We have received a request from your agency for an amendment to the terms of the above mentioned
agreement. The Department has reviewed that request and approved the revision and the agreement
is hereby amended as follows:

Dear Ms. Beals,
The City of Dubuque has a $25,000 Community Development Fund grant agreement
with the Iowa Department of Economic Development for the creation of the Dubuque
Downtown Dubuque Master Plan.
The City of Dubuque would like to extend our completion date from November 30. 2003
to June 30, 2004, to allow sufficient time to complete final revisions to the plan and to
solicit public input.
