Introduction
This memorandum transmits a $7,000 Trees Forever grant application for funding a
small portion of the 485 trees planned along the lower portion of the Bee Branch Creek
Restoration Project. The application, a resolution, and a draft letter of support from
Mayor Buol are enclosed.
Background
The Power of Trees Program is a partnership between Black Hills Energy, Trees
Forever, and communities that empowers volunteers to complete and maintain locally -
led tree planting projects. The purpose of the program is to provide funding and
technical assistance for projects such as: parks, schools, residential areas, gateways,
and trails. The goals of Power of Trees include: developing educated, empowered
community volunteers; and the completion and maintenance of tree planting projects.
The Power of Trees program provides annual matching grants for the purchase of trees,
ranging from $500 to $7,000. Grants require a 1:1 match.
Discussion
The Bee Branch Creek Restoration Project will replace an underground storm sewer
with an open waterway and other public amenities. The project will create a restored
creek and a linear park that accommodates recreational use. Landscaping, sidewalks,
walking paths, lighting, and benches would line the creek corridor.
Construction of the first phase of the project, the Lower Bee Branch Creek Restoration
Project, began in September of 2010. The project plans call for 485 trees to be planted
in the fall of 2011 along the Lower Bee Branch Creek Restoration Project.
The Bee Branch Landscape Design Advisory Committee consisting of City staff and
neighborhood representatives will form the basis of the Trees Forever steering
committee if the Black Hills Energy grant is received. The steering committee would
include: representatives from the Washington Neighborhood, Point Neighborhood, and
North End Neighborhood as well as Park Division and Engineering Department staff.

As part of the project, Trees Forever field coordinators would provide technical and
planning assistance on the planting and care of trees, planting for energy efficiency,
volunteer coordination, working with the media, and fundraising. The intent is to recruit
volunteers from the surrounding neighborhoods, local environmental groups and area
schools to plant the trees under the direction of the Trees Forever coordinators and the
project steering committee.
Budget Impact
The Trees Forever grant application is for a $7,000 cost -share for the Lower Bee
Branch Creek Restoration Project. The $7,000 local match would come from funds
already budgeted in the Lower Bee Branch Creek Restoration Project for trees.
Leisure Services Manager Marie Ware estimates that trees cost $500 each. This
amount includes both the price of the tree and the two -year replacement expense if
needed. For the Lower Bee Branch, 485 trees at $500 each is a $242,500 budget item.
Through America's River 111 — Bee Branch Creek Restoration and Gateway campaign —
fundraising is underway for the public amenities portion of the entire Bee Branch Creek
Restoration Project. Naming opportunities include $500 for a tree.
The public amenities portion of the entire Bee Branch Creek Restoration Project is
estimated to be $21.7 million. The City's RECAT grant request is for approximately
$7.16 million. The Trees Forever grant is an eligible match for the RECAT grant.
Requested Action
The requested action is for the City Council to approve the resolution for submission of
the Trees Forever grant application and the City's letter of support for the Lower Bee
Branch Creek Restoration Project in the amount of $7,000.

Whereas, Trees Forever provides funding and technical assistance for tree
planting projects in parks, schools, residential areas, gateways, and trails;
Whereas, the Bee Branch Creek Restoration Project plans call for 485 trees to
be planted in the fall of 2011 along the Lower Bee Branch; and
Whereas, the City Council has adopted the Fiscal Year 2011 -2016 Capital
Improvement Program (CIP) budget, which includes the City's local match for tree
planting along the Bee Branch Creek Restoration Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Mayor is authorized to sign the letter of support and submit this
grant application to Trees Forever for the Lower Bee Branch Creek Restoration Project.

how volunteers will be involved and the approximate number of volunteers that will be involved.

associations, environmental groups, and the "City News" newsletter published bi-
monthly and inserted into utility bills.
