Stadium
This past summer board members of Dubuque Initiatives were contacted by Michael
Gartner concerning a proposal to move a Class A Minor League professional baseball
team (the Baffle Creek Yankees) to Dubuque for the 2005 season. The move of the
team is conditioned on a new baseball stadium being constructed and leased to the
team.
On October 20, 2003, Dubuque Initiatives provided the City Council with a study
completed by HOK Sport titled Dubuque Minor Leaque Ballpark: Conceptual Design
and Proqram. Based upon that study, and a feasibility study completed by CSL
International, the organization recommended the City proceed with a referendum to
assist in financing the stadium.
The schedule for the design and construction of the baseball stadium is very tight. The
City cannot wait until the referendum to begin the process for soliciting proposals from
architects/consultants for the design of the facility. A consultant team should include
technical personnel familiar with the daily operations of a minor league stadium or
similar type facility. The project team should consist of personnel in the following fields:
architect, landscape architect, civil engineer, geotechnical, electrical and mechanical
engineer and information technology specialist.
Economic Development Director Bill Baum is recommending City Council approval of a
Request for Proposals for design services for the proposed baseball stadium. Funding
for the consultant(s) would come from multiple sources, including a Capital
Improvement Tax Levy referendum scheduled for December 16, 2003.
He further recommends the RFP Review Committee consist of Economic Development
Director Bill Baum, Assistant City Manager Cindy Steinhauser, Planning Services
Manager Laura Carstens, Leisure Services Manager Gil Spence, Public Works Director
Mike Koch, Greater Dubuque Development Corporation Executive Director Rick
Dickinson, Bill Callahan from Dubuque Initiatives, and Sam Bemabe from Riverside
Baseball, LLC.
A contract for consultant services will be issued if the December 16, 2003 referendum is
approved. A recommendation on the consultant and the scope of services will be
presented to the City Council after the referendum, at a special City Council meeting on
December 18, 2003.
Should the referendum pass, Dubuque Initiatives has committed their $700,000 to the
City to begin design work until all other financing is put in place.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request City Council approval of a Request For
Proposals (RFP) for design services for the proposed baseball stadium. The proposed
RFP is attached to this memo.
BACKGROUND
This past summer, board members of Dubuque Initiatives were contacted by Michael
Gartner concerning a proposal to move a Class A Minor League baseball team (the
Battle Creek Yankees) to Dubuque for the 2005 season. The move of the team is
conditioned on a new baseball stadium being constructed and leased to the team.
On October 20, 2003, Dubuque Initiatives provided the City Council with a study
completed by HOK Sport titled Dubuque Minor Leaque Ballpark: Conceptual Desiqn and
Proqram. Based upon that study, and a feasibility study completed by CSL International,
the organization recommended the City proceed with a referendum to assist in financing
the stadium.
The City Council, on November 3, 2003, adopted a resolution placing a Capital
Improvement Tax Levy for a new baseball stadium on the ballot for December 16, 2003.
The City Council also set for public hearing a proposed lease agreement with the team.
The team owners have approved the lease.
The proposed site for the stadium is the property purchased by the City formerly
occupied by ConAgra, Miller Truck Center, Dubuque Hardwoods and Midwest
Hardwoods.
DISCUSSION
The schedule for the design and construction of the baseball stadium is very tight. City
cannot wait until the referendum to begin the process for soliciting proposals from
architects/consultants for the design of the facility. A consultant team should include
technical personnel familiar with the daily operations of a minor league stadium or similar
type facility. The project team should consist of the personnel in the following fields:
architect, landscape architect, civil engineer, geotechnical, electrical and mechanical
engineer and information technology specialist.
The design consultant will work with a local team to develop the final design for a facility
that incorporates previously identified design assumptions.
The design of the facility shall meet the requirements of all codes and ordinances
applicable to the property, the standards mandated by the Americans with Disabilities
Act (ADA), and shall meet the requirements and recommendations as set forth in
Attachment 58 Facility Standards, for Class A baseball facilities, of the Professional
Baseball Agreement (PBA) as administered by the National Association of Baseball
Leagues.
The HOK study proposed a ballpark with a capacity for 5500 spectators, including 4000
fixed seats and accommodation for 1500 spectators on grass berm.
This consultant will work with city staff and the design team to coordinate this design
through all phases including bidding, preconstruction,- construction and acceptance of
the project. A preliminary schedule for design and construction phases in attached. The
design team would consist of representatives from the following organizations:

