Pub,c Works D rector Mississippi River Discovery Center Wetland Site Package il, Interior Walkways Project Iowa DOT No. STP-E-2100 (629) - - 81- 31 INTRODUCTION The enclosed resolutions provide for the acceptance of the completed construction contract associated with the Mississippi River Discovery Center (MRDC) Wetland Site Package II, Interior Walkways Project, Contract No.1 - Wood Piers & Decking, Contract No.2 - Wood Framing & Railing and Contract No.3 - Plumbing. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $169,323 awarded by the Iowa Department of Transportation (Iowa DOT) for the MRDC Wetland Site Package II, Interior Walkways Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa Department of Transportation will allow local bidding of a TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the MRDC Wetland Site Package II, Interior Walkways Project was separated into four (4) individual projects. Contract 1 - Wood Piers & Decking included the construction of cast-in-place concrete foundations with treated wood support posts and decking boards for the interior walkways. Contract 2 - Wood Framing & Railings included the construction of treated wood structure for the intedor walkways and to furnish and install all perimeter wood railings, metal handrails and all cedar skirting. Contract 3 - Plumbing included the construction of underground cold water supply lines for the installation of (2 each) hose bibs and (1 each) drinking fountain. DISCUSSION Contract I - Wood Piers & Decking, has been completed by Conlon Construction Co. of Dubuque, Iowa, in the final contract amount of $78,245.27, which is a 6.5% increase from the original contract amount of $73,500. Contract 2 - Wood Framing & Railings, has been completed by Tricon Construction of Dubuque, Iowa, in the final contract amount of $79,096, which is a 2.6% increase from the original contract amount of $77,100. Contract 3 - Plumbing, has been completed by Portzen Construction of Dubuque, Iowa, as a lump sum amount of $11,100. RECOMMENDATION t would recommend that the City Council accept the improvements and recommend that the final contract amounts be established at $78,245.27 for Contract I - Wood Piers & Decking, $79,096 for Contract 2 - Wood Framing & Railings and $11,100 for Contract 3 - Plumbing for the MRDC Wetland Site Package II, Interior Walkways Project. BUDGET IMPACT The available funds for the MRDC Wetland Site Package II, Interior Walkways Project is $211,654. The four (4) individual contracts awarded for the project total $192,680 (including approved change orders). The Dubuque County Historical Society has an TEA-21 Grant awarded by the Iowa Department of Transportation in the amount of $169,323 for the MRDC Wetland Site Package II, Interior Walkways Project. The projects will be funded with 20% Dubuque County Historical Society funds and 80% State/Federal funds up to the maximum grant amount. The City is the sponsor of the grant but will not have any funds contributed to the project. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor in the amount equal to the amount of his contract, less any retained pementage provided for therein, and the City shall be reimbursed in the amount of 20% of said contract amount from the Dubuque County Historical Society and 80% of said contract amount from the Iowa Department of Transportation, TEA-21 Grant.
