Petition of J. H. Schiltz et al asking
the city council to construct a sani-
tary sewer on Cora street from Grand-
view avenue to the intersection of
Cora and Exchange street on, Exchange
street from the intersection of Cora
and Exchange street to the manhole
on Curtis Street at the intersection of
Curtis and Exchange street presented
and read. On motion of Ald. Wallis
the prayer of the petitioners was
granted and the proper resolutions or-
dered drawn covering the same.
Petition of the Union Electric Co.,
asking permission to change the loca-
tion of switch between Hall street and
Louisa street on Delhi street to one
block south which would locate same
between Hall street and Ida street pre-
sented and read. On motion of Ald.
Wallis the petition was referred to the
Committee of the Whole to view 'the
grounds.
Communication of the Union Elect-
ric Co. stating that they desired to
do their own work on the improve-
ments of West Eighth street, Second
street and West Third street presented
and read. On motion of Ald. Mc-
Laughlin the communication was
made a matter of record,
Ald. McLaughlin moved that the
Mayor appoint a committee to wait on
the Union Electric Co. to arrange to
allow the contractor on Julien avenue
and Delhi street to make their im-
provement between the tracks. Car-

Petition of Mrs. M. Toussaint et al
relative to the barn of Belsky Meat
Market and also the manure box pre-
sented and read. On motion of Ald.
McLaughlin the petition was referred
to the city attorney.
Petition of John L. Kies et al ask-
ing the city council to compel the
owners of the Coventry Court Building
to install a smoke consumer Present-
ed and read. On motion of Ald. Sin -

Petition of the Dubuque Packing
Co. relative to the vacating of the
alley between 16th and 17th streets

find the decree of Robert T. Bonson,
district judge, in the following cases:
Equity No. 16977, I. C. R. R. Co. vs
City of Dubuque, Dubuque & Sioux
City R. R. Co. Intervenor.
Equity No. 17449, In re appeal of I.
C. R. R. Co. from action of Board of
Equalization of the City of Dubuque.
Equity No. 17660, In re appeal of
I. C. R. R. Co. from action of Board
of Equalizaiton of the City of Dubuque.
These three actions were tried as
one and the decree hereto atached is
adverse to the city's right to assess
locally that portion of the I. C. R. R.
Co.'s property commonly known as the
"Banana Cooling Plant ", for the rea-
son that such property is reported to
executive council of the state and as-
sessed by it. These three cases cover
the years of 1910, 1911 and 1912.
During the years 1913 and 1914 this
same property has been placed upon
our tax books, with the Intention that
the same be assessed locally, The
decision of judge Bonson in the above
cases govern our legal right to tax
this property for the years 1913 and
1914 and, as I am in perfect accord
with the decision as rendered, I deem
it incumbent upon me to advise your
Honorable Body to instruct the City
Treasurer to cancel upon his books
the taxes as they now stand for 1913
and 1914.

of the City of Dubuque:
Gentlemen: On April 22nd, 1915,
George Reynolds, an employ of the
City of Dubuque, suffered an injury
which arose out of and in the course
of his employment, the employee at
the time being employed in the street
department. The injury consisted of
the loss of his left eye. Under the
Iowa Workmen's Compensation of
1913, this employee is entitled to com-
pensation to the extent of five hun-
dred ($500.00) dollars, the same being
based upon the bases of five ($5.00)
dollars a week for one hundred weeks.
In addition to this he is entitled to
reasonable hospital and medical ser-
vice to the extent of one hundred
dollars. The hospital bill of thirty -
six and 54 -100 ($36.54) dollars, your
honorable body has already ordered
paid, There remain to be paid, by
way of medical service, the sum of
sixty -three and 46 -100 ($63.46) dollars,
Dr. Eugene Lewis, being the attending
physician.
I have arranged a settlement with
the injured employee upon the follow-
ing basis:
A warrant to be drawn in favor
of George Reynolds in the sum of
fifty ($50.00) dollars, covering a period
of ten weeks last past since the date
of his injury.
The remaining sum of Four Hun-
dred fifty ($450.00) dollars to be paid
in semi - monthly installments of ten
($10.00) dollars each, until the whole
amount is paid.
You will, therefor advise your
city auditor to place the name
of George Reynolds upon his
list of injured employees and instruct
him to draw warrants, one in the sum
of fifty ($50.00) dollars, and semi-
monthly warrants in the Gum of ten
($10.00) dollars each, when the same
become due until the whole amount
is paid.

