Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities to the City of
Dubuque for up to $8,600 for the motion - controlled camera dolly component of the
camBlock time lapse system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY11 with $163,759. Quarterly
payments and interest on the account have added $59,916. Two other quarterly payments of
approximately $50,000 each are expected later this fiscal year. Currently there is a balance to
be awarded of $65,303.
At its meeting yesterday, the commission approved a request from the City of Dubuque for up to
$8,600 for the motion - controlled camera dolly component of the camBlock time lapse system.
This system facilitates the recording of compelling video to be used extensively on CityChannel
8. The application for this request is attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.
