City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's inten_
tion to construct a sanitary sewer in
Cleveland avenue from the present
sewer in South Dodge street to a
point about thirty feet east of the
easterly line of Plum street. On mo-
tion of Ald. Saul, the notice was re-
ceived and Filed.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to improve Carlotta avenue
from Alpine street to Alta Vista street.
On motion of Ald. McLaughlin, the
notice was received and filed.
City Recorder Shea presented and
read the notice, certified to by the •
publishers, of the City Council's in-
tention to improve Seventeenth street
from the end of the r resent improve-
ment at the intersection of the alley
between Clay and White streets east-
erly to the Chicago Great Western

moved that the Profile be adopted and
the Ordinance Committee instructed
to draft an ordinance covering the

Aldi McLaughlin moved to refer the
ordinance "An ordinance for carrying
into• effect certain additional rules,
regulations • and provisions of the
Board of Health of the City of Du-
buque, and providing a penalty for
violations thereof," to the Committee

Your Committee on Streets would
respectfully report that we have ex-
amined the brick paving on the alley
between Iowa and Clay Streets from
Ninth to Tenth Street, Leonard & Lee,
contractors, and would' recommend- that
said alley be accepted and that the

City Engineer be instructed to pre-
pare a special assessment against the
lots or parcels of real estate subject
to assessment for said improvement
and file the same in the office of the
City Recorder who will thereupon pub-
lish the notice of said assessment as
required by ordinance.

the report of the Committee on

Ald. Singrin moved to purchase a
self starter for the auto fire engine,
provided that a guarantee will ac-
company same for perfect operation
for a period of two years. Carried.
Ald. Singrin moved that the City
Recorder advertise for the purchase of
two horses for the Fire Department.
Carried.
Ald. Frith moved that the Commit-
tee Clerk be instructed to advertise
for bids for the papering and paint-
ing of the Recorder's, Treasurers and
Engineer's offices. Carried.
Your Committee on Public Grounds
and Buildings would respectfully re-
port that we found the flag staff on
the City Hall building had become de-
cayed at the base, and was in danger
of falling any moment to the peril of
passers -by on the sidewalk below. We
therefore had the staff tied to the
roof as a temporary safeguard, and
obtained a price of $100.00 from the
Marshall Boiler Works for a new
steel staff put in position and the
removal of the old one. \Te respect-
fully recommend that the slid firm
be instructed to proceed with the work
at the price specified.

Aid. Frith moved that the Sprink-
ling Supt. be instructed to notify the
Union Electric Co. to thoroughly
sprinkle the streets according to their
contract. Carried.
Ald. Saul moved that all appointed
offlcers of the City be instructed to
attend all meetings of the City Coun-
cil. Failure to comply with said in-
struction will lead to their dismissal
from the employ of the City. Carried.

Whereas, the contract heretofore
entered into by the City of Dubuque
for the • construction of a sewer as
hereinafter described has been com-
pleted, and the City Engineer has
computed that the cost and expense
of said improvement amount to

Petition of The O'Farrell Cont. Co.,
relative to being granted permission
to grade Cox Street abutting their
property without cost to the City;
work to be completed May 1, 1914, pre-
sented and read. On motion of Ald.
Singrin the prayer of th petition was
granted provided that the street be
left in a passable condition. Carried.
Ald. Singrin moved to suspr nd the
piles for th purpose of allowing the
property owners on Cherry Street to
address the Council.

Gentlemen: The. undersigned, your
Special Committee designated by or-
dinance to audit the annual report of
the Dubuque Bridge Company, would
respectfully report that we have per-
formed that duty and find that the
report as submitted corresponds with
the books and vouchers in said
bridge company's office.
- We would further report that the
property of said company is exempt
from taxation by ordinance until
such time as the net receipts are
equal to eight per cent on $108,-
868.16, which would be $8,709.45, and,
as the earnings for the year amounted
to but $6,418.02, we respectfully rec-
ommend that the taxes assessed
against said bridge company for the
year 1912 be cancelled and that the
City Treasurer be instructed accord-
ingly.

Mayor Lyons stated that the ob-
ject of the meeting was to consider
the petition of Louis Hos relative to
the transfer of consent to sell intoxi-
cating liquors in the City of Dubuque.
Ald. Andrcesen moved that John W.
Lawlor be appointed Recorder Pro
Tem. for the session. Carried.
The petition of Louis Hos, stating
that he had contracted for the pur-
chase of the stock and good will of
W. J. Bilderback, a present holder of
consent to sell intoxicating liquors in
the City of Dubuque, and asking that
said consent be transferred to him,
was then read.
Ald. Frith moved that the prayer
of the petitioner be granted. Carried.
Ald. Frith offered the following:
Be It Resolved by the City Coun-
cil of the City of Dubuque, That the
consent heretofore granted to W. J.
Bilderback to sel lands keep for sale
intoxicating liquors at retail in the
City of Dubuque, Iowa, hereby is
transferred and given to Louis Hos
as the assignee of the said W. J.
Bilderback to sell and keep for sale
by granted the said Louis Hos to sell
and keep for sale intoxicating liquors
at retail on the premises known as
No. 502 Rhomberg Avenue, in com-
pliance with the requirements of the
statutes of the State of Iowa and of
the ordinances of the City of Du-
buque, Iowa, this permit or consent
being for the period ending at 9
o'clock p. m. on June 30th, 1914, un-
less sooner revoked by the City
Council.

STREET TO A POINT FIFTY
FEET EAST OF PLUM STREET.
Be It Ordained by the City Council of
the City of Dubuque:
Section 1. That a grade on Cleve-
land Avenue from. South Dodge Street
to a point fifty feet east of Plum
Street be and the Same is hereby es-
tablished and adopted as shown by the
profile of said grade prepared by the
City Engineer, being _'rofile No. 785.

Be It Ordained by the City Council of
the City of Dubuque:
Section 1. That a grade on Charlo`ta
Avenue from Alpine Street to Alta
Vista Street be and the same is here-
by established and adopted as shown
by the profile of said grade prepared
by the City Engineer, being Profile
No. 784. Bench mark: West end of
door sill of Fourth Ward School, ele-
vation 320.96.
Said grade begins at the east curb
line of Alpine Street which is Station
0, elevation south curb 289.43, north
curb 288.53; thence to Station +10,
elevation south curb 288.68. north curb
287,73; thence to Station 2+36, eleva-
tion 'south curb 253.85, north curb

Notice is hereby given to all con-
cerned that a Special Assessment as
provided by law, will be levied at a
session of the City Council to be held
'September 4th, 1913, to pay for brick
block paving the alley between Clay
and Iowa streets from Ninth to Tenth
streets, Leonard & Lee, contractors.
Amount of Speer_] assessment 81,162.-
70, same to be assessed against the
abutting property upon and along said
street.
And that there is a plat and sched-
ule on file in the office of the City Re-
corder of said City of Dubuque show-
ing the street upon which said im-
provement was made and the separ-
ate lots and parcels of ground or spec-

'sessments of such improvement, the
'name of the owner thereof as far as
'practicable and the amount to be as-
