SUBJECT: Two-Hour Parking Along Jackson Street
A request was received from Bob Felderman, realtor for property owners, for the
designation of two-hour parking in front of 1365-1367 Jackson Street.
The 1300 block of Jackson Street is zoned' C-4, which allows for a mix of commercial
and residential useS. Currently, this block is pdmadly residential with the exception of
the properties Mr. Felderman has listed and the building to the north. The City has
been contacted in the past by residents in the area concerning the lack of parking near
their homes.
City staff surveyed the area nine times between October 6 and October 21 and found
that at no time were all the available parking spaces in front of the properties utilized.
Without parking meters, two-hour parking is extremely difficult and time-consuming to
enforce.
Based on the number of parking spaces available on East 14~h Street and the negative
impact a two-hour time designation would have on the remaining portions of Jackson
and other side streets, Public Works Director Mike Koch is not recommending the
adoption of an ordinance for two-hour parking in the requested area.
I concur with the recommendation and respectfully request Mayor and City Council
concurrence.

Two-Hour Parking Along Jackson Street
INTRODUCTION
This is in response to a request from Bob Felderman, realtor for property owners,
for the designation of two-hour parking in front of 1365-1367 Jackson Street.
BACKGROUND
The 1300 block of Jackson Street is zoned C-4, which allows for a mix of
commercial and residential uses. Currently, this block is primarily residential with
the exception of the properties Mr. Felderman has listed and the building to the
north.
The west side of the street is designated as a bus-parking zone for approximately
35 feet south of East 14~ Street. Parking is available for four vehicles between
the bus parking zone and the first driveway to the south. This area includes the
addresses referred to above. The south side of East 14th Street west of Jackson
Street is posted for two-hour parking and can accommodate four vehicles. (See
attached map.)
DISCUSSION
The City has been contacted in the past by residents in the area concerning the
lack of parking near their homes. In each case they were informed of the
Residential Parking Permit District Program and encouraged to submit a petition
to request the designation. A petition has never been received for this block of
Jackson Street. However, the City is aware of the competition between residents
and area workers for parking in this area.
While designating this section of Jackson as two-hour parking could benefit the
businesses at these addresses, there is concern that the vehicles that are
currently utilizing these spaces would move into an already crowded
neighborhood.

At no time were all of the available parking spaces in front of the properties
utilized. In addition, as shown by the survey, several parking spaces were
available around the corner on East 14t~ Street. The Police Department has
monitored the area and concurs that spaces are available on East 14th Street.
They also share the concern that adding two-hour parking on Jackson would
tend to put more strain on the already-congested residential parking conditions.
RECOMMENDATION
Based on the number of parking spaces available on East 14th Street and the
negative impact a two-hour time designation would have on the remaining
portions of Jackson and other side streets, I do not recommend the adoption of
an ordinance for two-hour parking in the requested area.
ACTION TO BE TAKEN
The City Council is requested to deny the petition for the two-hour parking zone
in front of 1365-1367 Jackson Street,

This is in response to your request for the designation of two-hour parking in front

The west side of the street is designated as a bus stop for approximately 35 feet
south of East 14th Street. Parking is available on the balance of the west side of
East 14th Street for four vehicles between the bus stop and the first ddveway to
the south. This area includes the addresses referred to above. The south side
of East 14th Street west of Jackson Street is currently posted for two-hour parking
and can accommodate four vehicles. There are no parking restrictions on the
east side of Jackson, which consists of all residential properties. (See attached
map.)

Based on the number of parking spaces available on Jackson Street itself and
East 14t~ Street, compounded by the negative impact a two-hour time
designation would have on the remaining area, I cannot recommend approval of
your request to the City Manager or the City Council.
This matter is anticipated to be presented to the City Council on December 15,
2003 with the above recommendation. Please feel free to contact me if you have
