On December 7, 2010, responses were received from a Request for Proposals to
design two parking Tots in the Historic Millwork District.
Parking System Supervisor Tim Horsfield is recommending the selection of MSA
Professional Services in the amount of $57,230.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject: Historic Millwork District Parking Lot Design Firm Selection
Introduction
On December 7 2010, responses were received by six firms in response to a Request for
Proposal to design two parking lots in the Historic Millwork District. This memo will provide
information on those bids, the selection committee and also a recommendation of a firm to
perform the work.
Discussion
In early November, the City Council approved the distribution of an RFP for the design of two
parking areas in the Historic Millwork District. The responses were due in the City Clerk's
office on December 7 We received responses from IIW Engineers and Surveyors, Vedi
Associates, Veenstra & Kimm Inc., WHKS & Co., DAAR Engineering Inc., and MSA
Professional Services.
On Friday, December 10 a review committee, namely Dan McDonald (GDDC), Dan
LoBianco (Dubuque Main Street), John Gronen (Gronen Properties), Tim McNamara
(Investor), Robert Johnson (Investor), Marie Ware (Leisure Services), Aaron DeJong
(Economic Development), Laura Carstens (Planning Services), Jon Dienst (Engineering), and
Jason Hartman (Budget Office).
The committee reviewed all submittals per information in the RFP. Subsequently, pricing was
opened with the following results.

After reviewing all submittals and costs associated with those submittals, it was the
unanimous decision of the committee to recommend to you and with your approval, to the
City Council that the contract be awarded to MSA Professional Services.

Whereas, responses to the Historic Millwork District Parking Lot Design
Request for Proposal design were received on the 7 Day of December, 2010. It
has been determined that the proposal submitted by MSA Professional Services
in the amount of $ 57,300.00 is to be accepted for the work as provided in the
Request for Proposal as approved by the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above be awarded to MSA Professional Services, and the
City Manager be and is hereby directed to execute a contract on behalf of the City
of Dubuque for the completion of the work.