Dubuque Initiatives
Greater Dubuque Development Corporation
Riverside Baseball LLC
Funding for the consultant(s) would come from multiple sources including referendum
scheduled for December 16, 2003. A contract for consultant services will be issued
following approval of the December 16, 2003 referendum.
RECOMMENDATION
I recommend approval of an RFP for consulting services. A recommendation on the
consultant(s) and the scope of services will be presented to the City Council after the
referendum, at a special City Council meeting on December 18,2003.
ACTION STEP
The action step is for the City Council to approve this Request For Proposals. I also
recommend approval of a RFP review committee consisting of Bill Baum, Cindy
Steinhauser, Laura Carstens, Gil Spence, and Mike Koch from the City staff, Rick
Dickinson from the GDDC, Bill Callahan from Dubuque Initiatives, and Sam Bernabe
from Riverside Baseball, LLC.

REQUEST FOR PROPOSALS FOR DESIGN SERVICES FOR
DEVELOPMENT OF A MINOR LEAGUE BASEBALL STADIUM
AT THE PORT OF DUBUQUE
INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals from qualified consulting firms
(referred to in this RFP as Architect) to provide design services for the
construction of a minor league baseball stadium. The total cost of the stadium is
estimated to be approximately $15 million.
The proposed stadium site is an approximately 22-acre parcel of property located
in the Port of Dubuque, east of Bell Street and north of Fifth Street. This property
is co-owned by the City of Dubuque and Dubuque Initiatives, a private, non-profit
development corporation. The size is of adequate dimension and size to
facilitate a minor league ballpark with appropriate seating accommodation for
approximately 5,500 fans, and the associated back-of-house support facilities
required for a stadium. The site is also large enough to provide approximately
700 on-site parking spaces with potential parking expansion in the future. In
addition, there are over 2,000 on and off-street parking stalls located with-in a
five-minute walk of the stadium site.
The site is relatively level with Bell Street and Fifth Street and can be easily seen
from the elevated Highways of 151/61 and through the overpass at Fifth Street
looking east.
The site is a former wood processing mill site, and considered to be relatively
free of soil contaminants. The site is in close proximity to the Mississippi River
and thus is anticipated to have diverse soil types with varying soil bearing
capacities and likely to experience a high water table condition below grade
which may impact the depth of excavations and foundation system types.
The site can be accessed from Fifth Street along the south and from Bell Street
on the east. A railroad right-of-way exists to the north and railroad tracks are 3-4
feet in elevation above the general elevation of this site.

The site is part of the overall redevelopment of the Port of Dubuque, which has
recently seen construction of the $188 million America's River Project. The
America's River project includes: The National Mississippi River Museum and
Aquarium, a complex located next to the Ice Harbor; The Grand Harbor Resort
and Waterpark, a 200-room hotel and indoor Waterpark along the riverfront; The
Grand River Center, a 135,000 square foot education and conference center and
a 2000' Mississippi Riverwalk.
The National Mississippi River Museum and Aquarium includes: 15 aquariums;
Immersion theater showcasing the Mississippi River's creation, floods, history
and underwater life; outdoor wetland featuring natural and living history with
floating laboratories and classrooms; stream tables; an educational overnight
program which lets visitors sleep on a "boat and breakfast" National Histodc
Landmark steamboat.
The Grand Harbor Resort and Waterpark includes a seven stow hotel with
approximately 200 rooms and a 24,000 square foot indoor waterpark. Phase II
includes 150 additional rooms and an 18,000 square foot addition to the
waterpark. The Grand River Center is a state of the art education and
conference center with a 30,000 sq. ft. exhibit hall, 12,000 sq. ft. meeting rooms,
12,000 sq. ft. ballroom, a spectacular River room which extends out over the
Mississippi River and over 25,000 sq. ft of indoor and outdoor prefunction space.
The Mississippi Riverwalk and Amenities includes a riverwalk which links the
Alliant Energy Amphitheater, the American Trust River's Edge Plaza, a landing
for the Delta Queen, boat docks, public art and an 18-mile bike-hike trail
connection to the Heritage Trail.
The City of Dubuque has also completed a master planning and design program
for the remainder of the Port of Dubuque.

