Saul moved that the matter of tearing down of the "barracks" be left in the hands of the State Fire Marshal. Carried. Communication of J. J. Nagle, rel- ative to selling the old Moore mill for the disposing property 1 g of the night soil, presented and read. On motion of AId. Andresen, the com- munication was referred to the Night Soil Committee. Petition of P. McInerney, relative to damages to his lots on Peirce Street caused by the overflow of water, presented and read. Ald. Wal- lis moved to suspend the rules for the purpose of allowing Mr. McInerney to address the Council. Carried by the following vote: Yeas — Alds. Andresen, Heim, McLaughlin, Saul, Singrin, Wallis. Nays —None. Absent —Ald. Frith. Mr. McInerney addressed the Coun- cil relative to the damaging of his lots on Pierce Street. Ald. Wallis moved to refer the pe- tition of Mr. McInerney to the Com- mittee of the Whole to view the grounds. Carried. Petition of the resident' photogra- phers relative to the passing of an ordinance compelling transient non - resident photographers and local photographers who have no particu- lar place of business to pay a license of $10.00 per week, presented and read. On motion of Ald. Saul, the pe- tition was referred to the Committee of the Whole. Petition of J. Schroemen, relative to the adopting of an ordinance gov- erning future connections with the sewer built by him on Delhi Street, presented and read. On motion of Ald. Saul, the prayer of the petitioner was granted and the Ordinance Com- mittee instructed to draft an ordi- nance covering the same. Petition of the committee repre- senting the remonstrators on Kauf -' man Avenue from Cushing Place to Hempstead Street, remonstrating, against the special assessment for the improving of Kaufman Avenue„ 'presented and read. Wallis moved that the City Re• corder be instructed to re- advertise for bids for the completion of the re- taining wall on Seminary Street and notify the Bondsmen of the present contractor of the action of the Cdun- cil. Heim offered the following: Be - it Resolved by the City Council of the City of Dubuque, That it 1 s deemed necessary and advisable to construct a sanitary sewer in the alle, between Peru Road and Milwaukee Avenue, and it is hereby proposed tc• construct such sewer as follows, to- wit: an eight -inch tile pipe sanitary sewer in said alley from Cooler Ave- nue to the present sewer in Jackson Street, and to assess the cost of said sewer against the abutting property. Heim offered the following: Be it Resolved by the City Council of the City of Dubuque, That the, City h:i:gineer be and he is hereby directed to prepare a plat and specifications for an eight -inch tile pipe sanitary sewer in th alley between Peru Road and 1Tilwaulce. Avenue, showing the loca- tions and general nature of such im- provement, the extent thereof,' the size and kind of material to be used, and to prepare an estimate of the cost thereof and the amount assessable, upon each lot or parcel of land adja- cent to or abutting thereon per front feet or square feet in area, and to file such plat, specifications and estimate in the office of City Recorder. That after such plat is so filed, the City Recorder shall cause to be pub- lished notice of the intention of the Council to make such improvement, which notice shall be published in three consecutive issues of the official' paper of the City of Dubuque, stating that such plat is on file„ and gener- ally the nature of the sewer, its loca- tion, size and kinds of material to be used, and the estimate of its cost, and fixing the time before which objec- tions can be filed, which time shall not he less than five days after the last publication of said notice, and after the completion of the publication of such notice, he shall at its next session, notify the Council thereof in writing with a printed copy of such notice accompanying the same. Frith. - Alderman Reim offered the follow - ing: Be it Resolved by the City Council of Dubuque, That the alley between .iacksun ,.n(1 Washington streets from Twenty-Seventh street to Thirtieth sued, ue improved by grading- and macadamizing the same in accordance with th plans and specifications for such improvement prepared by the City Engineer and now on file in the office of the City Recorder, and be it further Resolved, that said improvement shall be completed on or iietore the 1st day of November, 1913, and shall be paid for in the manner prescribed by Chapter XXXII. of the Revised Ordinance of the City of Dubuque for the payment of the cost of street im- provements. The proposals for doing said work shall be acted upon by the Council on the 18th day of September, 1913, and the City Recorder is hereby ordered to give ten days' notice by publication asking for proposals as provided by ordinance. Alderman Wallis offered the follow- ing: Be it Resolved by the City Council of the City of Dubuque, That it is deemed necessary and advisable to ex- tend and open Vernon Street through Lot 1 of Lot 9 in Mount Pleasant Ad- dition, and be it further resolved that the City Engineer be and he is hereby instructed to make a plat and survey of such proposed improvement, show- ing the land or lots through or over which the same is,proposed to be made the quality of land proposed to be taken, and file such plat in his office for public inspection. That after such plat is so prepared and filed, said City Engineer shall give the owners of the property through or over which such improvement is pro- posed to be Made, notice as prescribed in Section 2 of Chapter 31 of the Ordi- nances of the City of Dubuque. 350 of the retaining wall, southerly to West Eleventh street, Leonard & Lee, contractors. Fenelon Place from Raymond Place to Burch street, Kenety & Lee, con- tractors. We further recommend that the City Engineer be instructed to pre- pare a special assessment against the lots or parcels of real estate subject to assessment for said improvement and file the same in the office of the City Recorder, who will thereupon publish the notice of said assessment as required by ordinance. Saul moved that the City En- gineer be instructed to take levels in front of J. Corcoran's residence on Dodge street to ascertain the nearest way for the property owners to con- nect with the sewer, and report back to the Council. Carried. Your Delinquent Tax Committee, to whom was referred the petition of Mrs. Paul Ragatz, herewith attached, would respectfully recommend that the prayer of the petitioner be grant- ed and the City Treasurer be in- structed accordingly.
