning staff also recommended as part of the preliminary plat review, that adequate utility
easements be provided to facilitate the extension of City water and sewer to this subdivision.
The submitted final plat does provide the requested easements. The City of Dubuque has no
immediate plans to annex this area; however, the subject property can be served with City
utilities, and the easements will significantly reduce the process of connecting these parcels into
the City utility systems in the future.
In all other respects, the proposed Freedom Ridge Estates Subdivision is in substantial
compliance with the City of Dubuque Subdivision Regulations.

RESOLUTION APPROVING THE FINAL PLAT OF FREEDOM RIDGE
ESTATES IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Freedom Ridge
Estates; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
41-29; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Lots and
Blocks.
Section 2. That the final plat of Freedom Ridge Estates is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said subdivision plat.
