Housing and Community Development Department Director David Harris recommends
City Council approval of an Amendment to the Project Concern, Inc. Agreement for the
Homelessness Prevention and Rapid Re- Housing Program (HPRP).
The City of Dubuque received $502,294 in HPRP funds from HUD through the
American Recovery and Reinvestment Act. The Council contracted with Project
Concern as the primary service delivery provider for the HPRP grant activities in
September 2009. The HPRP program provides financial and other assistance to
prevent individuals and families from becoming homeless and helps those who are
experiencing homelessness to be quickly re- housed and stabilized. The funds target
individuals and families who would become homeless if not for this assistance, provides
for short-term and medium -term rental assistance, and housing relocation and
stabilization services.
Based on the funds that have been expended to date, an adjustment to the HPRP
budget is needed to reflect the greater need for financial assistance for Rapid Re-
Housing.

INTRODUCTION
This memorandum requests the City Council to adopt the attached Amendment to
the Project Concern, Inc. Agreement for the Homelessness Prevention and Rapid
Re- Housing Program (HPRP).
DISCUSSION
The City of Dubuque received $502 294 in HPRP funds from HUD through the
American Recovery and Reinvestment Act. The Council contracted with Project
Concern as the primary service delivery provider for the HPRP grant activities in
September 2009. The HPRP program provides financial and other assistance to
prevent individuals and families from becoming homeless and helps those who are
experiencing homelessness to be quickly re- housed and stabilized. The funds target
individuals and families who would become homeless if not for this assistance,
provides for short -term and medium -term rental assistance, and housing relocation
and stabilization services.
The HPRP grant has assisted 138 families (336 persons) since the inception of the
program in September 2009. Homeless Prevention, which assists families and
individuals who are at risk of becoming homeless, provided financial assistance to 93
households (263 persons) in the form of rental assistance, security and utility
deposits and utility payments. Case management and outreach services were
provided to 100 households (276 persons). For Rapid Re- Housing of homeless,
financial assistance was provided to 33 households (59 persons) and case
management, outreach and engagement to 36 households (65 persons). 62 persons
have left the program, with 32 maintaining housing with no housing subsidy and 7
persons receiving some other housing subsidy.
PROPOSED AMENDMENT
Based on the funds that have been expended to date, an adjustment to the HPRP
budget is needed to reflect the greater need for financial assistance for Rapid Re-
Housing. The HPRP grant provides four categories of eligible activities: financial
assistance, housing relocation and stabilization services, data collection and
evaluation, and administrative costs. Homelessness prevention assistance is
provided to individuals and families who are at risk of becoming homeless and who
would be homeless without assistance. Rapid Re- Housing assistance is provided to
individuals and families who are homeless.
An amendment is proposed to adjust the total HPRP budget. Due to the high
demand for Financial Assistance, the amended HPRP budget will increase Rapid Re-
Housing from $50,000 to $137,294. Under Housing Relocation and Stabilization,
Homeless Prevention will decrease from $112,294 to $45,000 and Rapid Re- Housing
will be reduced from $40,000 to $20,000.

The proposed amendment was reviewed and approved by the Community
Development Advisory Commission as part the FY 2011 Annual Plan Amendment 2.
To reflect the funding changes, the proposed Amendment would also adjust the
three -year HPRP goals to provide assistance to 173.households with homelessness
prevention funds and 56 households with rapid re- housing funds.

The amendment to the HPRP agreement with Project Concern would also include
adding moving cost assistance, and motel and hotel vouchers to the Rapid Re-
Housing Program, based on the current requests being received by Project
Concern. Currently the agreement allows this assistance for Homelessness
Prevention but not Rapid Re- Housing, although HUD allows this type of assistance
for both activities.
As a result of the HUD monitoring, the City has revised the policies and
procedures for HPRP for Project Concern, which was implemented with the
training of Project Concern Staff on October 5 2010. The agreement between
PC and the City will be amended to require Project Concern follow the revised
HPRP Policy and Procedures in administration and implementation of the
program.
ACTION STEP
The action requested of the City Council is to approve the attached Amendment to
the Project Concern, Inc Agreement for the Homelessness Prevention and Rapid Re-
Housing Program.

This Amendment to the Homelessness Prevention and Rapid Re- Housing Program
(HPRP) Agreement is entered into by and between the City of Dubuque, Iowa and
Project Concern. -
Whereas, City of Dubuque awarded Project Concern Homelessness Prevention
and Rapid Re- Housing Program (HPRP)funds pursuant an Agreement approved by
Resolution 345 -2009 dated September 21, 2009 ; and
Whereas, the U.S. Department of Housing and Urban Development (HUD) under
Title XII of the American Recovery and Re- investment Act of 2009 requires HPRP funds
be expended by July 14, 2012; and
Whereas, the HPRP Grant Agreement budget for Project Concern needs to be
adjusted to reflect changes in demand for services; and
NOW, THEREFORE, in consideration of the terms -of the mutual agreements
hereinafter set forth, the parties agree as follows;
1. Part!, Section 3 of the Agreement, PROPOSED PROJECT BUDGET, is hereby
repealed and a new Section 3 is hereby adopted as follows:

2. Part I, Section B Rapid Re- Housing Program for eligible uses only is hereby
repealed and a new Section B for eligible uses is hereby adopted, as follows:
"Rapid Re- Housing Program

who are homeless. The Rapid Re- Housing program will provide the following
assistance to qualified applicants.
1. Short -term rental assistance of up to 3 months.

3. Part 11, Section 1 PERFORMANCE AND REPORTING Part A is hereby
repealed and a new Section 1, Part A is hereby adopted as follows:
"A. The Subrecipient proposes to provide assistance to program participants

• will assist 173 number of households overall
• will stabilize the housing situation of 90% of households assisted
Rapid Re- Housing
• will assist 56 households overall

The Subrecipient will be required to use the Homeless Management Information
System (HMIS) to collect and report client -level data, outputs and outcomes, and
reports as required by HUD. "
4.Part II Sectionl PERFORMANCE AND REPORTING shall include a new Part F
as follows:
" F. The Policy and Procedures for Project Concern as approved and

administration and implementation of the Homelessness
Prevention and Rapid Re- Housing Program"
5. All other terms and conditions of the Agreement shall remain in full force and
effect.
