Chairperson Jim Holz called the meeting to order at 7:00 a.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Certification of Minutes: 17 October, 21 October, 2003 Trust Fund Committee Meetings
Doris Hingtgen moved to approve the 17 October and 21 October, 2003 Housing Trust Fund
meeting minutes. Char Eddy seconded. Roll Call. All present in favor. Motion passed.

Old Business
State Housing Trust Fund
David distributed a draft ordinance amendment, to Chapter 26, Housing Regulations, adding
a new section under Article Ill, Housing Trust Fund. This amendment would accord the Trust
Fund Committee independent authority to direct use of funds received from the IFA Housing
Trust Fund. The Finance Authority's administrative rules require that a local trust fund must
act independently of a local unit of government in order to qualify for these funds.
The Trust Fund unanimously voted to approve this amendment and forward it to the Housing
Commission and City Manager for review and approval. (Note: a gap in the tape eliminated
the record of the maker and seconder of this motion.)
Review of Applications for Trust Fund Assistance
The Committee met with three short-listed applicants, Scott Potter (Davis Place), Christine
Olson and John Gronen (Four Mounds Foundation) and Joan Blackmon (Metro Area
Housing Partnership - MAHP) from WaterlOo. At this time the Committee has decided that
their option is to apply for Housing Trust Fund grant from the Iowa Finance Authority in the
amount of $100 000 and not select a project for recommendation to the Housing
Commission. Due to additional issues and concerns, the Committee would tike to continue
working with the applicants in further detail before making a final decision, encouraging a
response by November 21. The IFA application deadline is December 15, with an award
date the first week in February.
