BACKGROUND In February 2009, the American Recovery and Reinvestment Act was passed to provide economic stimulus to communities across the United States. City staff coordinated efforts to secure funding based on formula allocations and competitive grants and collaborated with key community partners to secure funding to complete a variety of projects throughout the community. In addition to the reports required for each grant source, the City has provided periodic updates to the federal government regarding the spending of ARRA funds and the impact those funds have had on the community. DISCUSSION The City of Dubuque has secured $10.6 million in ARRA funding since February 2009. Additionally, $16.8 million has been secured by key City partners. Please note that the attached documents also include significant State of Iowa grant applications. Some of the ARRA grants were disbursed through State of Iowa programs. The City has also leveraged these funds to secure an additional $12.1 million in non -ARRA funding for key City priorities. Please see the attached documents that track grants submitted by City staff, grants successfully achieved and grant applications that were unsuccessful. Additional ARRA funding has been received by public, private and non - profit organizations and individuals throughout Dubuque County. Several national websites exist to track the spending of these funds. Pro Publica is an independent, non - profit newsroom that produces investigative journalism on a variety of topics. In their attached summary, they report that $43.2 million in ARRA funds have been dispersed in Dubuque County. In addition to the City and partner funds listed above, this amount includes Small Business Administration, low income housing and farm operation loans, funds to Dubuque colleges, US Army Corps of Engineering funds, and funds received by other cities in Dubuque County, among other items. It should be noted that while this website is helpful in identifying other funding sources, City staff identified several discrepancies between Pro Publica's reports and our grant tracking system including double reporting of grants and errors in total grant amount. City staff continues to work to secure grants that will support the priorities established by the Mayor and City Council. Staff also monitors new grant programs of the Administration which support the Mayor and Council priorities including the Green and Healthy Homes initiative and the Livable Communities' initiative. REQUESTED ACTION No action is requested; this memo and the attached documents are provided for information purposes only. We will continue to share this accounting with you as developments arise. American Recovery and Reinvestment Act (ARRA) Community Impacts The City of Dubuque and its partners have aggressively pursued ARRA and related state and federal funding in a coordinated manner since February 2009. The Mayor and Council authorized the hiring of a Stimulus Coordinator, who has worked since then with all city departments and the City's public, private and non - profit partners to take advantage of the unprecedented opportunities. To date, the City has secured $10.6 million in ARRA funds. Additionally, the City collaborates with local partners on several projects key to the continued sustainability of the tri -state region. Specifically, an additional $16.8 million has been received by these key City partners: • Dubuque Community School District: $8.8 million • Dubuque Metropolitan Area Transit Study (SW Arterial): $2.9 million • Operation New View (Weatherization): $3.1 million • East Central Intergovernmental Association (Green Jobs Training): $2.1 million The City and its partners are appreciative for these ARRA funds, totaling $27.4 million. These funds have leveraged a tremendous investment from local and state government as well as private businesses and non - profits. Notably, below you will find information on $10.6 million in additional federal and state grant funding that leverages ARRA funding and is being used to create jobs and improve the sustainability of Dubuque. A Strategy for Sustainability In 2006, the Mayor and City Council designated becoming a Sustainable City as one of its top priorities. The community came together to define its vision of what sustainability means: "Dubuque is viable, livable, and equitable community. We embrace economic prosperity, social /cultural vibrancy and environmental integrity to create a sustainable legacy for generations to come." Eleven key Sustainability Principles (see below) guide our efforts to achieve this vision. The City and its partners have used this holistic vision to guide their ARRA efforts. Each project funded with ARRA dollars addresses all three components of Dubuque's sustainability vision. ARRA dollars have leveraged City and partner investments to create jobs, increase energy independence and efficiency, create education opportunities for the community, and improve the overall quality of life for our citizens especially in the areas of health and education. Environmental Integrity City projects underway that take advantage of ARRA funds address the Sustainability Principles of Clean Water, Healthy Air and Native Plants and Animals. Complete Streets in the Historic Millwork District The City was pleased to accept a US Department of Transportation TIGER grant in the amount of $5,600,000 to completely reconstruct the street infrastructure of the Historic Millwork District using complete streets principles. The project will create approximately 62 construction jobs, and when completed incorporate permeable pavers, LED street lighting, bike lanes and racks, pedestrian - friendly intersections, and public transit stops. The completion of public infrastructure is integral in supporting the private investment of over $200 million to redevelop the District, which will include hundreds of mixed - income housing units and 300,000 sq ft of retail and office space, which will house hundreds of new jobs. The City received the final executed copy of the TIGER contract with the Federal Highway Administration for the work in the District on September 24, 2010. The anticipated schedule for the project includes awarding a contract in December 