Historic Sites Preservation Grant for the Shot Tower Rehabilitation
Planning Services Manager Laura Carstens recommends City Council authorization of a
grant agreement for $100,000 from the Historic Sites Preservation Grant Program. The
Historic Sites Preservation Grant will enable the City to restore the Shot Tower and
stabilize the current deterioration in Phase I. The total cost of Phase I is approximately
$225,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Historic Sites Preservation Grant for the Shot Tower Rehabilitation
INTRODUCTION
This memo transmits an agreement with the State Historical Society of Iowa for a
$100,000 Historic Sites Preservation Grant for the Shot Tower rehabilitation. A
resolution also is attached.
DISCUSSION
The City Council has budgeted $200,000 in the Vision Iowa project for rehabilitation of
the Shot Tower. With an additional $50,000 allocated from the Riverfront Plan
Implementation ClP, the City has $250,000 budgeted in local funds for the Shot Tower
rehabilitation. Complete rehabilitation and interpretation of the Shot Tower, which
includes stabilization and construction of a non-combustible stairway in the tower,
leading to an observation platform at the top of the tower, is estimated at $500,000.
We have estimated that the first phase of the project, stabilization of the Shot Tower,
will cost approximately $225,000. The Historic Sites Preservation Grant will enable the
City to restore the Shot Tower and stabilize the current deterioration in phase 1. Since
the Historic Sites Preservation Grant Program allows for multi-phased projects, it our
intent to apply for a $100,000 grant in the future for phase 2, to build the stairway in the
tower.
RECOMMENDATION
I recommend that the City Council approve the attached resolution authorizing the
grant agreement for $100,000 from the Historic Sites Preservation Grant Program.

RESOLUTION AUTHORIZING AN AGREEMENT WITH THE HISTORIC SITES
PRESERVATION GRANT PROGRAM FOR THE SHOT TOWER REHABILITATION
Whereas, the State Historical Society of Iowa awarded a $100,000 Histodc Sites
Preservation Grant for rehabilitation of the Shot Tower; and
Whereas, the City of Dubuque has determined that the Shot Tower is an historically and
architecturally significant structure in need of rehabilitation; and
Whereas, the rehabilitation and interpretation of the Shot Tower is included as a
component of the Vision Iowa grant for the Amedca's River project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the agreement with the State Historical Society of Iowa for funds from the
Historic Sites Preservation Grant Program to rehabilitate the Shot Tower is hereby approved.
Section 2. That the Planning Services Manager is hereby authorized to sign and submit
the agreement for Historic Sites Preservation Grant Program funds for this project,

