Petition of M. L. Harwood asking
permission to connect with the sewer
and water mains at the northwest
corner of Fourteenth and Delhi
Streets presented and read. On mo-
tion of Ald. Clancy the prayer of the
petitioner was granted providing that
he deposits $50.00 in cash to place
the street in the same condition as
before he excavated in the street.
Petition of the citizens of the City
of Dubuque asking the City Council
to appoint a commission of nine mem-
bers to be known as the "terminals
commission," whose duty shall be to
promote "A Union Depot and River
Terminals" and suggesting the names
of the members presented and read.
On motion of Ald. McIntosh the pe-
tition was referred to the Committee
of the Whole.

NOTICE TO CONTRACTORS
Sealed proposals will be received at
the City Recorder's office, City Hall,
by the City Recorder until 8:00 p. m.
Monday, November 8th, 1915, for im-
proving Washington street from Twen-
ty- seventh street to the northwest lot
line of Twenty -eight street, in accord-
ance with the plans and specifications
prepared by the city engineer and
now on file in the office of the city
recorder.
It is estimated by the city engineer
that said improvement will require:
1,184 lineal feet of cement curb and
gutter.
1,740 square yards of macadam.
450 cubic yards of cutting.
250 cubic yards of filling.
The work to be paid for when said
work is completed and as prescribed
by Chapter XXXII and amendments
thereto of the Revised Ordinances of
1901 of the City of Dubuque, Iowa,
work to be completed on or before the
15th day of December, 1915.
Bidders must state price Per square
yard of macadam and price per lineal
foot of cement curb and gutter and
price for grading in total.
Each bid must be accompanied by
a certified check for $100.00 on some
Dubuque bank as a guarantee that a

Gentlemen: The petition of J. M.
Kenety relative to the special assess-
ment levied against lots 13 and 14, in
Quigley's Out Lot 709, for the im-
provement of Angella street, has been
referred to us by your honorable body
for a report.
We beg to state that we hav made
a careful examination of the merits
of this petition and remonstrance and
find that the things therein contained
are substantially correct. There are
several jurisdictional questions involv-
ed which effect directly the property
of this petitioner. These matters, if
contested, would be sufficient to vit-
iate the entire assessment. This be-
ing true it is deemed advisable by us
to recommend to your Honorable
Body the acceptance of the proposi-
tion as made by the petitioner.

herewith returned, and if you are
disposed to follow our recommenda-
tion of same, you will advise your City

NUMBER OF ENTRANCES AND
EXITS OF SAID CARS, AND PRO-
VIDING A PENALTY FOR THE
VIOLATION HEREOF.
Be it Ordained by the City Council
. of the City of Dubuque:
Section 1. That it shall be unlaw-
ful for any person or persons, com-
pany or corporation, engaged in the
operation of a street railway system
in the City of Dubuque, to operate
upon, over and along the streets of
the said City any street car which is
used in connection with such railway
system for the purpose of carrying
passengers for hire, unless such street
car shall have, in addition to the
driver or motorman thereof, a con -_
ductor, at all times and at all places
when such car shall be in service.
Provided, however, when two or more
cars are coupled together those fol-
lowing the first one being trailers,
two nien shall be required only for
the first car, one conductor for each
trailer being required aad not more.
Section 2. It. shall be unlawful for
any person or persons, company or
corporation, owning or operating any
street railway system in the City of
Dubuque, to operate over, upon and
along any of the streets of said City,
any street car which shall be equipped
with less than one entrance or exit
at the front end thereof and one en-
trance or exit at the rear end there-
of for the purpose of receiving and
discharging passengers.
Section 3. That it shall be unlaw-
ful for any person or persons, com-
pany or, corporation, engaged in the
operation of a street railway system
in the City of Dubuque, to operate
upon, over or along the streets of said

