Minutes Long Range 11 19 03PRESENT: ABSENT: MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, November 19, 2003 7:00 P.M. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa Chairperson Dave Rusk; Commissioners Mary Lynn Neumeister~Rick Stein, Floyd Schneider, Charles Winterwood and Mike Portzen; Sta~mber Beth Conlon. CALL TO ORDER: The meeting was called to order at 7:02 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Neumeister, seconded by Stein, to approve the minutes of August 20, 2003, as submitted. Motion carried unanimously. ACTION ITEM: Joint City/County Frin,qe Area Policy Agreement: Commissioner Neumeister reported that the Joint City/County Fringe Area Policy Agreement had been finalized, and should be forwarded by the Commission to the December Ist City Council meeting for ~proval. Motion by Schneider, seconded by Stein, to approve the agreement and forward it to City Council for the December 1~ meeting. Motion carried unanimously. LIAISON/SUBCOMMITTEE REPORTS Downtown Plannin,q Committee: Chairperson Rusk reported on the Downtown Planning Committee's progress for finalization of the Downtown Master Plan. He commented that the final plan would be distributed to the Long Range Planning Advisory Commission for approval at a public hearing on January 21~ , 2004. Chairperson Rusk added that the Letand Consulting Group would present the final plan at the City Council publichearing on February 2, 2004 for adoption. He commented that there would be a public display of the plan at the public library between January 5th and February 2, 2004. Discussion followed. Enterprise Zone Commission: There was no activity and no report. Bee Branch Stormwater Committee: Commissioner Winterwood reported that the Bee Branch Storrnwater Committee had met, and will be meeting again on the first Thursday in December to discuss and adopt the drainage ditch concept, The Committee will be asking Minutes - Long Range Planning Advisory Commission November 19, 2003 Page 2 for public input by phone, mail survey and/or public meetings. Commission members discussed possible alignments for the storm sewer project. Commissioner Portzen said he would like a moratorium on zoning changes until the Bee Branch Storrnwater Committee chooses the alignment possibilities. ITEMS FROM THE COMMISSION: Chairperson Rusk questioned the status for hiring of the zoning consultant. Staff Member Conlon said she would refer the question to Planning Services Manager Laura Carstens. There was a brief discussion regarding the Ball Park project.
