Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
Staff reviewed the requested rezoning, noting that the parcels were formerly occupied
by single - family homes that were purchased by the City as they were adjacent to the
northern section of the City's Dubuque Industrial Center West. Staff requested approval
of the rezoning to incorporate these three lots into the PUD for the Industrial Park.
The Zoning Advisory Commission discussed the request, noting that the rezoning is
consistent with surrounding property.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
Planning Services staff is requesting the rezoning of 6900, 6950 and 7000 Pennsylvania
Avenue from AG Agricultural to PUD Planned Unit Development with a PI Planned
Industrial District designation.
DISCUSSION
The three subject parcels are located on the south side of Pennsylvania Avenue east of
Heacock Road. These three parcels were the site of three single - family homes that
were existing when the City purchased and began development of the Dubuque
Industrial Center West. The City of Dubuque has acquired the three parcels in question
and has removed the single - family homes. The property has now been grade and
incorporated into the next phase of the Dubuque Industrial Center West.
Attached to this memorandum is a draft ordinance that amends the Dubuque Industrial
Center West Planned Unit Development to incorporate the legal descriptions of three
subject parcels.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the enclosed
information and make a recommendation on the requested rezoning to the City Council.

AN ORDINANCE AMENDING TITLE 16 OF THE CITY OF DUBUQUE CODE OF
ORDINANCES, UNIFIED DEVELOPMENT CODE, BY AMENDING ORDINANCES NO. 14 -98,
07 -02 AND 83 -04 BY RECLASSIFYING THREE (3) PARCELS ALONG PENNSYLVANIA
AVENUE FROM AG AGRICULTURAL DISTRICT TO PUD PLANNED UNIT DEVELOPMENT
WITH A PI PLANNED INDUSTRIAL DISTRICT DESIGNATION TO INCORPORATE THE
THREE PARCELS INTO THE DUBUQUE INDUSTRIAL CENTER WEST.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Title 16 of the City of Dubuque Code of Ordinances, Unified
Development Code, is hereby amended by reclassifying the hereinafter - described property from
AG Agricultural District to PUD Planned Unit Development with a PI Planned Industrial District
Designation, to wit:
Lot 2 of NW 1/4 NE 1/2 Section 30 T89N, R2E, Lot 2 of 1 NW % NE 1 /4 Section 30 T89N
R2E, and Lot 2 of E 10 acres of NE 1 /4 NW 1/4 Section 30, T89N, R2E, and to the centerline of
the adjoining public right -of -way, all in the City of Dubuque, Iowa.
Section 2 The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
