Minutes Housing Trust F 12 4 03MINUTES OF THE HOUSING COMMISSION TRUST FUND COMMITTEE DATE: TIME: PLACE: December 4, 2003 7:30 a.m. Housing and Community Development Department 1805 Central Avenue, Dubuque IA 52001 Chairperson Jim Holz called the meeting to order at 7:35 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Jim Holz Harry Neustadt Doris Hingtgen Char Eddy John Walsh Staff Present: David Harris Jean Noel Joleen Patterson Public Present: Christine Olson Certification of Minutes: 30 October, 2003 Trust Fund Committee Meeting Char Eddy moved to approve the 30 October, 2003 Housing Trust Fund meeting minutes. Harry Neustadt seconded. Roll Call. All present in favor. Motion passed. Correspondence I Public Input None Old Business State Housing Trust Fund David stated that the amendment to Chapter 26 of the Code of Ordinances, authorizing the Housing Trust Fund Committee to direct use of funds received from the Iowa Finance Authority's Local Housing Trust Fund and Project-Based Housing Programs was approved by the City Council. Review of Applications for Trust Fund Assistance David updated the Committee on the three applicants eligible for the State Housing Trust Fund Assistance grant in the amount of $100,000. He stated that Scott Potter [Davis Place) had withdrawn his application with the City and plans on applying to the State on his own. David also advised the Committee that Joan Blackmon (Metro Area Housing Partnership - MAHP) from Waterloo has stated that due to an excessive amount of on-going projects at this time, they are unable to apply to iDED, in a timely manner, for HOME Program funds to subsidize the purchase cost of homes according to their proposal. The Committee therefore agreed to select the Four Oaks-Four Mounds-HEART Partnership project for the application to the State Housing Trust Fund through the Iowa Finance Authority. The IFA application deadline is December 15, with an award date the first week in February,. Doris Hingtgen moved to forward the Four Oaks-Four Mounds-HEART proposal to the Iowa Finance Authority.