II.
COMMUNITY BACKGROUND
The City of Dubuque is located on the Mississippi River west of the Illinois-
Wisconsin border and is connected to both states by bddges. It is the
educational, industrial, and commercial center for the tri-state area and has a
stable and diversified manufacturing base and a growing service sector. The
City's Census population is 57,686. The City is approximately 30 square miles in
area. The City's annual budget is over $90 million and funds a full range of
services.
The Dubuque area economy has remained strong with unemployment at record
Iow levels and a steady growth in manufacturing and construction jobs. The
city's central retail area serves almost all of the fifteen surrounding counties in
iowa, Illinois and Wisconsin. Public improvements in the downtown area include
a four-block pedestrian mall; three off-street parking ramps, with construction of a
fourth ramp underway. There is also substantial commercial activity west of the
central business district area along U.S. Highway 20, including an enclosed
shopping mall with several national retailers. In 1999, the City approved the
construction of over one million square feet of new commemial, office, industrial
and institutional space.
Residents of the Dubuque area make extensive use of the recreational
opportunities afforded by the Mississippi River, which are complemented by the
City and County park systems. This includes outdoor swimming pools, picnic
areas, ice-skating dnks, baseball diamonds, tennis courts and a public golf
course. Several recreational areas are situated on the bluffs overlooking the
mighty Mississippi River. The City has a wide variety of cultural offerings
including art galleries, theater groups and symphony concerts. In 1985,
padmutual gaming was introduced to the community and in 1991, riverboat
gambling became an added attraction. The City's Mississippi riverfront is the
location of this riverboat gambling and regular cruise boats. The port facilities
are located in the historic Ice Harbor area. Dubuque enjoys approximately one
million toudsts annually and this number is anticipated to grow with the recent
development opportunities described above.

III.
PROPOSAL SUBMISSION REQUIREMENTS
The proposal shall include the following information and shall be organized in the
manner specified below.
Letter of Transmittal
A cover letter signed by an authorized representative of the firm briefly outlining
the firm's understanding of the work. The cover letter must contain a
commitment to provide the services described and the name, address, telephone
number, and fax number and email of the consultant's primary contact person.
Please also include a summary of the firm's understanding of the project.
Qualifications of firm(s)
· List the names of the anticipated project manager and other key personnel
associated with the project. A resume of their qualifications and experience
should be attached along with the percentage of time each person is
anticipated to devote to the project. The project team should include
technical personnel familiar with the daily operations of a minor league
stadium or similar type facility. The project team should consist of the
personnel in the following fields: architect, landscape architect, civil engineer,
geotechnical, electrical and mechanical engineer and information technology
specialist.
Describe the name and location of any sub-consulting firms that will be used
by the firm in the design of the stadium. Please identity the approximate
percentage of work that would be performed by each of these firms. Include
the experience and qualifications of the sub consultant firm and their key
personnel in working on similar projects.
Describe the experience of the firm in conducting projects of a size similar to
this project. Include previous projects with similar budgets and deadlines and
whether the firm met the established criteria.
Include a project list with contacts for all similar projects that have been
completed in the past 5 years. Identify the key personnel who worked on the
referenced projects and who are expected to work on this project.
· Provide information on the limits of insurance carried by the firm.
· Discuss the firm's ability to integrate this project into the firm's present
workload.

Scope of Services
HOK Sport + Venue + Event was recently hired to perform preliminary planning
and conceptual design services for a new minor league ballpark. It is anticipated
that an existing minor league baseball franchise will be the tenant for the facility
and the prospective team has been consulted on the needs of the ballpark. One
of the goals of the project is to provide a unique family venue that will augment
the recently constructed America's River project as described above. The ball
park would not only provide a home for a professional minor league baseball
team, but would also serve as a venue for many other outdoor events, such as
concerts and festivals. The ballpark development will act as a further catalyst for
implementation of the Port of Dubuque Master Plan. Preliminary planning has
identified several assumptions, which must be incorporated into the successful
firm's design program.
Design assumptions:
The design of the facility shall meet the requirements of all codes and ordinances
applicable to the property, the standards mandated by the Americans with
Disabilities Act (ADA), and shall meet the requirements and recommendations as
set forth in Attachment 58 Facility Standards, for Class A baseball facilities, of the
Professional Baseball Agreement (PBA) as administered by the National
Association of Baseball Leagues.
The City has negotiated a Lease Agreement with Riverside Baseball, LLC. The
lease stipulates the facility will include at lease 4000 permanent seats, 10 to 14
skyboxes, berm outfield seating, gift shop and front offices. The lease also
requires the City to build the shell for a restaurant, and parking for approximately
200 vehicles if the total cost of the facility does not exceed $15,000,000.