City any street car which is used in
connection with such railway system
for the purpose of carrying passen-
gers for hire, unless such street car
(unless it be a trailer) shall have for
the safety of the public either as con-
ductor or motorman an experienced
man who has served either as a con-
ductor or motorman for at least two
months..
Section 4. Any person or persons,
company or corporation, owning or
operating any street railway system
upon the streets of the City of Du-
buque, who shall violate any of the
provisions of this ordinance shall be
guilty .of a misdemeanor and be fined
not less than ten dollars nor more
than one hundred dollars for each of-
fense and each car operated in viola-
tion of the terms hereof shall be con-
sidered a separate and distinct of-
fense.
Section 5. Any employee of any
person or persons, company or cor-
poration, owning or operating any
street railway system upon the
streets of the City 01 Dubuque, who
shall operate or assist in operating
any street car in viola:don of Sections
1, 2 and 3 hereof shall be guilty of a
misdemeanor and be fined not less
than ten dollars nor more than one
hundred dollars for each offense; and
the police of said City shall cause
any car operating in violation of this
ordinance to be returned to the street
car barns.
Section. 6. This ordinance being
deemed urgent and of immediate ne-
cessity for the protection of the pub-
lic safety shall be in force and effect
from and after its passage and publi-
cation as r•. quired by law.

TION OF A STRIP OF LAND ON
THE NORTH SIDE OF WEST
ELEVENTH STREET FIVE FOOT
WIDE IN THE CENTER AND
NOTHING AT EITHER END AND
ABOUT THIRTY FEET LONG, BE-
TWEEN BLUFF STREET AND
GROVE STREET.
Whereas, The Baptist church, the
owners of the property abutting there-
on, has petition the city council of the
city of Dubuque for the vacation and
annulment of a strip of land on the
north side of West Eleventh street
five foot wide in the center and
nothing at either end and about
thirty feet long between Bluff street
and Grove street.
Whereas, By direction of the city
council of the city of Dubuque the
city engineer has made a plat of and
showing said portion of said street
proposed to he vacated and filed the
same in his office subject to public in-
spection and due notice has been giv-
en to the abutting property owners,
and ten (10) days notice of such va-
cation has been published in the of-
ficial papers of the city and the pro-
posed action has been submitted to
the city council at two regular ses-
sions, and
Whereas, It appears that no valid
objection has been made to the vaca-
tion of said strip and the same is
not required for public purposes
therefore, Be it ordained by the city
council of the city of Dubuque.
Section 1. That the strip of land
on the north side of West Eleventh
street five feet wide in the center and
nothing at either end and about thirty
feet in length between Bluff street and
Grove street be and the same is here-
by vacated and annulled and the per-
manent use of the respective portions
thereof adjoining the various lots
thereon is hereby granted to the own-
ers and proprietors of said lots and
contemplated by statute is such
cases.
Section 2. This ordinance shall be
in force and take effect from and
after its passage by the city council
and its publication one time in the
Dubuque Telegraph - Herald and
Times - Journal newspapers.

deemed necessary and advisable to im-
prove the alley from Reed Avenue to
First Avenue between Rhomberg Ave-
nue and Garfield Avenue, and it is
hereby proposed to grade and macad-
amize said portion of said alley and to
assess the cost of said grading and
macadamizing against the property
legally subject to assessment.

templated by Chapter 76 of the Laws
of the Thirty -fifth General Assembly

corder; that after the filing of said
plat and estimate in his office, the
city recorder shall publish in three
consecutive issues of a newspaper
published in this city, a notice stat-
ing that such plat and estimates are
on file, the location and nature of the
improvement, kind or kinds of mater-
ials to be used, and an estimate of its
cost, and the time before which ob-
jections thereto can be filed, and the
time fixed for hearing, which time
shall not be less than five days after
the last publication of such notice,
and after such publication shall have
been made, the city recorder shall, at
the next regular session of the city
council, notify the council thereof in
writing, with a printed copy of such
notice accompanying the same.

constructed in St. Ambrose street
from the present manhole at the in-
tersection of Willow and St. Ambrose
street northerly for a distance of
about three hundred feet, according
to the plans and specifications of said
sewer prepared by the City Engineer
and now on file in the office of the
City Recorder, and be it further
Resolved, That said sewer shall
be completed on or before the 1st
day of January, 1916, and shall be
paid for at the time and in the man-
ner prescribed by Chapter XXXIV of
the Revised Ordinances of 1901 of
the City of Dubuque for the payment
of the cost of constructing sewers.
The proposals for doing such work
will be acted upon by the Council on
the 2nd day of December, 1915, and
the City Recorder is hereby ordered
to give ten days' notice by publication
asking for proposals as provided by
ordinance.

