City Engineer Gus Psihoyos is recommending acceptance of the Historic Shot Tower
Rehabilitation Project — Phase 1, as completed by Klauer Construction Company, in the
final contract amount of $642,238, which is a 23.4% increase from the original contract
in the amount of $520,400.
The Historic Shot Tower Rehabilitation Project was a very unique and challenging
project with numerous unknown conditions that existed within the historic structure and
such conditions were not uncovered until restoration work began. The most significant
deterioration was found in the upper level interior brick masonry which was most likely
severely damaged by the intense heat generated as a result of the 1911 fire. The
interior brick masonry had significant loss in integrity and thus structural sufficiency was
questioned. As a result, the interior brick masonry was not salvageable; and after
extensive consultation with the National Park Service and the State of Iowa Historical
Preservation Office, the decision was made to completely remove and replace one
wythe (layer) of interior brick masonry at a net cost increase of approximately $96,148.
Additional improvements were made to install hoisting beams and cables in the roof
structure which will allow for future interior access and maintenance to the tower when
needed. The additional cost for the hoist/cable system was $9,736.
An additional cost was also incurred to clean the exterior brick and stone masonry.
When restoration repairs were completed on the exterior brick and stone, it was
extremely apparent and visible where the newer repairs occurred. The decision was
made to lightly clean the exterior brick and stone masonry so that the exterior facade
had a more uniform, blended appearance. The cost to clean the exterior brick and
stone masonry was $9,030.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution provides for the acceptance of the construction contract for the
Historic Shot Tower Rehabilitation Project - Phase I.
Constructed in 1856 to manufacture lead shot ammunition, the Shot Tower is one of
only a few remaining shot towers in the United States, and the only one west of the
Mississippi River. As a unique structure of national significance (National Register of
Historic Places), it was recommended that the City stabilize and rehabilitate the Shot
Tower.
The City committed $320,000 for the rehabilitation and interpretation of the Shot Tower
as part of the America's River project at the Port of Dubuque. The City commitment
was used to leverage a $295,000 Save America's Treasures grant from the National
Park Service (NPS) and a $100,000 Historic Sites Preservation Grant from the State
Historical Society of Iowa (SHSI) for the stabilization and rehabilitation of the Shot
Tower.
The Historic Shot Tower Rehabilitation Project was developed as a three -phase project:
Phase I - stabilization and rehabilitation; Phase II - full- height, spiral interior stair and
handrails; and Phase III - observation deck enclosure and interpretation of the tower.
The Phase I project involved the: repair and restoration of the interior and exterior
limestone and brick masonry surfaces; the removal and replacement of the existing
concrete cap with a temporary wood roof and hatch; the addition of interior and exterior
lighting and electrical improvements; and the installation of new wood window, louver,
and entry door construction. The electrical improvements included the installation of a
photo voltaic solar panel system which reduces the net costs to light the historic
structure.
The future Phase II and Phase III improvements will be deferred until additional funding
can be secured to develop the interior stair and the roof top observation deck enclosure.
DISCUSSION

I recommend that the City Council accept the improvements and establish the final
contract at $642,238.00.

AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Historic Shot Tower
Rehabilitation Project — Phase I (the Project) has been completed and the City Engineer
has examined the work and filed a certificate stating that the Project has been
completed according to the terms of the Public Improvement Contract and that the City
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the HDRP Grant ($15,500; CIP 1001854), Save America's Treasures Grant ($295,000;
CIP 7001854), Historic Sites Preservation Grant ($100,000; CIP 1001854), Historic
District Public Improvement Project ($100,000; CIP 1001854), Shot Tower Restoration
General Fund ($116,738; CIP 7001854), Shot Tower Restoration General Fund
($15,000; CIP 1001854) appropriations for the contract amount of $642,238.00 less any
retained percentage provided for therein as provided in Iowa Code chapter 573, and to
pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
