Buol, Connors, Markham, Michalski, Nicholson, City_ Manager Van Milligen, Cor- poration Counsel Lindahl. Absent: Mayor Duggan Mayor Pro-Tem Cline read the call and stated this is a Special Session of the City Council called for the purpose of discussing the Fiscal Year 2004 Oper. ating Budget. Discussion on depart- ments in the following order: Airport, Building Services, Cable TV, City, Clerk, City Council, City Manager's Office, Civic, Center, Economic Devel- opment, Emergency Com- munication, Emergency` Management, Engineering, Finance, Fire, Health, Housing/Corhmunity, Development, Human Rights, Information Ser-• vices, Legal, Library, Oper- ations and Maintenance„ Parking System, Parks, Planning Services, Police,. Purchase of Services, Recreation, Transit, Water Plant, Water Pollution Con- trol Plant. In response to a question, staff explained that "sea- sonal employees" are used in various departments when additional help is needed for a limited• amount of time (i.e., yard waste collection, life guards). It was also explained that "enterprise funds" (i.e., water, parking) are those departments that are 100% self-supporting. Council Member Markharn requested that Council be provided with a. sheet for each department / division detailing the amount of property tax support, federal assis- tance, etc. the department receives. Council commended staff on the amount of work that, is done and questioned whether there was suffi- cient staff support for all of the projects being under, taken. Consensus was reached that at the next regular City Council meeting there would be a discussion of what the Council expected - for Fiscal Year 2005 departmental budget pre- sentations.
