Housing Code Appeals Board
6 -6 -8: HOUSING CODE APPEALS BOARD:
A. Created: There is hereby created a housing code appeals board.
B. Purpose: The housing code appeals board shall conduct hearings upon application
by any person aggrieved by a notice and order of the city manager issued in
connection with a violation of this housing code or of any applicable rule or
regulation issued pursuant to this housing code.
C. Membership; Terms of Office; Vacancies:
1. The housing code appeals board shall be comprised of seven (7) persons who shall be
appointed by the city council for terms of three (3) years. All terms of office shall expire
on January 11 in their respective years.
Reasonable efforts should be made to obtain representation of both tenant and landlord
interests in the appointment process.
2. Upon completion of a term of office, a member shall continue to serve in the member's
full capacity until a successor has been duly appointed.
3. Vacancies on the board caused by death, resignation or other reason shall be promptly
filled by the city council for the unexpired term of office.
4. The board shall elect a chairperson and vice chairperson from its members at the first
regular meeting of each year.
5. Members of the board shall be residents of the city and may not be employed by the
city.
D. Meetings:
1. The housing code appeals board shall meet at least quarterly and at such other times
as necessary in order to fulfill its purpose.
2. Members of the board shall attend at least two- thirds ( of all regularly scheduled and
held meetings within a twelve (12) month period. If any member does not attend such
prescribed number of meetings, it shall constitute grounds for the board to recommend
to the city council that the member be replaced. The attendance of all members shall be
entered upon the minutes of all meetings.
3. All meetings shall be held in conformance with the provisions of the Iowa open
meetings law.
4. The city manager shall serve as secretary to the board and shall render all decisions
and findings in writing to the appellant.
5. The city manager shall file with the city clerk a copy of the minutes of each meeting of
the board within ten (10) working days after each such meeting.
E. Internal Organization And Rules: The housing code appeals board may adopt rules
and regulations to govern its organizational procedures as it may deem necessary
and which are not in conflict with this chapter or other ordinances of the city.
F. Procedures For Operations: All administrative, personnel, accounting, budgetary and
procurement policies of the city shall govern the housing code appeals board in all of
its operations. (2007 Code § 26 -8)

Individuals serving on Boards and Commissions play an important role in advising the City Council on matters of
interest to our community and its future.
The City Clerk's Office, City Hall, 50 West 13` Street, Dubuque, IA accepts applications for any Board and /or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their review and
applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular Board or
Commission. Applicants will be advised when the application is being presented. Appointment to the Board or
Commission will be made at a later meeting. Applicants will then be notified as to the outcome of the Council's action. If
not appointed at that time, this application will be resubmitted, as needed, as long as the a• •lication is active (unless the
applicant advises they are no longer interested).