Council met at 8:05 p. m.
Mayor Saul in the chair. •
Present - Aldermen Calahan, Clancy,
Heim, McIntosh, McLaughlin, Singrin,

Mayor Saul stated that this meeting
is called for the purpose of making
the tax levy for the year 1915 and
acting on any other business that
might properly come before a regular
meeting of the city council.
Ald. McIntosh moved to place the
tax levy for the year 1915 at Fourteen
Mills. Carried.
Ald. Singrin moved that the Fire
Fund be placed at two mills. Carried.
Ald. McLaughlin moved that the
road fund levy be placed at two (2)
mills the same as former years. Car-
ried.
Ald. Clancy moved to take from the
committee of the whole, the petition
of the Dubuque Municipal Bathing
Beach Commission asking the city
council to levy one -sixth of a mill for
their commission, and refer said peti-
tion to the Special Appropriation com-
mittee. Carried.
Ald. Singrin offered the following:
Be it Resolved by the City Council
of the City of Dubuque, That the taxes
for the year 1915, for the following
purposes be levied as provided by law
on all taxable property within the lim-
its of said city in the respective num-
ber of mills on the dollar on the as-
sessed valuation of all taxable proper-
ty in said city except as otherwise
provided:
General Fund -7 and 2 -48 mills.
Fire Fund -2 mills.
Water Works Sinking Fund -1 mill.
Regular Water Levy -1 mill.
Library Fund -1 -3 mill.
Park Fund -1 -2 mill.
Police Pension Fund -1 -16 mill.

AN ORDINANCE REGULATING THE
NUMBER OF EMPLOYEES RE-
QUIRED TO OPERATE STREET
CARS USED FOR PUBLIC SERV-
ICE IN THE CITY OF DUBUQUE,
AND ALSO REGULATING THE
NUMBER OF ENTRANCES AND
EXITS OF SAID CARS, AND PRO-
VIDING A PENALTY FOR THE
VIOLATION HEREOF.
Be it Ordained by the City Council
of the City of Dubuque:
Section 1. That it shall be unlaw-
ful for any person or persons, com-
pany or corporation, engaged in the
operation of a street railway system
in the City of Dubuque, to operate
upon, over and along the streets of
the said City any street car which is
used in connection with such railway
system for the purpose of carrying
passengers for hire, unless such street
car shall have, in addition to the
driver or motorman thereof, a con-
ductor, at all times and at all places
when such car shall be in service.
Provided, however, when two or more
cars are coupled together those fol-
lowing the first one being trailers,
two men shall be required only for
the first car, one conductor for each
trailer being required aad not more.
Section 2. It, shall be unlawful for
any person or persons, company or
corporation, owning or operating any
street railway system in the City of
Dubuque, to operate over, upon and
along any of the streets of said City,
any street car which shall be equipped
with less than one entrance or exit
at the front end thereof and one en-
trance or exit at the rear end there-
of for the Purpose of receiving and
discharging passengers.
Section 3. That it shall be unlaw-
ful for any person o, persons, com-
pany or corporation, engaged in the
operation of a. street railway system
in the City of Dubuque, to operate
upon, ovcr or along the streets of said
City any street car which is used in
connection with such railway system
for the purpose of carrying passen-
gers for hire, unless such street car
(unless it be a trailer) shall have for
the safety of the public either as con-
ductor or .motorman an experienced
man who has served either as a con-
ductor or motorman for at least two
months..
Section 4. Any person or persons,
company or corporation, owning or
operating any street railway system
upon the streets of the City of Du-
buque, who shall violate any of the
provisions of this ordinance shall be
guilty of a misdemeanor and be fined
not less than ten dollars nor more
than one hundred dollars for each of-
fense and each car operated in viola -
tion of the terms hereof shall be con-
sidered a separate and distinct of-
tense.
Section 5. Any employee of any
person or persons, company or cor-
poration, owning or operating any
street railway system upon the
streets of the City or Dubuque, who
shall operate or assist in operating
any street car in violation of Sections
1, 2 and 3 hereof shall be guilty of a
misdemeanor and be fined not less
than ten dollars nor more than one
hundred dollars for each offense; and
the police of said City shall cause
any car operating in violation of this
ordinance to be returned to the street
car barns.
Section. 6. This ordinance being
deemed urgent and of immediate ne-
cessity for the protection of the pub-
lic safety shall be in force and effect
from and after its passage and publi-
cation as required by law.

