tober, 1915, be approved as printed.

northerly for a distance of about 300
feet: Bid of John Tibey, 8 -inch tile

Petition of Christ Braun asking the
City Council to delay the tax sale of
his property on Seventh Avenue for
improvement of said avenue present-
ed and read. On motion of Ald.
Clancy the prayer of the petitioner
was granted and the City Treasurer
instructed to remove same from the
Tax Sale List.
Petition of Edward Tibey asking the
City Council to instruct the City
Treasurer to credit him in the amount
of $348.32 for the special assessment
levied against Lot 1 of the Sub. of
Lot 3 of Mineral Lot 63 as the City
owes him more than $2,000.00 present-
ed and read. On motion of Ald. Clan-
cy the petition was referred to the
Committee of the Whole and the City
Treasurer instructed not to sell the
property and to remove the same from
the Tax Sale List.
Petition of Clara P. Kinney, by Wil-
liam Graham, her attorney, asking the
City Council to accept the sum of
$200.00 in full settlement of the special
assessment levied against Lot 1 in the

Sub. of Lot 756 in McDaniel's Sub.,
of Out Lots in the year 1910 presented
and read. On motion of Ald. Clancy
the petition was referred to the Com-
mittee of the Whole and the City
Treasurer instructed not to sell same
'at the Tax Sale.
Petition of Mrs. A. Lorez asking the
City Council to refund her the sum of
eighty -four cents on her taxes as a
mistake in the sum mentioned was
made on the valuation presented and
read. On motion of Aid. Wallis the
petition was referred to the City
Treasurer to report back to the Coun-
cil.
Petition of Mary A. Meehan asking
the City Council to cancel the special
assessment levied against her proper-
ty for the sanitary sewer in South
Dodge Street presented and read. On
motion of Ald. Wallis the petition was
referred to the Committee of the
Whole.
Petition of John Lowery asking the
City Council to grant him a reduction
in his taxes on the property situated
on the corner of South Dodge and
York Streets presented and read. On
motion of Ald. Clancy the petition
was referred to the Committee of the
Whole to view the grounds.
Petition of Mrs. Jos. L. Hird asking
the City Council to reduce the taxes
for the year 1914 on Lots 38, 39, 40,
49, 50, 51 52 and 53 in Finley, Waples
and Burton's Add., presented and
read. On motion of Aid. Wallis the
petition was referred to the Commit-
tee of the Whole to view the grounds.
Petition of Jos. L. Hird asking the
City Council to reduce the taxes for
the year 1914 on. Lots 182 to 187. in-
clusive, in Finley's Add., presented
and read. On motion of Aid. Callahan
the petition was referred to the Com-
mittee of the Whole to view the
grounds.
Petition of Chas. H. Wilmott, et al,
asking the City Council to vacate the
alley between Grandview Avenue and
Bradley Avenue from Altman Avenue
to the north end of the alley in Grand-
view Place presented and read. On
motion of Ald. Wallis the petition was

Petition of C. W. Walton asking the
City Council to either replace or re-
imburse him for the destruction of
two brick columns a': his residence

Petition of James Brunskill asking
the City Council to cancel the special
assessment levied against Lot 4, Hos-
kin's Sub., for the constructing of a
sanitary sewer in South Dodge Street
presented and read. On motion of Ald.
Clancy the petition was referred to
the Committee of the Whole.
Petition of James Lee asking the
City Council to either cancel or reduce
the special assessment levied against
Lot 2 of the Sub. of Mineral Lot 185
for the improvement of Rosedale Ave-
nue presented and read. On motion
of Ald. Wallis the petition was re-
ferred to the Committee of the Whole.
Petition of P. J. Schneider, et al,
asking the City Council to install an
electric street light on the alley east
of Asbury Street where said alley in-
tersects Green Street presented and
read. On motion of Ald. Clancy the
petition was referred to the Commit-
tee of the Whole to view the grounds.
Petition of Miss A. Connolly, et al,
asking the City Council to construct
a sanitary sewer in Liebnitz Street
from Paul to Clifford Streets presented
and read. On motion of Ald. McIn-
tosh the prayer of the petitioners was
granted and the proper resolutions or-
dered drawn covering the same.
Petition of A. L. Rhomberg asking
the City Council to instruct the City
Treasurer to defer for the present the
sale of Lots 24, 25, 26, 28, 29, 30, 31,
33, 34, 35 and 36 B in Woods' Addi-
tion and Lots 393, 394 and 502 in
Ham's Add., presented and read. On
motion of Ald. Wallis the petition
was received and filed.
Petition of the House of the Good
Shepherd, St. Joseph Sanitarium and
the Hill Crest Baby Fold asking the
City Council to extend the present
sanitary sewer from the junction at
Willow and St; Ambrose Streets along
Willow and Asbury Streets to the
City Limits and also that they be
given permission to connect with said
sewer presented and read. On motion
of Ald. Heim the petition was referred
to the Committee of the Whole to
view the grounds.
Petition of the Sisters of Charity,
B. V. M., by Mullany & Stuart, their
attorneys, asking the City Council to
reduce the special assessment levied
against Lot 9 of Smyth's Sub. and
Lot 1 of the Sub. of Mineral Lot 179
for the improving of Rosedale Ave-
nue as said improvement has dam-
aged their property presented and
read. On motion of Aid, Heim the

