PARK AND RECREATION COMMISSION MEETING
Tuesday, December 9, 2003
4:30 p.m., in the Second Floor Boardroom, Carnegie-Stout Public Library
Tom Blocklinger, Kim Daykin, Chuck Duggan, Paul Hoffmann and Gary
Harjehausen
Karen Lyness and Tom Schrobilgen
Staff present: Gil Spence, John Hail and Eileen Trimble
It was moved by Blocklinger, seconded by Harjehausen, to approve the
minutes of the November 12, 2003 meeting. The motion passed unanimously.
Leisure Services Manager Gil Spence informed commissioners that the
concrete was in place for the inline hockey rink at Allison-Henderson. The
dasher boards are to be delivered Wednesday and then installed over the next
three days. The rink is for drop-in use only - as of now there is no organized
league planned. The rink will be flooded after January 1st (weather permitting)
for outdoor ice skating. The cost for the project was $85,000 for the concrete
and $45,000 for the boards and goals.
The City Manager and City Council are proposing no property tax increase for
FY 2005. They will move more DRA funds into the operating budget and cut
back on equipment pumhases. There is no word on the CIP budget yet; the
court case is still pending, so all projects are frozen at this time.
Park Division Manager John Hail told commissioners that the division is all
ready for the snow - all equipment has been switched over. A new small utility
tractor that was purchased for use primarily at Veterans' Park has attachments
for brush/broom, which will help with snow removal at Port of Dubuque and Ice
Harbor.
Recreation Division Manager Pat Prevenas was on vacation, so Manager
Spence informed commissioners: · winter/spring brochure will be available
January 2nd; · Bunker Hill building has been broken into four times in the last
two weeks - all over the building. The first time robbers got about $200 but no
money after that; · number 16 green was vandalized - cut protective cover
and carved obscenities on the green.
It was moved by HoWl'mann, seconded by Blocklinger, that the meeting be
adjourned at 4:45 p.m. The motion passed unanimously.