2010. Construction will begin in early 2011 and construction will be complete in November 2012. Weatherization Program The City relies on Operation New View, a local non - profit to conduct a weatherization program to serve the region's low- and moderate - income households. $3.1 million from the US Department of Energy will help weatherize the homes 1,200 families in Dubuque, Delaware and Jackson counties — triple the amount ONV typically serves in a three -year period. This will increase energy efficiency and significantly decrease utility costs for these families over the next three years. The average cost savings to the homeowner is between 30 -40 %. ONV has directly hired five additional auditors, and estimates that the expansion in weatherization funds has created over 20 construction jobs in the private sector. Smart Water Meters $1 million was secured through the Iowa Department of Natural Resources State Revolving Fund, which received an allocation of federal ARRA funding. This money will assist in financing the replacement of approximately 23,000 residential and commercial water meters in the City of Dubuque. The meters will be fitted with an Unmetered Flow Reduction (UFR) device which will monitor water used that was previously immeasurable. It is the City's belief that this increased access to knowledge will cause consumers to change their use habits, and that the project has the potential to decrease the City's annual water production energy costs by 14 %. To date, half of the meters have been installed and upon the project's completion 22,800 meters will be installed in households and businesses in Dubuque, Iowa. State law requires that licensed plumbers install new radio read water meters and low flow UFRs. In implementing the water meter project, 10 jobs were directly created at Dubuque manufacturer AY McDonald, with an additional 200 being indirectly supported. Northern Water Works, who is installing the new meters in every home in Dubuque, has hired 14 local employees to complete their work. An unknown number of plumbers have also received economic stimulus as leaks have been identified and the City provides a rebate program to assist residents in fixing the leaks. The Smarter Water project is one component of Smarter Sustainable Dubuque, a partnership with IBM to make Dubuque the first Smarter City in North America. In partnership with local businesses and utility providers, the City and IBM are giving residents access to increased near real -time data through smart metering in the energy consumption areas of electricity, water, natural gas and vehicle miles traveled (VMT). By giving residents access to this near real -time data and engaging the community in a conversation about sustainability via the non - profit Dubuque 2.0, facilitated in a joint effort with the Dubuque Area Chamber of Commerce and Community Foundation of Greater Dubuque, this project will help Dubuque residents to save energy, save money, and reduce their carbon footprint while creating local green jobs and identifying opportunities to improve the health of the community. Dubuque's leadership in the Smarter Water project, with the assistance from ARRA funds noted above, has leveraged $1.4 million in Iowa Power Fund funding and private funding from Alliant Energy to complete the electricity "silo" of the Smarter City project. Nine City and Dubuque 2.0 staff are directly or indirectly supporting this project. In September, the water meter pilot households received access to the Smarter City dashboard, providing them with near real -time information to identify their water usage patterns, flag leaks in their system, and identify opportunities for savings and behavior change. IBM, Dubuque 2.0 and the City are partnering to use the dashboard, along with community gaming, to incent a reduction in water use. Additionally, 1,000 smart electric meters have been installed to launch the Smarter Electricity portion of the project. These pilot households will begin having access to their personal dashboard soon. Following Alliant's lead, Black Hills Energy has committed to partnering to implement the Smarter Natural Gas project, which will engage 250 pilot households. See below for information on how a $100,000 EECBG investment and U.S. Department of Transportation funds are leveraging $1 million in IBM funding to finance the vehicle miles traveled (VMT) portion of the Smarter City project. Stormwater & Sanitary Improvements $337,000 has been secured through the Iowa DNR State Revolving Fund to complete the North Fork Catfish Creek Stormwater & Sanitary Sewer Improvements project. The City has initiated a major sanitary sewer improvement project designed to eliminate bypass pumping of untreated wastewater into the North Fork of Catfish Creek during significant rain events. This project will help eliminate the risk of damage to 70 homes along the Creek in addition to protecting water quality. The work required 87 construction workers in addition to engineering staff of ten over thirteen months. Energy Efficiency & Conservation The City will leverage $574,700 in Energy Efficiency & Conservation Block Grant (EECBG) funding to complete a comprehensive community -wide energy savings strategy. Funds created one new City Position, a Sustainable Community Coordinator. EECBG funds will also finance municipal and commercial building energy retrofit revolving loan funds; residential energy efficiency loans; grants to conduct energy audits in businesses, homes and municipal buildings; and sustainability education and training program development. On October 1, residential rebates for certified audits and resulting energy efficiency retrofits were made available to the public. To date, over $15,000 in rebates has leveraged thousands of dollars in utility rebates and state and federal tax credits. Four local raters trained through the NICC Green Industries Training, as well as other experienced contractors, have experienced an increase in business due to the availability of these audits. By pushing a majority of the EECBG funds out into the community, ARRA funds are indirectly supporting numerous contractors, energy auditors, plumbers, and other professionals who are finding that they are the new