Please provide a proposed scope of services that addresses the following:

3. Schedule meetings on a regular basis with the design team to review project
progress. Schedule should also include work sessions with City Council at
project milestones.

Architect Services
Architect services as outlined below and in general conformance with AIA
Document B141 - Electronic Format- 2000 edition, Standard Form of Architects
Services: Design and Contract Administration.

Consult, communicate and coordinate with the City and Project Team.
Prepare project schedule, evaluation of project budget and cost of the
work.
Evaluation and planning services
Evaluation of proje~ scope, budget and site and methods for construction

Design services
Provide architect and landscape architectural; civil, geotechnical,
structural, mechanical and electrical engineering; and other services
resulting in preparation of schematic design documents, design
development documents and construction documents.

Proposed Project Schedule
Provide a project schedule outlining the time period and estimated completion
date of the proposed scope of work for design services and a separate schedule
for construction management services. This should include a schedule for and
description of all deliverable products. If the December 16, 2003 referendum
passes it is the City's expectation that construction of the stadium will be
completed by May 1, 2005. Contract award for architectural services is expected
to be made at a special City Council meeting on December 18, 2003.
Fees and Compensation
Please provide a detailed cost to provide the requested scope of services
identified above for the design of the Baseball Stadium. Please be sure to
include a detailed list of hourly billing rates for additional services required
outside the scope of services. The cost of individual services should be broken
out as much as practical. The City will have completed initial geotechnical
engineering studies, Phase II environmental assessments, archeological studies
of the site, and a site survey. Therefore, we need a good breakdown to assure
that we are not paying for information already provided by the City.
Provide a proposed cost plus expenses budget for completion of the scope of
services with cost breakdowns by scope element. Please provide the
proposed cost for each budget under separate cover. Initial screening will be
done by the selection committee without the benefit of knowing the proposed fee
for services.
Contract award is expected to be made at a special City Council meeting on
December 18, 2003. Initially, the City will have only $700,000 to obligate towards
this contract, with the balance of financing for this contract and the entire project
expected to be in place by March 1, 2003. The final contract for these services
will need to recognize this phased approach.
IV, SUBMISSION REQUIREMENTS
An unbound original plus nine copies shall be received in the City of Dubuque's
Economic Development Department, 50 West 13th Street, Dubuque, Iowa 52001
by 4:30 p.m. CST Friday, December 5, 2003.
Each consultant assumes full responsibility for delivery and deposit of the
completed proposal package on or before the deadline. The City of Dubuque is
not responsible for any loss or delay with respect to delivery of the proposals.
All proposals become the property of the City of Dubuque and will not be
returned.
The City of Dubuque reserves the right to reject any and all proposals or portions
of proposals and to negotiate changes with any consultant.

The City of Dubuque is not liable for any cost incurred by any consultant prior to
the execution of an agreement or contract, nor shall the City of Dubuque be liable
for any costs incurred by the consultant that are not specified in any contract.

EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements
of the proposal format. Qualifying proposals will be evaluated by a selection
committee. Factors to be considered by the committee include the following:
Qualifications and experience of firm and any sub consultants;
· Qualifications and experience of the principal consulting staff and of sub
consulting staff who will work on the project;
· Understanding of project scope and level of interest;
· Approach to completing scope of services including creativity and problem
solving;
· Responsiveness and compatibility between consultants and the City;
· Ability to communicate;
· Proposed schedule required to complete project;
· Proposed cost to complete project; and
· Ability to design projects that are bid within proposed budget.
Consultants may be invited to an interview with the selection committee prior to
committee selection.