SISTER CITY RELATIONSHIPS ADVISORY COMMISSION
Title 2, Chapter 10
2 -10 -1: Commission Created: There is hereby created the Sister City Relationships
Advisory Commission to have such powers and responsibilities as hereinafter provided.
2 -10 -2: Purpose: The purposes of the Commission shall be to facilitate and maintain
economic and cultural exchanges with the City's officially recognized international Sister
Cities; to explore potential relationships with cities where a Sister City relationship may
be mutually beneficial; and to engage partnerships with the business community and
education institutions that will enhance Sister City relationships.
2 -10 -3: Internal Organization and Rules: The Commission may adopt rules and
regulations to govern its organizational procedures as may be necessary and which are
not in conflict with City or State Code.
2 -10 -4: Procedures for Operation: All administrative, personnel, accounting, budgetary,
and procurement policies of the City shall govern the Commission in all its operations.
2 -10 -5: Membership: The Commission shall consist of twelve (12) members appointed
by the City Council.
1. Two (2) members shall be representatives of the City Council.
2. Ten (10) members shall be at -large residents of the City, appointed by the
City Council.
2 -10 -6: Terms: 2 -10 -6: The initial terms of Commissioners will be as follows: four
Commissioners for terms ending February 1, 2012, four Commissioners for terms
ending February 1, 2013, and four Commissioners for terms ending February 1, 2014.
Thereafter, each member of the Commission shall hold office for three (3) years or until
such member's successor is appointed and qualified.
2 -10 -7: Vacancies: Vacancies caused by death, resignation, or otherwise shall be
promptly filled by the City Council for the unexpired term of office.
2 -10 -8: Officers; Organization: The Commission shall choose annually, from its own
membership, two (2) persons to serve as facilitators, each to serve a term of one (1)
year. The City Manager shall appoint a City staff person to serve as secretary. The
Commission shall fill vacancies among its officers for the remainder of the unexpired
term.
2 -10 -9: Meetings:
1. Regular Meetings. The Commission shall meet quarterly.
2. Special Meetings. Special meetings may be called by the facilitators or at
the written request of three (3) members.
3. Open Meetings. All meetings shall be called and held in conformance with
the Iowa Open Meetings Law.
4. Attendance.
a. In the event a member of the Commission, created by this Chapter,
has been absent for three (3) or more consecutive meetings of the
Commission, without being excused by the facilitator, it shall be grounds
for the Commission to recommend to the City Council that the position be
declared vacant and a replacement appointed.
b. Attendance shall be entered upon the minutes of all meetings.
5. Minutes. A copy of the minutes of all regular and special meetings of the
Commission shall be filed with the City Council within ten (10) working days after
each meeting.
6. Quorum. Six (6) members of the Commission shall constitute a quorum for
the transaction of business. The affirmative vote of a simple majority of the
members present shall be necessary for the adoption of any resolution.
2- 10 -10: Compensation: The members of the Commission shall serve without
compensation, provided that they may receive reimbursement for necessary travel and
other expenses while on official Commission business within the limits established in
the City administrative policies and the City budget.
2- 10 -11: Removal: The City Council may remove any member of any board or
commission which it has established.
2- 10 -12: Powers: The Commission shall have the following powers, duties, and
responsibilities:
1. To recommend to the City Council the official acknowledgement of or
absolving of a Sister City relationship.
2. To facilitate and maintain the exchange of information by and between the
City and its Sister Cities through, but not limited to correspondence, delegation
visits, and event planning.

I've traveled to Europe, Central and South America and we've hosted several people from foreign
countries in our home. Growing up, my parents hosted many foreign exchange students and participated
in Friendship Force exchanges. I lived in Guatemala for two years. Thus, I have many friends from
various countries around the world. These experiences have given me an interest in promoting individual,
cultural and corporate relationships among peoples around the world.
I have a Masters degree in computer science and have taught at Clarke University for the past 31 years,
where I serve as chair of the Computer Science Department. I was appointed by Governors Vilsak and
Culver to serve for eight years on the IOWAccess Advisory Board, which I chaired for three years.
received the Governor's Volunteer Award in 2007 and 2010. I've also served on the Computing Research
Association's Committee on the Status of Women in Computing Research since 1997, where I have held
various leadership and organizational roles.
What contributions can you make or state reason for applying ?: I believe in the Sister Cities International
organization's mission to "Promote peace through mutual respect, understanding, & cooperation — one
individual, one community at a time." Dubuque can share so many of its achievements with others
around the world and can also gain new understanding and experiences from international perspectives.
The unique relationships sister cities hold can be mutually beneficial, and I would like to help that process.
Through these types of relationships and exchanges of ideas with people from around the world, Dubuque
can become an even better place to live, work and play. I would like to see the relationship we have with
Pyatigorsk strengthened and become more active, and would like to investigate expanding our sister city
status with other cities.