generation of green jobs. ARRA financing is also leveraging private funding. Sensing the public need for additional weatherization education, private financial institutions are working in partnership with the City and Four Mounds Energy Center to offer public education workshops. These workshops teach basic and advanced energy efficiency techniques, and assist residents in navigating utility, government, and manufacturer rebates available to complete these projects. Where rebates are not available, private financing at low interest rates will be made available, with impressive returns on investment possible due to the decrease in energy bills that happens as a result of retrofits. $100,000 of the EECBG allocation will leverage $1 million in private financing to fund the third "silo" of the Smarter Sustainable Dubuque project (see Smarter Water meters above). The $100,000 has leveraged a $1 million First Of A Kind grant from IBM to fund the Smarter Transportation silo of the Smarter City project (see Public Transportation Improvements below for further information). The Dubuque community believes that in order for sustainability to truly be sustainable, private markets must be able to thrive without the continued assistance of government funding and so where possible, we have used ARRA funds to provide seed funding for activities that will continue to develop with the support of the market after all government funds have been expended. As a result, new companies such as Eagle Point Solar, Dubuque Solar LLC, and Sustainable Cities Network have incorporated in Dubuque in the last year with the growing support and for sustainability in the community. Traffic Synchronization Funded by a $500,000 State Energy Program pass- through from the Iowa Office of Energy Independence, the US 52 Traffic Flow Enhancement Project will provide for the reconstruction of traffic signals along US 52 (Central Avenue) including 32 22nd 20 17 and 14 Streets. New fiber optics conduit and cable will be installed and will connect the signalized intersections along Central Avenue between City Hall and IA 32 (NW Arterial). The reconstructed signals will include the standard ITS components including battery backup, pre - emption, PTZ cameras and network switches. These newly - rebuilt signals, along with the 9 and Central and the IA 32 signal, will all be tied into the City -wide traffic management software located in the traffic operations center at City Hall. The $500,000 grant has leveraged an additional $800,000 in local funding and is currently employing 17 contractors in addition to City Engineering staff. Economic Prosperity ARRA- funded projects underway will address the sustainability principles of Regional Economy, Smart Energy Use, Resource Management and Community Design. Southwest Arterial The Southwest Arterial has been the Number 1 transportation priority of the City, County, and local Chamber of Commerce for over ten years. As part of the American Recovery and Reinvestment Act (ARRA), the City and County have committed all of the local transportation funding, $2.9 million, for the purchase of property for the Southwest Arterial. As of September 2010, the City has purchased 16 properties for total purchase expenditure in the amount of $3.1 million to -date. Acquisition negotiations are currently ongoing with 9 other property owners while the remaining 19 properties are temporarily on -hold. The City has spent and received 2,898,967.70 in ARRA funding for property acquisition. Within the next 30 -days, the City will be submitting a reimbursement request to the Iowa DOT for the remaining balance of $10,566.30 which will expend all ARRA stimulus funding. The Arterial highway will complete a "loop" around the city, will ease the heavy traffic patterns that currently dissect the community, and will reduce emissions created as vehicles sit in traffic. Future economic growth in the region based on the MPO transportation model will occur along the proposed SW Arterial bypass which will connect the two main U.S. highways in the region Workforce Development The City received $186,000 through the Americorps program to create 30 new positions. These positions worked in the Multicultural Family Center, Crescent Community Health Center and with the HEART YouthBuild and Project HOPE programs, serving hundreds of low- income and at -risk individuals and families in Dubuque and building non - profit capacity. These Americorps have now completed their work. In part as a result of their successful work, the City of Dubuque has been invited to join the State of Iowa GreenCorps program, a branch of Americorps working specifically on sustainability projects. An additional 8 GreenCorps positions will begin in February 2011 in Dubuque, focusing on weatherizing residences and other sustainable activities. Green Industries Training Initiative The City, in partnership with East Central Intergovernmental Association and Northeast Iowa Community College, received $2, 060,250.00 in Department of Labor funding to implement a Green Jobs training curriculum which will serve 19 counties in Iowa, Wisconsin and Minnesota and establish a Dubuque Energy Office. The Green Industries Training Initiative is training dislocated workers, incumbent workers in need of new skills, and at -risk and non - traditional students in commercial and residential green construction and deconstruction, wind turbine maintenance, and certified energy efficiency auditing. Recruitment, placement, retention, and supportive services to enable trainee participation and successful employment will be integrated into training activities. At least 392 students will be trained and provided job placement assistance through this program. By January 2011, 215+ students will have completed training through this ARRA grant. Specifically, 20 gentlemen were provided with deconstruction training while working on the deconstruction of homes for the Bee Branch Creek Daylighting project. Many of these individuals were homeless and have not received their high school diploma. Of the 20, 15 were retained by Gronen Properties to continue deconstruction work in the community. The deconstruction of homes for the Bee Branch project is on schedule, with a landfill