The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the property to be subdivided and
that the subject Plat of Survey facilitates the platting of the Wild Rose Estates Subdivision.
Staff reviewed the submitted Plat of Survey, noting that both Lot 1 and Lot 2 are
substandard in terms of lot frontage, and this will require a waiver. He noted that these 33-
foot wide lots will serve as future roadway access, and therefore, staff recommends
approval.
There were no public comments.
The Zoning Advisory Commission discussed the request, and had no objection to the
submitted Plat of Survey.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving the lot frontage requirements for Lots 1 and 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey Wild Rose Place is located south of Middle Road
approximately one -half mile east of Sundown Road (Country Road Y21) and
approximately 1.5 miles west of Seippel Road. The submitted Plat of Survey is located
within two miles of the City of Dubuque and is being jointly reviewed by both the City
and County of Dubuque.
DISCUSSION
The submitted Plat of Survey of Wild Rose Place resubdivides four existing parcels into
two lots. The Plat of Survey is intended to be an initial step in the final platting of Wild
Rose Estates Subdivision.
The Zoning Advisory Commission reviewed the preliminary plat of Wild Rose Estates in
May 2010. The Zoning Advisory Commission recommended approval of that
subdivision. The submitted Plat of Survey does require that the lot frontage for Lots 1
and 2 be waived as there is only 33 feet of lot frontage for each lot on Middle Road.
Planning staff does not object to the waiving of lot frontage in this case as noted
previously, this is an interim platting step prior to the final plat being submitted for review
and approval through the City and County of Dubuque.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the submitted
Plat of Survey of Wild Rose Place and recommend approval of the Plat of Survey
subject to waiving lot frontage requirements for Lots 1 and 2.

RESOLUTION APPROVING THE PLAT OF SURVEY OF WILD ROSE PLACE IN
DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk the Plat of Survey of Wild Rose Place
in Dubuque County; and
Whereas, said plat provides 33 feet of frontage for Lot 1 and Lot 2, where 50 feet is
required by Section 16- 16 -14(B) of the Subdivision Regulations; and
Whereas, said plat has been examined by the Zoning Advisory Commission and had its
approval endorsed thereon; and
Whereas, said plat has been examined by the City Council and they find that it conforms
to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and Improvement
Standards of the Subdivision Regulations, except for Section 16- 16- 14(B), Blocks and Lots.
Section 2. That Section 16- 16 -14(B) of the Subdivision Regulations is waived to
allow Lot 1 and Lot 2 to have 33 feet of frontage, where 50 feet is required.
Section 3. That the Plat of Survey of Wild Rose Place in Dubuque County, is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa upon said final plat.
