Port of Dubuque Vendor LocationMEMORANDUM TO: FROM: SUBJECT: November 10, 2003 The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Vendor Locations in the Port of Dubuque Assistant City Manager Cindy Steinhauser is providing a recommendation on the maximum amount of vendor loCations at the Port of Dubuque and Hawthorne Street Peninsula. Recently, the City Council approved criteria for a vendor application form for the Port of Dubuque and Hawthorne St. Peninsula. The issue of how many vendors to locate in each of these areas has never been determined. Based upon input from City staff and consultants working on the Master Plan for the Port of Dubuque, the recommended locations and numbers are as follows: Port of Dubuque Vendors are to be located no closer than every 70 feet on Bell Street and Fifth Street. This would allow approximately four vendors on each street. Two vendors are to be located on the Riverwalk between the American Trust River's Edge Plaza and the Alliant Energy Amphitheater. A maximum of two vendors (one food, one non-food) located on the Riverwalk between the floodwall gates and the Diamond Jo Portside Building, and one vendor to be located in Ice Harbor Park west of the entrance to the National Mississippi River Museum and Aquarium. Attached is a map indicating the recommended locations. It is also recommended that these locations be reviewed annually to meet the tourist demand. Hawthorne Street A maximum of 4 vendors are being recommended to locate in the grassy area near the Hawthorne Street ramp. The exception would be dudng special events such as Catfish festival when other vendors would be allowed. This recommendation would be reviewed upon future capital improvements to the area. I concur with the recommendation and respectfully request Mayor and City Council approval. This information was also reviewed by the Port of Dubuque property owners at a meeting held October 15, 2003. There was general agreement to the proposed locations with one request from the Spirit of Dubuque that a maximum of one vendor of the two vendors located on the Riverwalk between the floodwall gates and the Diamond Jo Portside Building is a food vendor. There were no objections to this request.