diversion rate of about 85 %. Additionally, the Four Mounds Energy Center has hired a project coordinator and is creating educational resources for residents and green businesses through the DOL grant. The coordinator will assist in administering City of Dubuque residential energy efficiency audit and retrofit rebates, funded through the EECBG, among other tasks. Dubuque was also informed that the Iowa GreenCorps program (Americorps program specifically focused on weatherization and sustainability) will expand to Dubuque this year, bringing the total number of Iowa communities with GreenCorps programs to four. Through the Green Jobs program, NICC and Four Mounds Energy Center will be key partners with the City in ensuring that these services reach those most in need. Social /Cultural Vibrancy ARRA funding is helping the City achieve its goal of becoming a socially and culturally vibrant community and addressing the Sustainability Principles of Green Buildings, Reasonable Mobility, and Community Knowledge, and Healthy Local Foods. Housing Funds The City Housing and Community Development Department has received $1.27 million in CDBG -R, Neighborhood Stabilization, and Homelessness Prevention funds. CDBG -R funds allowed the City to complete a green alley project in an at -risk neighborhood, creating /retaining 5 jobs. Neighborhood Stabilization funds are assisting in purchasing, rehabilitating, and reselling 7 foreclosed homes to income - qualifying families. Homelessness Prevention funds will help 207 households. One hundred and seventy -seven households will be assisted in retaining permanent housing and 30 homeless will be assisted in finding housing. Five jobs will be created or retained. Public Transportation Improvements Four new Keyline Transit buses will be purchased through ARRA FTA and State Revolving Loan Funds ($733,000 combined). These new buses, replace buses that have been in use long past their recommended life span and will significantly reduce diesel emissions produced from the public transportation system. Right -sized buses will also enable the City to address route issues to more efficiently meet the public transportation needs of the community. The City of Dubuque, in partnership with the Regional Transit Authority and Dubuque Community School District, received $3.8 million in State of Good Repair and Clean Fuels funding (non - ARRA). The funds kick start the community's plans to shift to more energy- efficient, clean fuel vehicles and also finance infrastructure improvements that will make the public transportation system more user - friendly and efficient. 100% of the public transit fleet will be converted from outdated, heavy -uty diesel - fueled vehicles to medium and light -duty, clean diesel buses. Display boards announcing the next bus arrival, GPS units, and web -based software and ITS improvements will connect these buses and maximize the efficiency of the system, making it easier for commuters to leave their cars at home. The entire transit system will be studied through the Smarter Transportation pilot project as part of a study of the community's larger transportation patterns (including biking, walking, single- occupancy vehicles, and public transit) to create a replicable transportation model for small to mid -sized communities. Justice Assistance Grant (JAG) US Department of Justice JAG funds in the amount of $360,320 will fund a variety of programs and equipment that will benefit both the City of Dubuque and Dubuque County. Funds support Dare To Be King, a mentoring and violence prevention program designed for adolescent African American males; established a permanent Community Policing office at the City's Multicultural Family Center; funded the purchase two traffic safety unit vehicles which have been operational since June 2010, paid for the purchase of an additional canine unit and associated supplies and materials, funded technology training software; and provided financing for the administration of the Dubuque Citizen Police Academy, Dubuque Drug Task Force and Territory Accountability Design Initiatives. Two student internships will be created, with advertisements of the positions released last week and multiple projects and programs will continue to operate as a result of receiving these funds. Crescent Community Health Center Dubuque's Community Health Center has received $470,000 from the Health Resources Services Association. These funds have been used to hire two new positions: an additional dentist and dental hygienist, significantly expanding the number of individuals and families served by the facility. Funding is also being used to build a Health Promotion and Wellness facility which will provide health education and prevention programming for staff and patients and finance electronic and hard -copy health records storage systems. These systems will allow more complete and efficient health care services to the community. To serve an increasingly larger population, Crescent will expand these services in the former Housing Department building located in the heart of the Washington Neighborhood and Downtown area, both are neighborhoods at significant risk. Construction of the Health Promotion and Wellness Facility will begin in the coming weeks with completion slated for May 2011. Health Resources Serves Association funding will assist in the development of the expansion, while $10,800 in Department of Energy ARRA funds passed through the Iowa Office of Energy Independence will fund lighting retrofits to make the building more energy efficient, lowering operating costs. The new facility will also leverage Head Start funding and will create classroom space adjacent to the health and wellness program space. Dubuque Community School District The DCSD has received $8.8 million in funding and were able to create a total of 55.2 positions and extend the Reading Intervention Middle School program for an additional two years. They have been able to retain 110 positions with the use of ARRA funds that otherwise would have been cut. The City of Dubuque is pleased to report this information to the Office of the Vice President and remain ready to answer any additional questions the Vice President or staff might have.
