A Laborer position at the Dubuque Metropolitan Area Solid Waste Agency is vacant due
to a retirement. Public Works Director Don Vogt and I have revised the job description
to more closely resemble the duties of this position. Don and I recommend that the
position be re- titled Scale Operator. It would be compensated at the Laborer rate of
pay, which is $19.01 to $21.35 per hour.
The requested action is for the City Council to approve a motion eliminating one Laborer
position in the Public Works Department and creating one Scale Operator Position.
SCALE OPERATOR
GENERAL STATEMENT OF DUTIES: Under supervision, performs clerical, cashiering,
customer service and maintenance work at the Dubuque Metropolitan Area Solid Waste
Agency's Landfill; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS: Performs clerical, cashiering and
customer service work related to the landfill scale operation; operates the Agency's
Household Hazardous Materials Regional Collection Center (HHMRCC); performs site
maintenance; and monitors the proper disposal of refuse and recyclables. The work is
performed according to general or specific instructions from the supervisor who reviews
work while in progress and on completion.
EXAMPLES OF WORK (ILLUSTRATIVE ONLY):
ESSENTIAL: Operates and maintains scale computers and remote scale devices;
identifies permit types and verifies solid and special waste authorization tickets; collects .
fees and issues receipts; reconciles cash and receipts on a daily basis; explains
Agency policies and procedures; performs bookkeeping functions; requisitions supplies;
prepares purchase orders; prepares statistical data and deposits; maintains files and
records; opens and closes the scale house; operates the Agency's Household
Hazardous Materials Regional Collection Center; answers the telephone and provides
landfill information to the public; responds to customer questions in a prompt and
courteous manner; operates a calculator, computer, copier and related office
equipment; maintains files; prepares statistical data and reports; cleans Agency
buildings and vehicles; performs compliance spotting and waste screening duties;
directs traffic to disposal and processing sites; mends and builds fences for debris and
erosion control; performs litter control and operates litter abatement equipment; assists
with ground maintenance, including seeding, weed control and mowing.
KNOWLEDGE, SKILLS AND ABILITIES:
ESSENTIAL: Knowledge of modern office practices; knowledge of basic accounts
receivable and accounting principles; knowledge of material disposal regulations;
knowledge of the occupational hazards and necessary safety precautions related to the
activities.of the landfill; knowledge of the operation of trucks and other equipment related to
the operation of the landfill; ability to perform detailed work involving written and numeric
data and to make arithmetic calculations rapidly and accurately; ability to rapidly enter data
into a computer; ability to understand and carry out complex oral and written instructions;
ability to establish and maintain effective working relationships with employees and the
public; ability to communicate clearly, both orally and in writing; ability to meet the public
courteously and to obtain and give information; ability to handle a variety of tasks without
close supervision; ability to perform light to medium manual labor; skill in the use and
operation of a calculator and computer; skill in the use of word processing and spreadsheet
software applications; skill in the use of landfill scale computer software; skill in the use and
care of equipment and tools used in maintenance activities at the landfill; excellent
customer service skills; demonstrated ability to follow a management philosophy that is
input oriented and values problem solving and the development of partnerships;
demonstrated ability to work effectively as a member of a team; desire to be part of an
organization that values service, people, integrity, responsibility, innovation and team work.
ACCEPTABLE EXPERIENCE AND TRAINING: Considerable experience in book
keeping, accounting, general office work and customer service and possession of a high
school diploma or its equivalent supplemented by advanced coursework in accounting or
business practices; or any equivalent combination of experience and training which
provides the essential knowledge, skills and abilities.
SPECIAL REQUIREMENTS: Possession of ability to obtain and maintain a valid Iowa
Drivers License; possession of or ability to obtain and maintain an OSHA - compliant
Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within
twelve months after employment.
