I graduated from Clarke in 1998 with a degree in Religious Studies and a minor in
Computer Information Systems. My senior studies were focused on peace and justice. My
Senior Thesis was titled, '2qonviolence: Practice and Grace."
I have personal or work related experience with the needs of those who are often unable
to speak for themselves:
1) I, presently live downtown and have used public transportation in Dubuque
since 1993.
2) I use a wheel chair and am familiar with accessibility issues, SSI, Medicaid,
HUD, and City of Dubuque Housing. -~
3) My daughter is learning disabled and I have experience with special
education, IEP's (individual educational plans), and mainstreaming,
4) I have experience in dealing with women's issues including the women's
shelter system.
5) Because handicapped housing is often paired with housing for the aged, I have
experience living and working with the elderly.
What contributions do you feel you can make to this advisory board or state the
reason for applying.*
I problem solve creatively. That is probably my greatest strength. I have good
organizational skills and am thoughtful in my responses. As a Co-Chair for the Iowa
Green Party and a working member of their bylaws, platform, and sustainable funding
committees, I've developed leadership skills.

§ 27-1
ARTICLE I. IN GENERAL
Sec. 27-1. Definitions~:
When used in this chapter, the following
zerms shall have the me~n{ngs ascribed herein
unless The context otherwise requrres:
Commission: The Dubuque human rights
commission created by article II of this chapter.
Court: The lows district cour~ in and for
Dubuque County.
Covered Entity: An employer, employment
agency, labor organization, or joint labor man-
agement committee.
Direct 'Threat: A significant risk to the health
or safety of others ;hat cannot be eliminated by
reasonable accommodation.
Disability: With respect to a person:
(1)
A physical or mental impairment which
substantially limits one or more of such
person's major life activities, and the
condition of a person with a positive
human immunodeficiency virus test re-
suit, a diagnosis of acquired immune
deficiency syndrome, a diagnosis of ac-
quired immune deficiency syndrome
related complex, or any other condition
related to acquired immune deficiency
syndrome. The inclusion of a condition
related to a positive human immunodefi-
ciency virus test result in the meaning of
"disability" under the provisions of this
chapter does not preclude the application
of the provisions of this chapter to condi-
tions resulting from other contagious or
infectious diseases;
(2) A record of having such an impairment;
or
(3)
Being regarded as having such an im-
paiment, but such term does not include
current, illegal use of or addiction to a
controlled substance as defined in section
102 of the controlled substances act (21
USC 802) or chapter 204 of the Iowa
Code.
Drug: A controlled substance, as defined in
schedules [ through V of section 202 of the
controlled substances act.
Employee: An individual employed by an
employer.
Employer: The state or any political subdivi-
sion, board, commission, department, institu-
tion, or school district thereof, and every other
person employing employees within the state.
Employment Agency: Any person undertaking
to procure employees or opportunities ~o work
for any other person or any person holding such
person or itself to be equipped to do so.
Familial Status: One or more individuals
(who have not attained the age of 18 years~
being domiciled with:
(1) A parent or other person h~ving legal
custody of such individual or individuals;
(2)
The designee of such parent or other
person having such custody, with the
written permission of such parent or
other person; or
(3)
The protections afforded against discrim-
ination on the basis of familial status
shall apply ~o any person who is preg-
nant or is in the process of securing legal
custody of any individual who has not
attained the age of eighteen (18) years.
Labor Organization: Any organization which
exists for the purpose in whole or in part of
collective bargaining, of dealing with employees
concerning grievances, terms or conditions of
employment, or of other mutual aid or protec-
tion in connection with employment.
Person: An individual, partnership, associa-
tion, corporation, legal representative, trns~ees,

receiver, any other legal entity and the state
and all political subdivisions and agencies
thereof.
Public Accommodation: Each and every place,
establishment, or facility of whatever kind.
nature, or class that ca,ers or offers services,
facilities, or goods for a fee or charge ro non-
members of any organization or association
utilizing the place, establishment, or facility;
provided, that any place, establishment, or
facility that caters or offers services, facilities,
or goods ~o the nonmembers gratuitously shall
be deemed a public accommodation if the ac-
commodation receives any governmental sup-
por~ or subsidy. "Public accommodation" shall
not mean any bona fide private club or other
place, establishment, or facility which is by its
nature distinctly private, excep~ when such
distinctly private place, establishment, or facili-
ry caters or offers services, facilities, or goods to
the nonmembers for a fee or charge or graru-
iteusly, it shall be deemed a public accommoda-
tion during such period.
"Public accommodation" includes each state
and local government unit or tax supported
district of whatever kind, nature, or class that
offers services, facilities, benefits, grants or
goods ro the public, gratuitously or otherwise.
This paragraph shall nor be construed by nega-
tire implication or otherwise ro restrict any
par~ or portion of the preexisting definition of
the ~erm "public accommodation" (contained in
the definition above).
Readily Achievable: Easily accomplishable
and able to be carried our without much diffi-
cuity or expense. In determining whether an
action is readily achievable, factors m be con-
sidered include:
(1) The nature and cost of the action needed
under this chapter.
(2)
The overall financial resources of the
facility or facilities involved in the ac-
tion; the number of persons employed ar
such facility; the effect on expenses and
resources, or the impac~ otherwise of
such action upon the operation of the
facility;
(3) The overall financial resources of the
covered entity; the overall size of the
business of a covered entity with respec~
to the number of its employees; the num-
bet, type, and location of its facilities;
and
(4) The type of operation or operations of the
covered entity, including the compes~-
tion, structure, and functions of the work
force of such entity; the geographic sepa-
rareness, administrative or fiscal rela-
tionship of the facility or facilities in
question ro the covered entity.
Reasonable Accommodation: May include:
(1)
Making existing facilities used by em-
ployees readily accessible ~o and usable
by individuals with disabilities; and
(2)
Job restructuring, par~ time or modified
work schedules, reassignment ~o a va-
cant position, acquisition or modification
of eqmpmenr or devices, appropriate
adjustment or modifications of examina-
tions, training materials or policies, the
provision of qualified readers or inter-
pre,ers, and other similar accem~noda-
tions for individuals with disabilities.
Undue Hardship: An action requiring s~gnifi-
cant difficulty or expense. In dcterm~n~ng
whether an accommodation would impose an
undue hardship on a covered entity, factors ~o
be considered include:
(1) The nature and cos~ of the accommoda-
tion needed under this chapter;
(2)
The overall financial resources of the
facility or facilities involved in the provi-

