SUBJECT: Seippel Road Water Main Extension Project
INTRODUCTION: The purpose of this memorandum is to recommend that the City
Council approve the attached resolutions adopting the plans and specifications and
awarding the contract for the water main project along Seippel Road.
DISCUSSION: This project provides for approximately 1,400 feet of 16 inch water
main with accessories to be installed along Seippel Road. This project is a part of a
multiphase master plan in providing water to the far west area of the City for residential
and industrial growth.
Nine bids were received from contractors for this project. The bids were as follows:

Whereas, on the 17t~ day of November, 2003 plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the

Road.
Whereas, notice of hearing on the plans, specifications, form of contract and
estimated cost was published as required by law.

TO THE NORTH 1,400 FEET.
Whereas, the Seippel Road Water Main Extension Project has been budgeted;
and
Whereas, W. C. Stewart Construction, Inc. of Dubuque, Iowa has submitted to
the City an agreement to conduct construction services of this improvement in the
amount of $98,104.38 dollars; and
Whereas. funds have been legally appropriated for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the City Manager is authorized to execute the agreement for construction
services with W. C. Stewart Construction, Inc. of Dubuque, Iowa for the construction of
approximately 1,400 feet of 16 inch ductile iron water pipe with accessories along
Seippel Road in the amount of $98.104.38.

INTRODUCTION: The purpose of this memorandum is to inform you that the plans
and specifications have been completed and received from IIW Engineering of
Dubuque. Iowa for the installation of approximately 1,400 feet of 16 inch ductile iron
water main along Seippel Road, North of Chavenelle Drive with accessories.
DISCUSSION: This project provides for the installation of approximately 1,400 feet of
16 inch ductile iron water main along the Seippel Road starting at the bridge and
proceeding north, 1,400 feet. This is part of a multi-phase master plan in providing
water for residential (Callahan's subdivision) and industrial growth to the far west area
of the community.
The monies budgeted for the installation services for this water main project is from the
FY '04 Budget and is in the estimated cost of $95,600 dollars.

Whereas, the City Council of the City of Dubuque, Iowa has given it preliminary
approval on the proposed plans, specifications, and form of contract and placed same
on file in the office of the City Clerk for public inspection of the construction of
approximately 1,400 feet of 16" ductile iron water main along Seippel Road with
accessories.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That on the 15th day of December, 2003 a public hearing will be held at 6:30 p.m.
in the Public Library Auditorium at which time interested persons may appear and be
herd for or against the proposed plans and specifications, form of contract and cost of
said improvement, and the City Clerk be and is hereby directed to cause a notice of
time and place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be not less than four days
nor more than twenty days prior to the day fixed for this consideration. At the hearing,
any interested person may appear and file objections to the proposed plans,
specifications, contract, or estimated cost of the improvement.

Section 1. That the installation of approximately 1,400 feet of 16 inch ductile
iron water main along Seippel Road 1,400 feet of 6 inch ductile iron with accessories is
hereby ordered to be advertised for bids for construction.
Section 2. That the amount of the security to accompany each bid shall be in
amount which shall conform to the provisions of the notice to bidders hereby approved
as part of the plans and specifications heretofore adopted.
Section 3. That the City Clerk is hereby directed to advertise for bids for the
construction of the improvement herein provided to be published in a newspaper having
general circulation in the City of Dubuque, Iowa, which notice shall not be less than four
days nor more than twenty days prior to the receipt of said bids at 2:00 p.m. on the 4th
day of December, 2003. Bids shall be opened and read by the City Clerk at said time
and will be submitted to the Council for the final action at 6:30 p.m. on the 15th day of
December, 2003.

Dear Bob:
Bids for the Seippel Road Water Main Extension 2003 project were opened and read at 2:00
p.m. on December 4, 2003. Nine (9) bids were received for this project. A tabulation of the
bids received is enclosed.
The low bid was submitted by W.C. Stewart Construction, Inc., P.O. Box 1174, Dubuque,
Iowa 52004-1174 in the mount of $98,104.38. Stewart Construction has the experience,
workforce and eqmpment to properly complete this project. Therefore, we recommend
award of the Seippel Road Water Main Extension 2003 project to W.C. Stewart
Construction, Inc. in the amount of $98,104.38.
The enghneer's estimate for this project was $95,466.00. The low bid of $98,104.38 is
$2,638.38 or 2.76% above the engineer's estimate.
