Mayor's Office, March 25th, 1914.
Notice is hereby given that the reg-
isters of election, duly appointed to
register voters in the City of Dubuque,
Iowa, will be in attendance at the
places hereinbelow mentioned, for the
purpose of correcting the registry list
of names of such electors as may be
entitled to vote at the Citv Election
to be held on Monday, April 6th, 1914.
Said registers will meet at their re-
spective places on Thursday and Fri -
day, March 26th and 27th. 1914. and
Saturday, April 4th, 1914, at 8:00
o'clock a. m. and be in session until
9:00 o'clock p. m. of said days.
Said registers will thereafter meet
on Monday (Election Day), April 6th.
1914, and be in session from the time
the polls open until they close and
register only such voters as were ab-
sent from the City during the preced-
ing days that the hoard was in ses-
sion, also such voters as did not be-
come citizens until Monday, April 6th,
1914.

works Bonds, Numbered Three
Hundred and Thirty -six to Three
Hundred and Sixty -nine, both In-
clusive, and Three Hundred and
Seventy -six, both Inclusive:
The Board of Waterworks Trustees
has directed that Dubuque Water-
works bonds, numbered from Three
Hundred and Thirty -six (336) to
Three,. Hundred and Sixty -nine (369),
both inclusive, and from Three Hun-
dred and Seventy -one (371) to Three
Hundred and Seventy -six (376), both
inclusive, dated June 1st, 1900, be re-
deemed in accordance with the ordin-
ance and contract entered into by the
City of Dubuque and the holders of
said bonds.
The above bonds should he present-
ed at the City Treasurer's office, Du-
buque, Towa, on the first day of June,
1914, for payment. All interest ceases
on .above bonds 'June 1st, 1914.

Regular Session April 2, 1914
Petition of Mrs. Ellen O'Meara rela-
tive to allowing the taxes for the year
1913 to remain a lien on Lot 66, Union
Addition, presented and read. On mo-
tion of Ald. Saul the prayer of the
petitioner was granted and the City
Treasurer instructed accordingly.
Petition of Mrs. F. Ihrcke relative
to canceling the assessment levied
against Lot 1 of the Sub. of Lot 63,
Marsh's Dubuque, for the improve-
ment of Kaufman Avenue, presented
and read. On motion of Ald. Andre-
sen the petition was referred to the
Committee of the Whole.
Petition St. Joseph's college rela-
tive to being granted permission to
run an 8 -inch sanitary sewer in West
Fourteenth Street presented and read.
On motion -of Ald. Wallis the prayer
of the petitioner was granted and the
Ordinance Committee instructed to
draft an ordinance covering the same.
Petition of J. Rumple, Guardian of
the Elliott children, relative to Cancel-
ing the taxes on Lots 1 and 9, Grigg's
Sub., presented and read. On mo-
tion, of Ald. Andresen the petition was
referred to the Delinquent Tax Com-

Petition of J. Donovan et al relative
to improving Angella Street presented

The following is a statement of the
amounts advanced by me during the
month of March, 1914, for which
please have warrants drawn in my
favor:
Interest on warrants outstand-

The original assessment for the im-
provement of Couler Avenue against
the property of Val Lochner amounted
to $147.44, which amount he paid in
full. Under the 30% reduction grant-
ed by the City Council he was entitled
to and did receive a refund of $44.23.
Since then your Honorable Body has
reassessed that portion of Couler Ave-
nue abutting his property reducing his
original assessment $24.57, of which
70% amounts to $17.20, which amount
he is entitled to a further refund on
the original sum paid, and I would
recommend a warrant for $17.20 be
drawn in favor of 'Val. Lochner on the
Special Bonded Paving Fund.

City Electrician Hipman reported as
follows:
To the Honorable Mayor and City
Council:
Gentlemen: I herewith submit my
report of defective lights for month
of March, 1914. I find from the report
of the Police Department that the
total hours that 176 lamps failed to
burn would equal 3 lamps burning for
one month, or $16.86.
Ald. .Andresen moved that the City
Auditor be instructed to deduct $16.86
from the Union Electric Co.'s bill.
Carried.

