The time - and - materials fee increase cost of $57,500 will be funded through the Waste Pollution Control Plant Facility Study Capital Improvement Project (CIP 7101837). (MWH) appreciates the opportunity to submit this proposal to provide continuing environmental engineering assistance to the City of Dubuque, Iowa (City) relating to the mercury spill at the City's water pollution control plant site. Because of the rapid response and the evolving nature of the project, the originally authorized budget has been exceeded. Therefore, this proposal is intended to address costs that exceed the originally - authorized budget and provide funds for anticipated future activities. Previous activities conducted by MWH that were beyond the original budget Included analysis of 12 soil samples collected from roll -off containers for disposal charaoterization, and analysis of 81 soil samples for verification of removal of Impacted soil between the trickling filters. The approximate cost of these analyses Is $5,800. Future activities anticipated for this request and the estimated costs include the following: • Discussions and coordination with the Iowa Department of Natural Resources (IDNR) and United States Environmental Protection Agency (EPA) to develop work plans for management of clean trickling filter stone and remedlation of mercury Impacted trickling filter stone. Estimated cost: $2,850. • Evaluation and reporting of results from sampling the excavated soil and the excavation verification samples. Estimated cost: $1,650. • Oversight, sampling, and documentation of the clean rock removal. Anticipated activities Include assisting the remediation contractor In laying out site grids, collecting samples of the trickling filter rock for laboratory analysis to document mercury concentrations, and documenting vapor screening activities. The estimated cost assumes up to 120 hours of an MWH Associate -Level Scientist, travel time and expenses, and equipment. Estimated cost: $28,600. • Collection and analysis of sediment samples from up to four locations downstream of the trickling filters to evaluate the potential of historic mercury releases, and provide documentation of the sampling and results. Estimated cost: $1,900. • Attending up to three meetings at the site, to discuss progress and further develop remedial plans. Estimated cost: $6,600. • Provide regulatory assistance for coordinating disposal of soli and rock, preparing sampling and disposal plans, and review of proposed waste disposal plans prepared by others. Estimated cost: $3,900. • Project management and preparation of a site- specific Health and Safety Plan Addendum for MWH on -slte activities. Estimated cost: $3,800. ■ Other activities, as directed by the City. Estimated cost: $2,500. it Is proposed a budget, not to exceed $57,600, be established for these future activities and services. Work will be conducted on a time - and - Materials basis in accordance with the .October 18, 2010 Consulting Services Agreement (CSA) and MWH's current "Fee Schedule," attached. This proposal Is not Intended to include planning, oversight, or verification sampling for remediation of Impacted trickling filter rock, which will be covered under a separate proposal after the scope of the remedial action is developed and approved. Health & Safety, Field and Construction Equipment will be Invoiced according to MWH AMERICAS, INC.'s standard unit rates. A partial list Is available upon request. Leased and personal vehicle usage will be invoiced as follows (rental vehicles will be charged at actual cost plus 10 %): Automobile $ .55 per mile plus $35.00 per day` Field Vehicle $ .65 per mile plus $35.00 per day' `Adjusted In conjunction with the federal allowable rate. • Associated project expenses, Including telecommunications (equipment, local and long distance charges), facsimile, computer and word processing equipment, first Mass postage, network charges, and in -house reproduction and printing of plans, reports, and other documents (black & white, up to 11x17 inches, up to 6 copies) will be invoiced at $9.75 per total labor hour, in lieu of detailed Invoicing of the specified Items. • A surcharge of fifty (50) percent will be added to hourly rates for expert witness testimony, participation, preparation time, hearings, depositions, etc. Rates for Computer -Aided Design and Drafting equipment, when required, will be Invoiced at the rate of $15.00 per hour. A surcharge for Contractors Pollution Liability Insurance coverage on Remediation/Constructlon activltles will be negotiated for each contract where required. • The above rates are subject to change January 1 of each year. • A service fee will be added to the unpaid balance after 30 days at the rate of eighteen (18) percent per year.