ARTICLE II. ENVIRONMENTAL STEW-
ARDSHIP ADVISORY COMMISSION
Sec. 18.5-21. Created; Composition:
There is hereby created an Environmental
Stewardship Advisory Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
bet representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environmen-
talfoiological science, health care, busi-
ness/industry, and environmental/civic groups.

Sec. 18.5-22. Application And Appoint-
ment Process:
The appointment process to the Commission
by the City Council shall include at least the
following:
(1)
An application form requesting basic
information on the education, training,
experience, expectations and other quali-
flcatians of the applicant;
(2)
Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3)
A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the
Commission. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-23.
Term; Term Limits; Filling
Of Vacancies; Compensa-
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June i of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
thirds (2/3) of all members of the City Council.
A vacancy on the Commission caused by res-
ignation or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18.5-24. Duties:
The duties of the Commission shall be as
follows:
(1)
To develop, articulate and propose goals,
objectives and policies for the steward-
ship of the City's environment and it's
ecological systems for present and future
generations. An initial report to City
Council should be completed within a
year and thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

achieving the City's environmental quali-
ty goals.
To advise and inform the City Council on
environmental stewardship issues, in-
cluding the implementation of and com-
pliance with, legislation, regulations and
policies.
To hold public forums on specific issues
at the direction of the City Council.
To provide, upon request, to other
boards, commissions and City depart-
ments information for environmental
educational programs, educational mate-
rials, and environmental volunteer op-
portunities.
To provide input to the Long-Range
Planning Advisory Commission regarding
environmental stewardship issues in the
Comprehensive Plan. (Ord. 64-93, § 1,

All meetings of the Commission shall be held
in accordance with the provisions of the Iowa
Open Meetings Law.
The Commission shall file with the City Clerk
a copy of the minutes of each meeting of the
Commission within ten (10) working days after

Sec. 18.5-26. Procedures For Operation:
All administrative, personnel, accounting,
budgetary and procurement policies of the City
shall govern the Cor, m~ssion in all its opera-
tioss. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-25. Organization:
The Commission shall choose annually, at its
first meeting of the 'fiscal year, one of its mem-
bers at act as chairperson, and another of its
members to act as vice- chairperson, to perform
all of the duties of the chairperson during the
chairperson's absence or disability. The Com-
mission shall adopt such rules and regulations
governing its organization and procedures ss it
may deem necessary.
The Commission shall meet ss necessary to
fulfill the purpose for which the Commission
was created.
Members of the Commission shall attend at
least two*thirds (2/3) of all regularly scheduled
meetings within any twelve (12) month period.
If any member fails to attend such prescxibed
number of meetings, such failure shall consti-
tute grounds for the Commission to recommend
to the City Council that said member be re-
placed. Attendance of all members shall be
entered on the minutes.

consistency of proposed housing develop-
ment with the Comprehensive Plan,
Consolidated Plan end existing City
housing strategies.
(b)Any proposed low-rent housing project
shall be subject to specitc approval by the City
Council and any project requiring a referendum
as provided in chapter 403A of the 1979 Code of
Iowa shall be submitted to the voters of the
City in accordance with such chapter.
(c)The Housing Commission shall mordtor

Sec. 15-23. Membership; Vacancies; Quali-
fications:
(al The Housing Commission shall be com-
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such time, or until a successor is ~uly
appointed. Three (3) commissioners shall be
appointed for an initial term of two (2) years,
and three (3) commissioners shall be appointed
for an initial term of three (3) years. All subse-
quent appointments .shall be for a term of three
(3) years, or until a successor is duly appointed.
Sec. 15-24. Meetings:
(a) The Housing Commission shah hold at
least one official meeting per month.
(b) Members of the Commission shah attend
at least two-thirds (~/~) of all regularly sched-
uled and held meetings within a twelve (12)
month period. If any member does not attend
such a prescribed number of meetings, it shall
constitute grounds for the Commission to rec-
ommend to the City Council that said member
be replaced. The attendance of all members
shall be entered upon the minutes of all meet-
ings.
(c) All meetings shall be held in conformance
with the pro~isions of the Iowa Open Meetings
Law.
(d) The Housing Commission shall file with
the City Council a copy of the minutes of each
regular and special meeting of the Commission