Honorable Mayor and City Council of
City of Dubuque:
Gentlemen: On September 25, 1911,
the City Council of the City granted
the prayer of the petition of W. F.
Wodrich, wherein he requested that
the City Connell approve the action of
Regular Session, April 2, 1914 •

the previous Council which had
agreed to construct a sewer and im-
prove the alley between Rhomberg
Avenue and Garfield Avenue from
Middle Avenue to Reed Avenue, in
consideration of the owners of Lot 22
in'.Vicke's Addition to the City of
Dubuque, deeding to the City the eas-
terly ten (10) feet of said Lot 22 for
alley purposes, the City agreeing to
cancel said assessment against said
property for said improvement.
The special assessment for the im-
provement was levied on July 5, 1912,
and the owners of said Lot 22 have
been notified that there has been
assessed against the said lot the

Rosedale Avenue from Alta Vista
Street to Willow Street and the kind
of material to be used and an esti-
mate of the entire cost thereof, and
- the amount and cost of such improve-
ment, and the amount assessable upon
any railway or street railway com-
pany, the amount and cost thereof,
to be paid by the city, and the cost
thereof and amount assessable upon
each lot or parcel of land adjacent
to or abutting upon such improve-
ment per front foot, and to file such
plat and estimate in the office of the
. City Recorder; that after the filing of
said plat and estimate in his office,
the City Recorder shall publish in
three consecutive issues of a newspa-
per published in this city, a notice
stating that such plat and estimates

to make a survey and plat of such pro-
posed widening, showing the land or

plat is so prepared, said City Engineer

ject to public inspection, and shall

dates receiving a majority or plural-
ity of the votes cast be declared elect-
ed and also the special ballots for the
re- valuation and the Somer's system
be declared carried. Carried.
Aid. Singrin moved that tha Coun-
cil reconsider their action in approv-
ing of the recommendation of Chas.
II. Pier as a member of the Police
and Fire Commission.

Aid. Singrin moved that the matter
of approving of the recommendation
of the Mayor appointing a member of
the Police and Fire Commission be
laid on the table. Carried.
The retiring members of the Council
made a few remarks in reference to
the work accomplished during the
past two years and wishing their suc-
cessors a prosperous and successful
administration of the City's affairs
for the ensuing two years.
Mayor Lyons then called before his
desk the newly elected Mayor and
Councilmen and administered to them
the oath of office. The members are
as follows: Mayor Saul, Aldermen -
at -Large Callahan of the First ward
and Heim of the Fifth ward, Alder-
man Clancy of the First ward, Alder-
man McLaughlin of the Second ward,
Alderman Sin ?rin of the Third ward,
Alderman Wallis of the Fourth ward,
Alderman McIntosh of the Fifth ward.
Mayor Lyons made the following re-
marks:
Gentlemen of the Council:
When a man rises to power, he finds
himself face to face with realities
which were but vaguely preceived
when they were theorized about in his
hours of leisure.
Gentlemen, I desire to express to
you my appreciation of the courtesy
shown me as mayor and your pre-
siding officer. I am sure that the
efforts of this body have been con-
centrated in the accomplishment of
the greatest good for our entire people,
and the progress and betterment of
our city. I sincerely trust that these
, same conditions may prevail with the
new council in the next two years. I
congratulate your body upon the ef-
ficiency displayed by your appointive
officers and employes. They have
been prompt in the discharge of their
duties, economical in their work and
the results have shown- that you se-
lected well, when you named the
heads of the different departments to
aid you in the conduct of the city's
affairs, and I hope the new council
will use good judgment when they
make these appointments.
Nov, gentlemen, the campaign Is
over and its conclusion brought to me
a sense of relief. No matter what the
result might be, I felt I had done all
within my power to bring success to
the people of Dubuque, for which I
worked, and that however smal my
contribution to the cause of the people
might have been, I could expect the
same commendation which the Bible
tells us, was accorded to the woman
who had done what she could.
To my successor, Mr. Saul, the name
of the council, the interest of which
you must guard, will ever be dear to
me as the room to whose influence I
shall trace whatever success coming
years may bring. I thank th.• -mem-
bers of the city council for their
watchful care and shall ever cherish
your association with that devotion
which sincere gratitude ins,ires. Now,
gentlemen, you have my heartfelt wish
for a successful career, may your fu-
ture efforts be crowned with unbound-
ed success, and to you, Mr. Saul, Du-
buque's next mayor, success is brought
by continued labor and continued
watchfulness you must struggle on,
not for one moment hesitate, nor
take one backward sten. I now wish
you success to the highest place
among the enviable possession of the
city.
Mayor Saul made the following re-
marks:
Members of the City Council and
Gentlemen.
In taking the office of mayor I have
only a few words to say. Anyway the
public does not want words but ac-
tions. And no matter how much I
might promise, this administration
will be judged not by promises but
by results. I am satisfied to have it
judged that way.
The democratic party made its cam-
paign this year on a platform. As
far as lies in my power that platform
shall be carried out. My administra-
tion will be honest. will favor no one,
and will be as economical as the best
interests of the city will permit.
Though I was elected on the dem-
ocratic ticket, I will be mayor of the
whole city. Every man will get a
square deal. I have no sore spots, no
hard feelings, for I believe that all
must work together for the good of
Dubuque.
I will do the best I know how for
the service of the city, and I expect
every official and employe of the city
to do the same. And, as I said be-
fore, I shall be satisfied to let the
results tell the story.

