The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
.Discussion
The applicant spoke in favor of the request and reviewed the submitted plat, indicating that
the proposed subdivision provides a street built to City Standards for paving width and
provides adequate easements for future extension of City water and sewer utilities.
Staff reviewed the location of subject property and proposed lot layout.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted
preliminary plat is in substantial compliance with City of Dubuque Subdivision Regulations.
Reco~endation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

Physical Characteristics: The subject property is the former location of the drive-in theater
along John Deere Road. The property is relatively flat and slopes from the west to the east
toward John Deere Road.

Recommended Motion: Motion to approve the submitted preliminary plat of Ridgeway Park
Subdivision as it is in substantial compliance with the City of Dubuque Subdivision
Regulations.
Conformance with Comprehensive Plan: The subject property was not included as part of
the Comprehensive Plan; however, is included in the joint County and City Fringe Area
Agreement in which the parcel is included as a secondary growth area. The secondary
growth area represent transitional areas between rural and urban development because of its
proximity to the primary growth areas and the ability to be served by city utility extensions and
their relationship to major transportation corridors. The subject property is within the
secondary growth area that would have to be served by a combination of gravity sewers and
lift stations.

Impact of Request on:
Utilities: The proposed development would utilize individual septic systems and shared
wells for water.
Traffic Patterns: The subject property is connected to John Deere Road which carries
approximately 2,800 vehicle tdps a day based on 1997 DOT counts.
Public Services: Existing public services are adequate to serve the site.
Environment: Staff does not anticipate any adverse impacts to the environment provided
septic systems are installed as per County standards, and erosion control is provided
during all phases of development.
Adjacent Properties: The continued development of this commercial area will increase
traffic on John Deere Road and raise ambient noise and light level in the surrounding
area.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted preliminary plat of Ridgeway Park in Dubuque County along
John Deere Road is a continuation of an existing commercial development on the site of the
former drive-in theater. The subject property is zoned B-2 Highway Business District and the
submitted preliminary plat provides for the extension of Diesel Drive as a private street.
The subject property is within two miles of the City of Dubuque and thus is being jointly
reviewed by the City and County of Dubuque. The property is also within the area covered by
the proposed County/City Fringe Area Agreement. The subject property is classified as a
secondary growth area. The applicant is building the street with 31-foot of paving with
concrete curb and gutter within a 66-foot of right-of-way easement. There is also adequate
easements provided for extension of water and sewer for future extension of City services to
the property.
The current property is subdivided into three parcels. The submitted preliminary plat will
provide for the creation of nine additional lots as shown in the attached preliminary plat.
Access from the lots will be to Diesel Drive.
Planning staff recommends that the submitted preliminary plat of Ridgeway Park be approved
as it is in substantial compliance with the City of Dubuque Subdivision Regulations.
