Discussion
The applicant spoke in favor of the request, indicating that the plat will allow development
of an additional single-family home.
Staff reviewed the previous platting of the property and surrounding land use.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the subdivision ~yill
not adversely impact adjacent property.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is ne~ed for the City Council to approve the request.

SUBJECT: Final Plat of Lots I thru 6 of Quality Place and the subdivision of Lots 1, 3
and 4 of Quality Place
INTRODUCTION
The submitted final plat reconfigures five existing lots into seven new lots. The entire
subdivision is within an R-1 Single-Family Residential zoning district, and the lots have
frontage along either Shiras Avenue or the platted but unimproved Lucretia Street.
DISCUSSION
The proposed subdivision reconfigures three existing lots with frontage along Shiras
Avenue, which vary from 210 feet to 310 feet in depth, into four uniform lots with 66 feet
of frontage and 100 feet of depth. Lot 2 of Quality Place will remain unchanged with 77
feet of frontage along Shiras Avenue and 210 feet of depth. The rear portions of Lots 3,
4, 5 and 6 are very steep and difficult to develop and will be consolidated with Lot 2. Lot
2 is a large approximately five acre flag-shaped lot with 60 feet of frontage along Shiras
and approximately 650 feet of frontage along the platted, but unimproved, Lucretia
Street. Lot 1, which is approximately a two-acre lot, will be subdivided from the back
portion of Lot 2, and will have 225 feet of frontage along the platted but unimproved
Lucretia Street. Primary access to this lot will be obtained from a 60-foot wide utility and
access easement along the flagpole portion of Lot 2, which has 60 feet of frontage
along Shiras Avenue.
This subdivision represents the addition of two new building lots and a reduction in size
of five existing lots. Lot 6 with 66-feet of frontage along Shiras Avenue and 100 feet of
depth and Lot 1 that lies at the north end of the property on top of the hill are the two
additional building lots.
There is a house under construction on Lot 2 and a driveway access has been graded
but not paved. An extension of this driveway access along the 60-foot wide utility
easement will serve as access for Lot 1. The applicant was granted a special exception
from the Zoning Board of Adjustment to build a residence on Lot 2 in excess of 50 feet
from the nearest frontage. Although Lot 1 has frontage along platted Lucretia Street, a

special exception may be necessary if the residence is built in excess of 50 feet from
the frontage.
There are currently no sidewalks along any of the lots.
RECOMMENDATION
All seven lots meet the minimum standards for lot area and frontage and Staff
recommends that the Zoning Advisory Commission approve the submitted plat.

RESOLUTION APPROVING THE FINAL PLAT OF LOTS 1 THRU 6 QUALITY
PLACE NO. 3 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Lots 1 thru 6 of
Quality Place No. 3 in the City of Dubuque, Iowa; and
Whereas, said Final Plat has b~en reviewed by the Zoning Advisory
Commission and had their approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
DUBUQUE, IOWA:
Section !. That the Final Plat of Lots 1 thru 6 of Quality Place No. 3. is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said Final Plat.
