Ald. McLaughlin moved to have
the rules suspended. Carried by the

asking to have Fenelon Place laid
with asphalt and make street 26 feet

asking to have the grade on Wooten
Avenue raised two feet.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to improve Kaufman Avenue
from Couler Avene to Cushing Place.
On motion of Singrin, notice was
received and filed.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to construct a sanitary sewer
in Couler Avenue from the end of the
present sewer at 25th Street, north-
erly to 32nd Street.
On motion of Ald. Frith, notice was
received and filed.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to improve Grandview Ave-
nue from the end of the present im-
provement, which is about opposite
the South line of Lot 2 of Mineral
Lot 31, southerly to Southern Ave-
nue. On motion of Ald. Saul, action
was deferred.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to improve Wooten Avenue
from South Hill Street to McClain
Avenue; also the remonstrance of D.
D. McMullen. On motion • of Ald.
Saul, action was deferred, and prop-
erty owners bring in waivers.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the Union Electric Co.'s
ordinance. On motion of Ald. Frith,
notices were received and filed.

an's club, et al, asking to have the
public water fountain at Julien Ave-
nue and Hill Street, was on motion
of Ald. Saul referred to the Commit-

PETITION.
To the Honorable Mayor and City
Council of the City of Dubuque.
Gentlemen: The undersigned hav-
ing purchased the stock and good will
generally the location, nature and ex-
tent of the proposed improvement on
Fenelon Place from the east line of
Raymond Place to the east line of
Burch Street, and the kind of ma-
terial to be used, and an estimate of
the entire cost thereof, and the
amount and cost of such improve-
ment, and the amount asessable upon
any railway or street railway com-
pany, the amount and cost thereof,
to be paid by the city, if any, and
the cost thereof and amount assess-
able upon each lot or parcel of land
adjacent to or abutting upon such im-
provement per front foot, and to file
such plat and estimate in the office of
the City Recorder; that after the fil-
ing of said plat and estimate in his
office, the City Recorder shall pub-
lish in three consecutive issues of a
newspaper published in this city, a
notice stating that such plat and es-
timates are on file, the location and
nature of the improvement, kind of
material to be used, and an estimate
of its cost, and the time before which
objections thereto can be filed, and
the time fixed for hearing, which time
shall not be less than five days after
the last publication of such notice,
and after such publication shall have
been made, the City Recorder shall,
at the next regular session of the City
Council, notify the Council thereof in
writing, wth a printed copy of such
notice accompanying the same.
Ald. McLaughlin moved the adop-
tion of the resolution.

holder of a resolution of consent to
conduct and carry on a place for the
retail sale of intoxicating liquors in
the City of Dubuque, Iowa, at 1420
Clay Street, hereby petitions your
honorable body to renew the consent
previously granted to said Peter Hol-
singer, and to regrant said consent
to this petitioner to operate a retail
liquor store in the city of Dubuque,
Iowa, and to express the renewal of
that consent by the adoption of the
resolution herewith submitted.

Be it resolved by the City Council
of the City of Dubuque: That con-
sent previously granted to Peter Hol-
singer, to operate a retail liquor store
within the City of Dubuque, Dubuque

laws of Iowa and the ordinances of
the City of Dubuque is hereby re-
granted to M. A. Doran as assignee
of said Peter Holsinger, said retail
liquor store or place for the sale and
keeping for sale of intoxicating
liquors, being known as No. 1420 Clay
Street in said City of Dubuque.

apart, and to assess the cost of said
grading, curbing, paving and foun-
dation against the abutting property.

the Police Department that the total
hours that 70 lamps failed to burn
would equal 3 lamps burning for one
month or $15.00.

structed to deduct $15.00 from the Union
Electric Co.'s bill. Carried.

Moved by Ald. Wallis that the City
Attorney deal with the owner, Mrs.
Anna Hill, of lot 29, in O'Hare's sub-
division of the south part of mineral
lot No. 161 in the City of Dubuque,
and obtain from her a deed for a suf-
ficient strip of land on the north side
of the lot along Bennett Street to
allow for the construction of a side-
walk similar to those adjacent; that as
soon as the proper deed is made out
and recorded the city proceed at its
own expense to lay a cement sidewalk
on the ground acquired.

recommend her admission to the
State Hospital of Tuberculosis, was
on motion of Ald. McLaughlin grant-

Mr. Kolck moved that the Board of
Health hire M. Dehing to clean al-
leys under orders of the Chairman.

Mr. Kolck moved that the clerk be
instructed to advertise the "Order is-
sued by the Board of Health" on
Sundays, Mondays, Tuesdays for
three consecutive weeks, and have
2,500 posters printed for distribution.

sewer prepared by the City Engineer
and now on file in the office of the City
Recorder, and be it further.
Resolved, That said sewer shall be
completed on or before the 15th day
of August, 1912, and shall be paid for
at the time and in the maner prescrib-
ed by Chapter XXXIV. of the Re-
vised Ordinances of 1901 of the City of
Dubuque for the payment of the cost
of constructing sewers. The proposals

Gentlemen: The undersigned, a
resident of Dubuque, Iowa, states
that beginning at midnight June 30,
1912, he is the assignee and grantee
of a certain resolution of consent
heretofore adopted by your honorable
body consenting that Emil Tschol
may sell' and keep' for sale intoxicat-
ing liquors and deal therein in the
City of Dubuque Iowa, according to
law with place of business at 414 Clay
street in said city. That such reso-
lution of consent has not been with-
drawn and is still in full force, the
party to whom issued having in all
thing conformed with the laws of
Iowa in respect to intoxicating liquors
and otherwise. That the undersigned
as such assignee and grantee desires
to conduct and continue such business
at the same place in the city of Du-
buque, Ioka, and, therefore, asks that
you cause the following resolution to
he adopted.

16th, 1912, on the bill of the Labor
Leader be rescinded, and that said

AN ORDINANCE ESTABLISHING
A GRADE ON JULIEN AVENUE
FROM BLUFF STREET TO A
POINT ONE HUNDRED AND
SIXTY -SEVEN FEET WEST
THEREOF.
Be it Ordained by the City Council
of the City of Dubuque:
Section 1. That a grade on Julien
Avenue from Bluff Street to a point
one hundred and sixty -seven feet west
thereof be and the syme is hereby
established and adopted as shown by
the profile of said street and grade
prepared by the City Engineer, being
Profile No. 740. Bench mark, south-
east corner water table at Wales
Hotel, elevation 66.967. Said grade
begins at station 0 +15, which is the
west curb line of Bluff Street, north,
elevation north curb 65.17; thence to
station 0 +27.5, west curb line of
Bluff Street, south, elevation south
curb 65.26 thence to station O,-39,
west property line, south, elevation
south curb 65.60; thence to station 1,
elevation south curb 68.20, north curb
68.25; thence to station 1 -l-50. eleva-
tion both curbs 71.00: thence to sta-
tion 1+67, elevation north curb 72.07,
south curb 72.43.
Section 2. This ordinance shall be
in force and take effect from and af-
ter its passage by the City Council
and its publication one time in the
Dubuque Telegraph - Herald and
Times - Journal newspapers.

grade begins at station 32 -1 -45, which
is the center line of Seventh Avenue,
elevation 43.00; thence to station
37 -1 -10, the center line of Eighth Ave-
nue, elevation 42.00; thence to station
41 -1 -72, the center line of Ninth Ave-