Dear Mayor Buol and City Council Members:
It is an honor to be considered for the Sister Cities Relationship Advisory Commission.
I am currently a student at Loras College studying Politics and International Studies.
While I graduate in May, Dubuque has grown on me in the past four years and I wish
to live and work in Dubuque after graduation. This being said, I believe that it is
important to be an active and involved citizen, which is why I have applied for this
Commission. Being a Politics major has enhanced my desire to be active in public
service, and I see this Commission as a great place to start what I hope will be a long
commitment to public service in my life.
I believe that I would be an asset to this Commission because of the knowledge I have
gained through my education as a Politics and International Studies. I understand
the importance of relationships with international governments and entities, and I see
the economic and cultural benefits of establishing and broadening Dubuque's
relationships with our sister cities abroad. I believe it would also be beneficial to this
Commission to have someone from a younger generation serve as well to create more
diversity on the Commission. I have been a proven leader during my time at Loras
College, serving as Class President for two years in the Student Senate and Student
Union President this past year. I believe I possess the leadership and communication
skills to help spur even further our relationships with our sister cities.
The purpose of this Commission is something that I find to be interesting as well. I
think it will be fascinating, if I am chosen to serve on this Commission, to discover the
similarities that Dubuque has with its sister cities and what other cities have done or
are planning to do that could benefit Dubuque as well. One of the ubiquitous reasons
for my love of Dubuque is its rich and interesting history. I have enjoyed visiting the
many museums and historical markers throughout this city during my years at Loras.
The story of Julien Dubuque is fascinating, and I would be excited to be a part of the
Commission that explores the addition of Trois Rivieres, Quebec as a sister city and to
research even further the history of Julien Dubuque.
Thank you for your consideration of my application for the Sister Cities Relationship
Advisory Commission, and I look forward to serving the city of Dubuque in either this
or in another capacity in the near future. Good luck with your decision and I would

Experience or education which qualifies you for this board or commission:: I would bring to Dubuque's
new Sister City Relationships Advisory Commission over 30 years of experience in the field of Social
Studies education and community civic engagement. These include: classroom teacher for 15 years;
(AEA 1) Keystone's Area Educational Social Studies Consultant for 16 years; serving on several civic
minded state boards and organizations that foster Sister City beliefs in developing global cultural
awareness and knowledge (i.e. Iowa Council for Social Studies Board; Geography Alliance of Iowa; (past)
Iowa State Historical Society Board; Iowa Core Curriculum Writing Team; Global Education and Service
Learning initiatives).
International experiences that have helped shape my global perspective and would help qualify me to
serve on the commission include: Keizai Koho Fellowship to Japan (Japan Institute for Social and
Economic Affairs); Iowa Peace Institute team teaching global education workshop in Bulgaria; Several
trips to China - 1st, as a Fulbright Fellowship participant; 2nd, as a Student Ambassador Teacher leader
escorting young student ambassadors to China to study with other Chinese students; 3rd, my last trip in
10 -2010 to attend the Royal Wedding Ceremony of my son and his Chinese bride, and to experience
traditional Chinese culture.
I also took students to Europe under the Student Ambassador program (People -to- People).
Since I have become a Dubuque resident, I have been actively involved with the Sister City Committee in
Dubuque as a participating committee member. Before purchasing my home in Dubuque (after losing my
house in the Elkader 2008 flood) I had been actively involved in building Sister City connections between
Mascara, Algeria and Elkader.
What contributions can you make or state reason for applying ?: I believe that, as a Sister City
Relationships Advisory Commission member, I could contribute to the new commission by working with
other members to help strengthen, maintain and facilitate existing economic and cultural exchanges, and
explore other potential Sister City partnerships with Dubuque that would be mutually beneficial.
One of the main reasons I am applying to be a member of this commission is my believe that Sister City
partnerships are so valuable to our community. In addition to providing economic benefits, they connect
our own citizens to Sister City communities in other parts of the world, thereby, fostering personal
friendship, good will and a greater understanding of other cultures on a person to person level. I would

Advisory Commission. However, due to out of state family holiday travel, I will be unable to attend the January 3, 2011 City Council
meeting to introduce myself as a applicant. Therefore, I am asking that this communication be forwarded to you and attached to my
