Van Milligen, City Manager SUBJECT: Recreation Site Field Supervisor Position Employee Requisition DATE: November 30, 2010 Dubuque Ai-America City 1 I I it, 2007 Leisure Services Manager Marie Ware is recommending the creation of a temporary part-time position to assist with staffing at the Multicultural Family Center (MFC). Savings is available within the department budget and this will be the subject of a future budget amendment. The temporary part-time Recreation Field Supervisor position would work 30 hours per week at $16.13 per hour. There will be a Fiscal Year 2012 budget improvement package request asking to continue this position and remove the temporary designation. The City is taking other action to provide staffing assistance for the MFC as it successfully carries out many programs and activities. This is especially important at this time in that the MFC is only staffed by one full -time and one part-time position, along with some AmeriCorps volunteers, and the one part-time employee will be taking maternity leave. The two Park Ranger positions do not patrol parks in the winter and are generally assigned maintenance worker duties. Some of their time will be spent at the MFC. The City's policy allowing City employees paid City time off to do volunteer work in the community has been modified to create special incentives to encourage volunteering at the MFC. The plan we have developed that has been approved by the City Manager as well is to hire a recreation field supervisor (NA — 25 F) at $16.13 per hour for a total of 1108 hours between now and the end of the fiscal year. This would assume about a 30 hour week for 37 weeks. This has been made possible because of the savings that has occurred with the opening of the Recreation Program Supervisor (Molly's position). We have had two persons sharing the duties of the job but they are being paid at a lower rate than what was budgeted, resulting in the savings that can be used for this position. The savings identified is $17,873 in wages but could be more depending upon the hire date of the Recreation Program Supervisor. The requisition form is attached. We would like to hire this individual using the process we do for our other part time recreation field supervisors. We would advertise it through all the methods used in the Recreation Division and take the applications for the position at the Multicultural Family Center. Under the leadership of Multicultural Family Center Director Tara Velez, there are numerous popular programs and events. This has caused many staffing challenges. In order to hopefully provide Tara with a larger volunteer base, I am temporarily amending Administrative Policy #4.23, "Volunteer Service and Miscellaneous Paid Absence." The time allotments for volunteer activities at the Multicultural Family Center or events sponsored by the Center are doubled. For example, the mentoring component will be 1 hour per week, instead of 30 minutes per week, and the 8 hours per calendar year is doubled to 16 hours, which can be taken in up to 2 hour increments instead of one hour increments. The same is true for the part-time calculations. I hope you are able to make time to help out at the Multicultural Family Center. Mic el C. However, volunteer activities for not - for - profits involved in activities other than Every Child /Every Promise are activities. • SCOPE This AP applies to all full time employees and all part time employees who work a minimum of twenty (20) hours per week. RESPONSIBILITY It is the responsibility of department/division managers to disseminate this AP to all employees within their jurisdiction and to monitor the provisions of the AP. POLICY All full time employees are eligible for eight hours with. supervisory approval, of paid leave per calendar year to perform unpaid community service within the Dubuque City limits. This time may be taken in one hour increments. Part time employees who work at least twenty (20) hours per week are eligible for one half day (four hours) of paid leave to perform unpaid community service per year. Full time employees who are actively enrolled in the Dubuque Community School District mentoring program, a private school mentoring program or an after school tutoring or mentoring program with a not- for - profit; are allowed one half (1/2) hour per week (plus 15 minutes on each side for travel time) during the official school calendar year to participate as a student mentor /tutor in addition to the one full day of paid time off. Salaried employees may be permitted by their supervisor to slightly adjust their start time, lunch hour, or the end of their work day to facilitate a volunteer opportunity. Annual Report 2010 (Reflects data from Sept _'009-Sept 2010) Our Programs as# Multicultural Family Center 1 DUBUQUE Success Story: Future Talk Meaningful work. Education. Service. These are the three fundamental components of the Multicultural Family Center's Future Talk program. Each summer, youth 13 -17 years old experience and protect nature while receiving a stipend for the work they complete in area parks and recrea- tion areas. They devote additional time to educational activities and community service initiatives. This year, in partnership with the Dubuque Arts Center, the youth also created Speak Out videos, highlighting their perspectives on everything from youth violence to recycling. In addition, some of the students who have completed the Future Talk experience have moved into intern- ships, connecting with local colleges and increasing the likelihood of pursuing a degree beyond high school. In September 2010, the Iowa Natural Heritage Foundation awarded the Hagie Heritage Award to community volunteer and Future Talk creator, Dana Livingston, for his vision and dedication to the students. Dana notes the importance of the program to the youth and the community: "by the end of the summer, these kids start feeling like they have a stake in this town. They're no longer just living here. They're helping to create this community." In November 2010, the NAACP honored the 2010 Future Talk graduates at their 22nd Annual Freedom Fund Banquet. Since opening in September 2009 the Multicultural Family Center has had several exceptional volunteers assist with programs and events, but one volunteer has gone above and beyond her call to serve the community. Irish Shumaker has been vol- unteering with the MFC since October 2009, and her 850 logged hours account for 22% of the MFC's 3,940 total volunteer hours! Among her many admirable characteristics, a few that set her apart are her reliability, positive attitude, compassion for others, and incredible work ethic. Irish has become a trusted face and voice for the MFC and sets an excellent example not only for her own daughter, but for all youth and adult visitors. Thank you, Irish, for your commitment and dedication to the community and the Multicultural Family Center — we are truly fortunate to have you with us! Volunteer Hours This past year, the MFC has had 110 volunteers serve a total of 3,940 hours. Of these volunteers, 79 have completed 10 or more hours, and 8 have completed over 100 hours. Our diverse group of volunteers includes 6 teens, 71 college students, 33 community members, and 17 volunteer board members (people and hours not included in volunteer log). These totals don't account for hours of the estimated 150 one -time volunteers for events such as Dia de la Raza, holiday events, and Taste of the World. The MFC extends a huge THANK YOU!
