The city has a long- standing partnership with HEART Corps and has benefitted from the skilled youth that have graduated from this program. Included in the City of Dubuque's Management Agenda are 2 Top priorities — Workforce Housing and Revitalization of the Washington Neighborhood. Expanding HEART through the creation of HEART YouthBuild will expand our community's ability to implement these priorities by creating avenues to provide quality affordable housing to underserved populations. As a program partner, we agree to: • Provide a city representative to serve on the executive board up to 12 hours a year; • Provide project and training support through our Housing & Community Development Department (see separate letter) • Provide a Park & Ride option at the Port of Dubuque to allow participants and staff park in the surface lots at the Port of Dubuque and ride the free shuttle to NICC at Town Clock Plaza, for 25 spaces this equates to a value of $10,500 /year. Service People Integrity Responsibility Innovation Teamwork HEART YouthBuild continues the HEART agenda of rebuilding our community and rebuilding the lives of young people. HEART YouthBuild expands our efforts by reaching an entirely new, at -risk population of young adults and provides them with a comprehensive approach to relevant education, skills training, and supportive service - both during and after the program ends. HEART program participants provide a valuable community service in the restoration of single family homes acquired by the city of Dubuque, which are then sold to low- income families. This endeavor helps the city of Dubuque implement its top goal of becoming a sustainable city. We're excited to expand this successful program with the creation of HEART YouthBuild. Thank you for your consideration, Michael C. Van Milligen City Manager
