Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
Staff member Kritz reviewed the submitted plat indicating that it facilitated development and
access to the Dubuque Star Brewery and the new Grand River Center.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the plat is in
substantial compliance with the City's Subdivision Regulations and that waiving the lot
frontage requirement will not adversely impact adjacent property.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving the lot frontage requirement for Lot D.
A simple majodty vote is needed for the City Council to approve the request.

SUBJECT: Final Plat Riverwalk 5th Addition in the City of Dubuque, Iowa
INTRODUCTION
The submitted final plat re-subdivides existing property along the City's dverfront as part
of the ongoing development of the Port of Dubuque. Specifically, the submitted final
plat facilitates development of the Star Brewery and the access to the property.
DISCUSSION
The submitted final plat of Riverwalk 5~ Addition re-subdivides existing property to
provide a parcel (Lot 1) for the new Grand River Convention and Education Center and
Lot 2 for the Dubuque Star Brewery. In addition, new roadways are provided - Lot B
and Lot C to facilitate access to these two projects. The submitted final plat also
establishes utility and access easements necessary to serve the two sites.
RECOMMENDATION
The submitted final plat of Riverwalk 5th Addition is in substantial compliance with the
City of Dubuque's Subdivision Regulations and Planning staff recommends that the
Zoning Advisory Commission approve the plat as submitted.

RESOLUTION NO. 486-03
A RESOLUTION APPROVING THE FINAL PLAT OF RIVERWALK 5m ADDITION IN THE
CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Riverwalk 5th Addition in
the City of Dubuque; and
Whereas, upon said final plat appears a street to be known as Bell Street (Lot A) togetl3er
with certain public utility, maintenance and existing flood control easements, which the owners by
said final plat have dedicated to the public forever; and
Whereas, said plat provides 45.26 feet of lot frontage for Lot D, where 50 feet of lot
frontage is required; and
VVhereas, said final plat has been reviewed by the Zoning Adviso~J Commission and had
their approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the dedication of Bell Street (Lot A) together with easements for
public utilities, maintenance and existing flood control easements as they appear upon said final
plat, be and the same are hereby accepted, and
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to allow
Lot D with 45.26 feet of lot frontage when 50 feet of lot frontage is required.
Section 3. That the final plat of Riverwalk 5m Addition is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa, upon said final plat.
