2003 Certified Local Government (CLG) Annual Report
This memo transmits the 2003 Certified Local Government (CLG) Annual Report
for City Coundl to receive and file. The annual report is the primary means for
the City of Dubuque to report to the State Historical Society of Towa on
accomplishments of our histodc preservation program, The CLG agreement
between the State and the City of Dubuque requires submission of the report on
a yearly basis.
The questions are structured to determine if participants in the Certified Local
Government program are fulfilling their responsibilities as outlined in the CLG
Agreement with the State and their respective historic preservation ordinances
and resolutions. It is also designed to determine if participants are complying
with federal and state program requirements.
This report is submitted for the City Council's information. No action is requested
or required,

Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
CLG Standards found in CLG Agreement and National Historic Preservation Act
· The CLG shall maintain a system for the survey and inventory of historic and prehistoric properties in a
manner consistent with and approved by the STATE.

Information is controlled by the Historic Preservation sraff person. It is accessible to the public during
Planning Services Department office hours (typically Monday- Friday 8-5p.m.) Copies of surveys and
historical contexts have been made and are available at the Carnegie Stout Public Library, Loras College and
Dubuque County Historical Society.
b. That access to information about archaeological site locations ~s restricted.
The City has not received any requests about archaeological sites. Requests for information about
archaeological sites will be referred to the Office of the State Archaeologist.
c. Indicate below- where the LUD, city or county's property inventory is filed. If records are filed in

Section 1. SECTION 25-3 of the City of Dubuque Code of Ordinances is hereby
amended to read as follows:
Section 25-3 Historic Preservation COmmission established; Membership; Term of
Office; Vacancies in Office.
(A) The historic preservation commission is hereby established and shall consist of nine
(9) members who shall be residents of the city.
(B)
Members of the commission shall be appointed by the city council as follows: One
resident from each designated historic preservation district, including the districts
hereinafter established; and four (4) at large members. Each member shall
possess qualifications evidencing expertise or interest in amhitecture, history,
amheology, law, construction or building rehabilitation, city planning or conservation
in general. One commission member shall be a licensed architect.
(C) Members shall serve three-year terms.
(D)
Vacancies occurring in the commission, other than through expiration of term of
office, shall be only for the unexpired portion or the term of the member replaced.
Each member shall serve until the appointment of a successor.
(E) Members may serve for more than one term.
