Van Milligen, City Manager US. 20 Speed Limits Public Works Director Mike Koch recommends the City Council adopt an ordinance to change the speed limit on Dodge Street from a point 1,060 feet west of Old Highway Road to the westedy city limits from 50 miles per hour to 55 miles per hour, to conform to the current legal speed limits, as established by the Iowa Department of Transportation. This would have no effect on the existing speed limits as they are currently posted. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Koch, Public Works Director U.S. 20 Speed Limits November 20, 2003 INTRODUCTION The attached ordinance provides changes to the posted speed limit on the westerly portion of U.S. Highway 20. DISCUSSION In September, 2003, the Iowa Department of Transportation conducted a speed study on U.S. 20 between Old Highway Road and the Landfill. The results of the speed study indicate that based upon the 85%tile speed of traffic, and considering the number of possible conflict points in the area, the current 55 miles per hour posting should remain in effect. (See attached map.) in checking the City Ordinances, it was found that the City Code did not follow the State Code relating to the legal speed limits in this area. Since this is a State highway, IDOT has sole jurisdiction to establish speed limits; and therefore, the City Code needs to be changed, if it is not changed, tickets written to motorists exceeding the speed limit through the areas of nonconformity to the State Code could only be written as a State violation and revenues would go to the State. RECOMMENDATION I recommend the City Council adopt the attached ordinance to change the speed limit on Dodge Street from a point 1,060 feet west of Old Highway Road to the westerly city limits from 50 miles per hour to 55 miles per hour, to conform to the current legal speed limit as established by the Iowa Department of Transportation. This would have no effect on the existing speed limits as they are currently posted. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance. "Sec. 32-231. (c) That the Code of Ordinances of the City of Dubuque, Iowa, be amended by deleting Dodge Street from Subsection (c) of Section 32-231 thereof as follows: Limits Generally. FIFTY (50) MILES PER HOUR Dodge Street (U.S. Highway 20), from a point five hundred feet (500') east of Crescent Ridge Road to the westerly City Limits. Section 2. "Sec. 32-231. (c) That the Code of Ordinances of the City of Dubuque, be amended by adding Dodge Street to Subsection (c) of Section 23-231 thereof as follows: Limits Generally. FIFTY (50) MILES PER HOUR Dodge Street (U.S. Highway 20), from a point five hundred (500) feet east of Crescent Ridge Road to a point one thousand sixty (1,060) feet west of Old Highway Road. FIFTY-FIVE (55) MILES PER HOUR Dodge Street (U.S. Highway 20), from a point one thousand sixty (1,060) feet west of Old Highway Road to the westerly City limits.
