While these funds would normally be directed to the Southwest Arterial project, this is a reasonable use of these dollars. The $10,666 match is available from the Road Use Tax Computer Replacement Capital Project. I respectfully recommend the Mayor and City Council provide the match and support of the project funding. Van Milligen, City Manager FR: Chandra Ravada, Transportation Director Subject: 3D Modeling Software Purpose The purpose of this memo is to discuss incorporating a cutting edge 3D modeling tool into our economic development and transportation planning process. With this software we would create a tool for economic development to compete in the market and provide a public outreach tool for transportation that would connect all major transportation projects and corridors in the region with future developments. Background The City of Dubuque is undergoing a transformation. The city and its partners have worked diligently to create a stronger urban core by connecting Transportation, Economic Development & Housing through projects like the Historic Millwork District, Washington Neighborhood revitalization, significant housing developments, transit developments and an intermodal facility. The city is also seeing development through partnerships on major projects like the SW arterial, IBM Smart City, Bee Branch Creek Restoration and East -West Corridor improvements which include complete streets, sustainability principles and Intelligent transportation concepts. These projects not only help the region from a safety, connectivity, efficiency and multimodality perspective, they also open new avenues for economic development and housing in the region. However, the prime concern for the region is that economic development departments do not have a tool that can help market these innovative ideas on a global scale and transportation planners and engineers do not have a visual tool to communicate projects and concepts effectively with the public. Staff at the City of Dubuque GIS department, ECIA, GDDC have researched options to find a solution that fulfills the unmet needs for the region and came up with 3D modeling software. This tool has a proven track record for connecting the public to projects and providing economic development and tourism offices with new tools for marketing the available assets in the region. Other communities such as Davenport and Des Moines are in process of incorporate 3D modeling in their downtown areas. Dubuque has a distinct advantage with its established interagency relationships and having all major project studies completed for the future making it an easy task to design 3D modeling for public outreach and marketing. Though there are many regional and innovative projects underway that are advancing Dubuque into the future, there is no tool that connects theses innovative ideas and development strategies to the public and private developers on a global scale. The Federal Highway Administration (FHWA) has identified this is a deficiency in our MPO stating there is no tool for the public to view federal projects as they are planned and developed. This tool makes it easier to relate projects and create more efficiency within the visualization system. The FHWA and Federal Transit Administration (FTA) are highly supportive of this type of project. Benefits include: • Provide a competitive tool for economic development. • 360- degree views of the project areas. • A transparency in planning process. • A visual display of all major projects like SW Arterial, East West corridor improvements (roundabouts), Bee Branch project, intermodal facility, Historic Millwork district, US 20 improvements, industrial parks etc. in comparison to their surroundings. • Visualize IBM Smart City concepts for transportation and transit. • Illustrate future improvements to Congressional delegation and staff. • 3D maps can be connected to Location One Information Systems (LOIS). • Promote more public participation as proven in other MPO's. • Attract the public between ages of 19 to 30. • Showcase the city's green and sustainable initiatives. • Highlight tourist attractions. ECIA staff will be responsible for building and maintaining the 3D model for the whole region. Please see the flow chart on the roles and responsibilities of different agencies and staff. Quarterly reports will be done by ECIA staff for the partner agencies and they will be involved in creating goals for the next quarter. I have confirmed with FHWA and IADOT that 3D modeling could be an eligible STP expense. DMATS staff is requesting that the City of Dubuque recommending to the DMATS Policy Committee that r funding for the project over the next two years come from these additional STP funds. The total impact on the DMATS STP balance is $128,000 over the two years. We plan to continue funding the position for the project after the two years funding request through increased PL funding expected in the next transportation reauthorization bill. It appears that such an activity supports the sustainability concept of coordinating economic, social and environmental considerations, and also aligns with the livability concept of coordinating between transportation, housing and environmental preservation. We support and encourage such efforts and anticipate that ideas, such as this, to coordinate development and preservation with transportation decision - making will be more of a requirement in the future. In regards to eligibility for federal reimbursement through the federal transportation funding sources, if the person is hired to do all transportation related, then the entire cost would be eligible for PL. If there are general planning and economic development activities, you will need to pro -rata that position. Both scenarios (whether it would be STP or PL funding) can be a direct cost, since the activity benefits and directly linked to our planning program.