of Ald. McLaughlin, the prayer of the
petitioners was granted and the City
Treasurer instructed accordingly.
Petition of the Dubuque Building &
Loan Assn., by Walter Koerner, his
attorney, relative to the city accept-
ing the sum of $20.00 in full settle-
ment of the special tax levied against
Lot 117, Union Add., for the improve-
ment of Rush street, presented and
read. On motion of Ald. -Wallis, the
prayer of the petition was granted
and the City Treasurer instructed ac-

Petition of S. B. Jamison, relative

of the City of Dubuque, That it is
deemed necessary and advisable to
improve Julien Avenue from the west
side of Bluff street to a point about
opposite the west line of Lot 49, in
Corriell's Dubuque, and it is hereby
proposed to grade said portion of said
avenue down to sub -grade and pave
the same with hill side brick on a
concrete foundation, and to assess the
cost of said grading, paving and foun-
dation against the abutting property.

Gentlemen: - In assessing the im-
provement of Fenelon Place Mr.
Trewin, owner of Lot 1 of Fenelon
Point, and the owner of the Fourth
Street Elevator, was assessed for 100
feet frontage, amounting to $352 93.
The above mentioned property has a
- frontage 100 feet measured along the
property line, abutting the improve-
ment, but as the propertly is on a
curve the assessment is rather too
large and it would be more just to Mr.
'Trewin if he were assessed for 86 feet
frontage, which would amount to
'$310.77, or a reduction of $42.16.

These deeds are given by the City

in relation to the matter of the change

Street. The deed running from the
LaBoiteaux has already been signed
and delivered to the City, and the
execution of the above deeds on the

estimate of the entire cost thereof,
and the amount and cost of such im-
provement, and the amount assessable
upon any railway or street railway
company, the amount and cost there-
of, to be paid by the City, if any, and
the cost thereof and amount assess-
able upon each lot and parcel of land
adjacent to or abutting upon such im-
provement per front foot, and to file
such plat and estimate in the office of
the City Recorder; that after the filing
of said plat and estimate in his office,
the City Recorder shall publish in
three consecutive issues of a news-
paper published in this city, a notice
stating that such plat and estimates
are on file, the location and nature of
the improvement, kind of material to
be used, and an estimate of its cost,
and the time before which objections

fixed for hearing, which time shall not
be less than five days after the last

Resolved, that said sewer shall be
eompleted on or before the 1st day of
July, 1914, and shall be paid for at
the time and in the manner prescribed
by Chapter XXXIV. of the Revised
Ordinances of 1901 of the City of Du-
buque for the payment of the cost of
constructing sewers. The proposals
for doing such work will be acted up-
on by the Council on the 14th day of

of erecting cement stairways leading
to the different boat houses in the
harbor be referred to the Committee

matter of dissolving the temporary in-

with Attorney Roedell, their attorney,

fied that it is the intention of the City
Council of the City of Dubuque, Iowa, to
improve Cox Street from the eoulherly
curb line of West Fourteenth Street to
the southerly lot line of West Chestnut
Street.
That a Plat of said improvement is now
on file in the office of the City Recorder.
It is estimated by the City Engineer
that said improvement will require:
921 lineal feet of 2 foot cement curb
and gutter.
822 square yards macadam.
1,620 cubic yards filling.
50 cubic yards cutting.
Making a total estimated cost to the
