Ice Harbor Pump Auxiliary Power Project
Sealed bids were received for the Ice Harbor Pump Auxiliary Power Project. Operations
and Maintenance Manager Don Vogt recommends award of the contract to the Iow
bidder, Portzen Construction, for the base bid amount of $69,395, which is 2.7% over
the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Ice Harbor Pump Auxiliary Power Project
INTRODUCTION
The enclosed resolutions provide for the final adoption of plans and
specifications and the award of a construction contract for the Ice Harbor Pump
Auxiliary Power Project.
DISCUSSION
This project provides for the pumhase and installation of a diesel-fueled, auxiliary
power generator, transfer switch, generator enclosure and associated conduit
and wire for auxiliary power to run the floodwall pumps located at the Ice Harbor
pumping facility. A tabulation of the five sets of bids received accompanies this
memorandum, as does a letter of bid award recommendation from our project
engineering firm, IIW Engineers and Surveyors P.C.. IIW has recommended
contract award to the contractor submitting the lowest bid.
RECOMMENDATION
I recommend that the contract be awarded to Portzen Construction of Dubuque,
Iowa for the base bid of $69,395.00, which is 2.7% over the engineer's estimate.

A tabulation of the project's initial and subsequent recommended budget is as

The City Council is requested to adopt the attached resolutions providing for the
final adoption of plans and specifications and the award of the construction
contract.

Whereas, on the 20th day of October, 2003, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Ice Harbor Pump Auxiliary Power Project.
Whereas, notice of headng on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 500-03
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the Ice
Harbor Pump Auxiliary Power Project pursuant to pdor resolution and notice to
bidders published in a newspaper published in the City of Dubuque, Iowa on the
24th day of October 2003.
Whereas, said sealed proposals were opened and read on the 12th day of
November, 2003 and it has been determined that the bid of Portzen Construction
of Dubuque, Iowa in the amount of $69,395.00 was the lowest bid for providing
all labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Portzen
Construction and the City Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

In accordance with city instructions, bids for the Ice Harbor Generator and Transfer Switch
Project 2003 were opened and read at 2:00 p.m. on November 12, 2003. Five (5) bids were
received for this project. A tabulation of the bids received is enclosed.
The low bid was submitted by Portzen Construction, 205 Salina Street, Dubuque, Iowa
52003 in the mount of $69,395.00. Portzen Construction has the experience, workforee and
equipment to properly complete this project. Therefore, we reconm~end award of Ice Harbor
Generator and Transfer Switch Project 2003 to Portzen Construction in the mount of
$69,395.00.
The eng/neer's estimate for this project was $67,575.00. The low bid of $69,395.00 is
$1,820.00 or 2.7% above the engineer's estimate.

Ice Harbor Pump Auxiliary Power Project
INTRODUCTION
The attached resolutions authorize the public bidding procedure for the Ice
Harbor Pump Auxiliary Power Project.
DISCUSSION
This project provides for the pumhase and installation of a diesel-fueled,
auxiliary power generator, transfer switch, generator enclosure, and associated
conduit and wiring for auxiliary power to run the floodwall pumps located at the
Ice Harbor pumping facility. In the event of a power outage, this generator would
provide power to run the Ice Harbor floodwall pumps, reducing the chance of
inland flooding dudng Mississippi River high water events.

in our department's FY2004 capital improvement projects budget.

The City Council is requested to establish the date for the public hearing and
authorize the City Clerk to advertise the request-for proposals through the
adoption of the attached resolutions.

FIXING DATE OF THE HEARING ON PLANS AND SPECIFICATIONS
Whereas, the City Council of the City of Dubuque, Iowa has given its
preliminary approval on the proposed plans, specifications, and form of contract
and placed same on file in the office of the City Clerk for public inspection of the
Ice Harbor Pump Auxiliary Power Project.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That on the 1~t of December, 2003, a public hearing will be held at 6:30
p.m. in the Public Library Auditorium at which time interested persons may
appear and be heard for or against the proposed plans and specifications, form
of contract and cost of said improvement, and the City Clerk be and is hereby
directed to cause a notice of time and place of such hearing to be published in a
newspaper having general circulation in the City of Dubuque, Iowa, which notice
shall be not less than four days nor more than twenty days prior to the day fixed
for its consideration. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, contract, or estimated cost of
the improvement.

Project.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimate of cost for the Ice Harbor Pump Auxiliary Power Project, in accordance
with the provisions of Chapter 384, City Code of Iowa, at 6:30 p.m. on the 1~t day
of December 2003 in the Public Library Auditorium in Dubuque, Iowa. Said
proposed plans, specifications, form of contract and estimate of cost are now on
file in the office of the City Clerk. At said hearing any interested person may
appear and file objections thereto or to the cost of the improvements.

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the Ice Harbor Pump Auxiliary Power Project is hereby ordered to be
advertised for bids for construction.
BE IT FURTHER RESOLVED, that the amount of the security to
accompany each bid shall be in an amount which shall conform to the provisions
of the notice to bidders hereby approved as a part of the plans and
specifications heretofore adopted.
That the City Clerk is hereby directed to advertise for bids for the
construction of the improvements herein provided, to be published in a
newspaper having general circulation in the City of Dubuque, Iowa, which notice
shall not be less than four days nor more than twenty days prior to the receipt of
said bids at 2:00 p.m. on the 12th day of November, 2003. Bids shall be opened
and read by the City Clerk at said time and will be submitted to the Council for
final action at 6:30 p.m. on the 1~t day of December, 2003.
