Dear Mr. Mayor and Council Members:
The Environmental Stewardship Advisory Commission recently heard a presentation by
the Tri -State Trail Vision Committee regarding Complete Streets. After review and
discussion, the ESAC voted to recommend to the City Council adoption of a Complete
Streets Policy for new and existing streets for the City of Dubuque. Attached is the
specific goal and components presented by the Tri -State Trail Vision Committee that the
Environmental Stewardship Advisory Commission agrees with.
The Commission also notes that a Complete Streets Policy would also impact
sustainability efforts by reduction of greenhouse gases and helping the City attain its
sustainability goals. Thank you for your consideration.

Complete Streets
Goal
Establish a "Complete Streets" policy for new and existing streets in the City of Dubuque.
The components of the policy statement may include provisions that:
1. Specify that `all users' includes pedestrians, bicyclists, transit vehicles and users,
and motorists, of all ages and abilities.
2. Create a comprehensive, integrated, connected network.
3. Recognize the need for flexibility: that all streets are different and user needs will
be balanced.
4. Be adoptable by all agencies to cover all roads.
5. Apply to both new and retrofit projects, including design, planning, maintenance,
and operations, for the entire right of way.
6. Make any exceptions specific and set a clear procedure that requires high -level
approval of exceptions.
7. Direct the use of the latest and best design standards.
8. Direct that complete streets solutions fit in with context of the community.
9. Establish performance standards with measurable outcomes.