year 1914 in accordance with such re-
duced value presented and read. On

Petition of August Roeber asking
the City Council to correct his street
improvement assessment on Lots 294,
295, 301, 300, 303 and 303 Ham's Add.,
to 1 -4 the actual value of said lots
presented and read. On motion of
Ald. Wallis the petition was referred
to the City Treasurer he to turn over
a report to the Committee of the
Whole with statement of assessments
due.
Petition of Jos. Straney, Sr., asking
the City Council to reimburse him in
the sum of $125.00 for injuries sus-
tained by falling on the sidewalk near
the corner of South Locust and Dodge
Streets presented and read. On mo-
tion of Ald. Clancy the petition
was referred to the Committee of the
Whole,
Notice of appeal from a special as-
sessment for the improving of West
1.7th Street and also appeal bond in
the sum of $250.00 of N. J. Schrup,
presented and read. On motion of
Ald. Wallis the notice and appeal were

Notice o, appeal of Henry Gatena
from the action of the Chief of Po-
lice's jury in awarding damages for
the condemnation for street purposes
of the southerly 25 feet of Lot 30 of
Ann O'Hare's Sub, of the south part
of Mineral Lot 161 presented and read.
On motion of Ald. McLaughlin the
notice was referred to the City At-

Original notice of suit of Lester
Peck vs. City of Dubuque in the sum
of $500.00 for injuries sustained on
South Street presented and read. On

To the Honorable Mayor and Mem-
bers of the City Council:
Gentlemen— Attached Profile No.
902 shows the proposed change in
grade of Nevada street from West
Third street to Langworthy avenue.
During May 1908 this change in grade
was taken up by the city council and
waivers obtained from all the prop-
erty owners agreeing to this change.
The Profile No. 658 showing the pro-
posed change and carrying waiver for
change was referred to the commit-
tee of the whole. Nothing further was
done at this time. Mr. Bradley and
Mr. Van Dome have laid sidewalks
and curb along their lots according
to the change that they thought was
made in 1908. They are the only
property owners that have made any
improvements on that part of the
street where change is proposed.

profile and report was referred back
to the city engineer to report to the
council the improvements made on
said street.
Your street committee would re�-
spectfully report that they have ex-
amined Second street from the west
rail of the C. M, & St. P. R. R. tracks
to the east line of Main street, Jas.
Lee, contractor.
We have also examined the side-
walks abutting lots 155, 198 and 200
Woodlawn Park addition, K. O'Brien,
contractor, and would respectfully
recommend that they be accepted.
We would further recommend that
the city engineer be and he is here-
by instructed to prepare a special as-
sessment against the lots or parcels
of real estate subject to assessment
for such improvement and file the
same in the office of the city recorder
who shall thereupon give the notices
as required by ordinance,

of the City of Dubuque, That in ac-
cordance with the provisions of Sec-
tion 7 of Chapter 63 of the Laws of
the Thirty- fourth General Assembly,
it is hereby determined that inasmuch
as the tax levy for the present year
has been fixed at fourteen mills, which

actual values on a one hundred per
cent basis, it is hereby determined
that the equivalent thereof based
upon a twenty -five per cent (25 per
cent) valuation would be fifty -six (56)
mills.
It is hereby ordered that the City

value of 56 mills to the County Treas-
urer of Dubuque County, Iowa, for the
purpose of computing the proportion
of the taxes due the City of Dubuque
under said Act.

on the 10tn day of January, 1916, at
which election the following questions
will be submitted for decision by the