IDENTIFICATION OF PARTIES (ARTICLE 1.0)
· This contract is between the State Historical Society of Iowa and the
"grantee."
· The State Historical Society of Iowa's administrator or his/her designee
will execute any changes in the terms or conditions specified in this
contract.
· The executive director of the "grantee" or his/her designee is authorized
to execute this contract, or to agree to any changes in the terms or
conditions of this contract.
· "HSPG" means Historic Site Preservation Grant Program as defined by
the Iowa Administrative Code section 223-50.1 (303) to 223-50.7 (303).
STATEMENT OF PURPOSE (ARTICLE 2.0)
· The purpose of the Historic Site Preservation Grant Program (HSPG) is
to provide grants for the restoration, preservation, and development of
historic sites.
· The Department of Cultural Affairs, State Historical Society of Iowa, has
been designated te administer the Historic Site Preservation Grant
Program
· The "grantee" has been approved for funding according to the rules of
this reimbursement grant program.
Both the "grantee" and the State Historical Society of Iowa agree to the
following:
CONTRACTUAL REQUIREMENTS (ARTICLE 3.0)
The "grantee" agrees to use Historic Site Grant Program monies according
to the requirements established by the Iowa Administrative Code section
223.50 (303). Specifically, the "grantee" agrees to:
1. Publicly Acknowledge Receipt of the Grant
When crediting contributors to the project, use this exact wording: "State
Historical Society of Iowa, Historic Site Preservation Grant Program."
· Contact local state legislators, in writing, to inform them about this
project. (If you don't know who your legislators are, call the Legislative
Information Office at (515) 281-5129. These letters must be sent 30
days from receiving the signed contract.
· Send copies of the letters sent to the legislators to the Historic Site
Preservation Grant Program, State Historical Society of Iowa, 600 E.
Locust, Des Moines, IA, 50319-0290.
· Include documentation in the final report that shows public
acknowledgment of HSPG funding has been made.
NOTE: If funding acknowledgment has not been made, the final 20%
of the grant funds will not be reimbursed.
2. Avoid Discrimination
· Abide by all local, state, and federal laws that bar discrimination against
any employee, applica~ for employment, or any person participating in a
sponsored program on the basis of race, creed, color, national origin,
religion, sex, age, physical or mental disability.
· Provide compensation for employment at no less than the minimum wage
· Provide safe and sanitary working conditions.
Note: These laws include, but are not limited to, Title VI and VII of the
Civil Rights Act of 1964, as amended, and the Rehabilitation Act of
1973, as amended.
3. Financial Records
* Keep all financial records, reporting documents, and other records
pertinent to the HSPG program for a period of three calendar years
beyond the ending date of the grant contract.
· Provide, at no charge to the State andto the State Auditor's office, access
to all books, documents, account information, facilities, or other property
belonging to or in use by the "grantee" concerning this grant.
4. Request Bids
· Ask for bids from at least three sources to allow reasonable
competition consistent with the nature and requirements of all
procurement for goods or services costing over $2500.
5. Copyrights
· The "grantee" may copyright any books, publications, films, or other
materials developed because of grant activities.
· The state reserves the right to borrow or use, without payment of a
royalty fee, any materials developed because of grant activities.
6. Secretary of the Interior's Standards and Guidelines for Archaeology and
Historic Preservation
· The "grantee" will follow all applicable federal and state laws, regulations
and guidelines, and technical standards, including the Secretary of the
Interior's Standards and Guidelines for Archaeology and Historic
Preservation, as published in the Federal Register on September 29, 1983,
revised 1990, and the Secretary of the Interior's Standards for Historic Vessel
Preservation Projects with Guidelines for Applying the Standards, published
by the National Park Service, National Maritime Initiative in May 1990.
7. The "grantee" agrees to follow the Scope of Work (Exhibit A) and the
Contract Budget (Exhibit B).
8. The state will be held harmless from damages in any action arising from
the performance of work described in this contract.
Photographs
When turning in the final report, the "grantee" agrees to provide
photographs, five that show the project prior to the grant award and five that
show the project after the completion of the contract work, if applicable.
NOTE: Some grant projects do not lend themselves to photographic
documentation, and they will be exempt from this requirement.
FINDING OF NON-COMPLIANCE (Article 4.0)
If the State finds that the "grantee" does not meet the requirements of the
HSPG program or the terms of this contract, according to Iowa Administrative
Code section 223-50 (303), the State may seek remedies for non-compliance
including suspension or return of HSPG grant funds.
CANCELLATION DUE TO NON-APPROPRIATION (Article 5.0)
The State shall have the fight to cancel this contract at any time appropriated
funds are lacking or there is a discontinuance or program alteration. In such
case, the State will have the fight to cancel this contract, without penalty, by
giving at least thirty (30) days written notice documenting the lack of funding,
discontinuance or program alteration.
PAYMENT (Article 6.0)
· Requests for reimbursements are made no more than once per month.
· Requests for reimbursements must be submitted at least once per
quarter, within 30 days of the end of the month or quarter.
· A request for reimbursement cannot span two state fiscal years. The
state fiscal year ends on June 30.
· Submit all requests for reimbursement for a fiscal year no later than
August 1.
· Document sufficient project progress with your request for
reimbursement, including the expenditure of grant funds and
required cash match. (See your contract budget).
· Provide COPIES of records, documents, and other evidence in
support of all costs and expenses. (Do not send originals.)
· Document the SOURCE OF MATCH FUNDS IN EACH REQUEST
for reimbursement.
Twenty per cent (20%) of grant funds will be retained until the final
report, final request for reimbursement, and all documentation is
approved.
TIME OF PERFORMANCE (Article 7.0)
· All expenditures of grant funds and cash match must occur within
this grant period.
· No expenditures made before the contract is fully signed and dated, or
after it has expired, will be allowed under this contract. See page 1 of
this contract for the beginning and ending dates of this contract.
· A final report and all documentation of expenditures shall be
received by June 1, 2006.
· The State will not honor requests for reimbursement received after
August 1, 2006.

issuance of plans and spedflcations of bidding, prepare tabulation for
construction contract award, and provide construction administration.
Retain Hazardous Nlaterials Abatement Contractor.
Hire construction contractor to complete rehabilitation and stabilization.
The major work items will include:
· install tie rods to address cracked brick masonry
· Remove insect screens and louvers from window openings
· install new limestone sills, galvanized perimeter angles and bird
screen at all openings
· Repoint the interior and exterior
· Replace damaged brickand limestone units
· Remove loose materials from the interior walls
· Replace existing pre-cast concrete cap with a new roof
· Provide roof hatch access