NOTICE TO SEWER CONTRACTORS
Sealed proposals will be received at
the City Recorder's office, City Hall,
by the City Recorder until 8:00 p. in.
Thursday, December 2nd, 1915, for the
construction of an eight -inch tile pipe
sanitary sewer in St. Ambrose Street,
from the present manhole at the in-
tersection of Willow and St. Ambrose
Sreets northerly for a distance of
about three hundred feet, in accord-
ance with the plans and specifications
prepared by the City Engineer and
now on file in the office of the City
Recorder.
It is estimated by the City Enginerr
that said improvement will require:
300 lineal feet of 8 -inch tile pipe.
2 manholes.
The work to be paid for when said
work is completed and as prescribed
by Chapter XXXIV and amendments
therto of the Revised Ordinances of
1901 of the City of Dubuque, Iowa,
work to be completed o_i or before the
1st day of January, 1916.
Bidders must state price per lineal
foot of completed sewer, also price
per manhole complete.
Each bid must be accompanied by
Official Notices
a certified check of $30.00 on some
Dubuque bank as a guarantee that a
contract will be entered into if award-
ed. Checks and bid . separate en-
velopes.
The City Council reserves the right
to reject any and all bids.

the intersection of Rhomberg avenue
and the alley lying between Ninth
and Tenth avenue, and the alley run-
ning from Rhomberg avenue to Lin-
coln avenue between Ninth and Tenth
avenues, in accordance with the plans
and specifications prepared by the
city engineer and now on file in the
office of the city recorder.
It is estimated by the city engineer
that said improvement will require:
If asphaltic concrete paving -
1,020 square yards of asphaltic con-
crete on a concrete foundation.
605 lineal feet of cement curb and
gutter.
40 square feet of cement gutter.
225 cubic yards of cutting.
If cement concrete paving -
1,135 square yards of cement con-
crete paving.
605 lineal feet of cement curb.
225 cubic yards of cutting.
The work to be paid for when said
work is completed and as prescribed
by Chanter XXXII and amendments
thereto of the revised ordinances of
1901 of the city of Dubuque, Iowa,
work to be completed on or before
the 15th day of December, 1915.
Bidders must state price per square
yard of asphaltic concrete and price
per square yard of cement concrete
paving, price per lineal foot of cement
curb and price per lineal foot of ce-
ment curb and gutter, and price per
square foot of cement gutter and
price for grading in total.
Each bid must be accompanied by
a certified check for $125.00 on some
Dubuque bank as a guarantee that a
contract will be entered into if
awarded. Check and bid in separate
envelopes.
The city council reserves the right

AN ORDINANCE.
AN ORDINANCE FOR THE VACA-
TION OF A STRIP OF LAND ON
THE NORTH SIDE OF WEST
ELEVENTH STREET FIVE FOOT
WIDE IN THE CENTER AND
NOTHING AT EITHER END AND
ABOUT THIRTY FEET LONG, BE-
TWEEN BLUFF STREET AND
GROVE STREET.
Whereas, The Baptist church, the
. owners of the property abutting there-
on, has petition the city council of the
city of Dubuque for the vacation and
annulment of a strip of land on the
north side of West Eleventh street
five foot wide in the center and
nothing at either end and about
thirty feet long between Bluff street
and Grove street.
Whereas, By direction of the city
council of the city of Dubuque the
city engineer has made a plat of and
showing said portion of said street
proposed to be vacated and filed the
same in his office subject to public in-
spection and due notice has been giv-
en to the abutting property owners,
and ten (10) days notice of such va-
cation has been • published in the of-
ficial papers of the city and the pro-
posed action has been submitted to
the city council at two regular ses-
sions, and
Whereas, It appears that no valid
objection has been made to the vaca-
tion of said strip and the same is
not required for public purposes
therefore, Be it ordained by the city
council of the city of Dubuque.
Section 1. That the strip of land
on the north side of West Eleventh
street five feet wide in the center and
nothing at either end and about thirty
feet in length between Bluff street and
Grove street be and the same is here-
by vacated and annulled and the per-
manent use of the respective portions
thereof adjoining the various lots
thereon is hereby granted to the own-
ers and proprietors of said lots and
contemplated by statute is such
cases.
Section 2. This ordinance shall be
in force and take effect from and
after its passage by the city council
and its publication one time in the
Dubuque Telegraph - Herald and
Times - Journal newspapers.

Ordinance of the City of Dubuque, at the City Hall, in said city, on the