bidders shall make separate bids on
the classifications, A, B and C, as
described in the paragraph following.

tered into by the City of Dubuque
for the improvement of Lincoln avenue
hereinafter described has been com-
pleted and the City Engineer has com-
puted that the cost and expense of
said improvement amount to $8,783.23
Therefore, Be it Resolved by the
City Council of the City of Dubuque,
That to provide for the cost of im-
proving Lincoln avenue from the end
of the present improvement between
Fourth and Fifth avenue northeasterly
to Tenth avenue, the Mayor be and he
is hereby required to execute and de-
liver to the City Recorder, to be by him
registered and countersigned, thirty -
four bonds for two hundred and fifty
dollars each and one for two hundred
eighty -three and 23 -100 dollars num-
bered 3953 to 3987 inclusive dated Aug.

cost of constructing sewers. The pro-
posals for doing such work will be
acted upon by the Council on the 5th
day of August, 1915, and the City Re-

proposals as provided by ordinance.

necessary to call a special election,

position for the erection of a new

port of the sewer committee was
adopted.
Ald. Wallis moved that the street
committee be given power to take
care of the water on Angella .street,
$200.00 to be expended from the
grading fund and the balance to be
paid from the Fourth ward fund, Ald.
McLaughlin amended Ald. Wallis's
motion to refer the matter to the city
attorney and street committee to
view the grounds. Carried by the
following vote.

Mayor Saul state that this meeting
is called for the purpose of acting on
the petition and resolution of Wm.
Quinlan asking for a saloon permit
and any other business that might
prof erly come before a regular meet-
ing of the city council.
Petition of Wm. Quinlan stating that
he is the successor and assignee of
the retail liquor and saloon business
of Wm. Benn at 703 Julien avenue and
asking that he be granted a new reso-
lution of consent to conduct said busi-
ness presented and read. On motion
of Ald. Singrin the prayer of the peti-
tioner was granted.
Be it Resolved by the City Council
of the City of Dubuque, That consent
is given William Quinlan to sell and
keep for sale intoxicating liquors and
to deal therein within t ,e limits of
the city of Dubuque, Iowa, as provided
by law. This resolution of consent is
given in lieu of and in renewal of the
resolution of consent adopted and now
in force consenting to the sale of in-
toxicating rigors in said City of Du-
buque by William Benn, and as a re
newel of said resolution now held by
said William Benn. The resolution of
consent shall be effective on and after
July 26, 1915.

AN ORDINANCE ESTABLISHING A
GRADE ON SECOND STREET
FROM LOCUST STREET TO
BLUFF STREET.
Be it Ordained by the City Council of
the City of Dubuque:
Section 1. That an ordinance es-
tablishing a grade on Second Street
from Locust Street to Bluff Street be
and the same is hereby established
and adopted, as shown by the profile
of said street and grade prepared by
the City Engineer, being profile No.
887. B. M. Door sill on the southwest
corner of Locust and Second Streets,
said grade begins at the west prop-
erty line of Locust Street which is
station 0, north curb elevation 33.10,
south curb elevation 32.83; thence to
station 1+15 east line of alley, north
curb elevation 38.97, south curb ele-
vation 38.38; thence to station 1+45
west line of alley, north curb eleva-
tion 40.50, south curb elevation 40.02;
thence to station 2+60 east property
line of Bluff Street, north curb eleva-
tion 45.78, south curb elevation 45.35.
Section 2. This ordinance shall be
in force and take effect from and after
its passage by the City Council and
its publication one time in the Du-
buque Telegraph- Herald and Times -
Journal newspapers.

Every owner, agent, trustee, tenant
or other person having the control of
lots or parcels of real estate in the
City of Dubuque, is hereby notified
that the permitting of noxious weeds
growing to seeds on such lots or par-
cels of real estate or on the walks
abutting same is forbidden by the
ordinance of said city, and should any
such owner, agent, trustee, tenant or
other person having control of the
lots or parcels of real estate fail or
neglect to destroy such noxious weeds

before the first day of August, 1915,
the City of Dubuque will cause such
noxious weeds to be destroyed and
assess the ,property whereon such
are allowed to grow, at the rate of
fifty cents per hour for the time re-
