Minutes Downtown Plan C 12 8 03 MINUTES DOWNTOWN PLANNING COMMITTEE Long Range Planning Advisory Commission Monday, December 8, 2003 8:00 a.m. Conference Room 2, City Hail Annex 1300 Main Street, Dubuque, Iowa ABSENT: Chairperson David Rusk; Committee Members Jim Giesen, Doris Hingtgen, Ann Michalski and Dan LoBianco, Staff Members Laura Carsfens, David Harris, Jerelyn O'Connor and Beth Conlon. Also present: Anne Ricker, Leland Consulting Group via conference call. Committee Members Bob Felderman, Para Jochum, Jim Gibbs, John Walsh, Judie Fjellman, Steward Sandstrom and Mike Ironside; Staff Members Bill Baum and Rich Russell. CALL TO ORDER: The meeting was called to order at 8:12 a.m: without a quorum. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that l~e meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Giesen, seconded by Hingtgen, to approve the staff notes from the November 14, 2003 meeting. The minutes from the December 1, 2003 meeting were delayed for lack of a quorum. ACTION ITEMS: Strateflize Presentation for January 5, 2004 City council Work Session: The Committee discussed the procedure to obtain endorsements for the final Downtown Dubuque Master Plan to coincide with the presentation to the City Council, and the possibility of raising money to help in marketing the final Plan to the public. Chairperson Rusk handed out a proposed Public Hearing Presentation Agenda for the Downtown Dubuque Master Plan and a list of possible endorsements. The consensus of Committee members was to add downtown stakeholders, donors and groups represented from the Downtown Planning Committee to the list. The final endorsement list includes: City Manager (cover memo) Planning Services Department (staff report) Long Range Planning Advisory Commission (stating the consisfency with the Comprehensive Plan) Financial contributors (Funding Partners) including: o Iowa Department of Economic Development o Dubuque Initiatives o American Trust and Savings Bank o Diamond Jo Casino Minutes - Downtown Planning Committee December 8, 2003 Page 2 Fischer Companies McKesson Corporation Woodward Communications Alliant Energy Dubuque Area Chamber of Commerce Dubuque Bank and Trust Dubuque Board of Realtors Capri College Premier Bank Other Supporting Stakeholders o Dubuque Main Street, Ltd. o Housing Advisory Commission (Housing Trust Fund Advisory Committee) o Historic Preservation Commission o Community Development Advisory Commission o Dubuque Cultural Alliance o Downtown Neighborhood Council o Greater Dubuque Development Corporation Anne Ricker of Leland Consulting Group was contacted at 8:15 a.m. via conference call. The Committee discussed the agenda for the City Council work session on January 5, · 2004 and the City Council Public Hearing on February 2, 2004. Consensus of the Committee was to use the same approach at the City Council work session as the City Council Public Hearing except for minor changes. The work session will not include presentation of the endorsements or Request for Adoption, and at the City Council Public Hearing presentation endorsements will be presented after Anne Ricker's Review of the Plan Highlights on PowerPoint. Ms. Ricker commented that during the PowerPoint Presentation for the City Council public hearing, she would not revisit the market information stated in the appendices. The Committee agreed. Committee consensus was that the presentation agendas for the February 5th City Council Work Session and the February 5th City Council Public Hearing would be: Introduction and Overview: David Rusk (10 minutes) · Background · Process · Thank You's · Plan Organization Minutes - Downtown Planning Committee December 8, 2003 Page 3 Review of Plan Highlights: (PowerPoint presentation) Anne Ricker of Leland Consulting Group (45-60 minutes at City Council work session) · Guiding Principles · Prerequisites for Success · Summary of Current Conditions, Catalyst Opportunities, Barriers to investment and Priority Actions For Each Element · Review How Action Steps could be Accomplished · Note Plan has Long-Term Implementation Time frame · Mention Successful Examples from Other Cities Endorsements: City Council Public Headng only Questions and Answers: David Rusk, Anne Ricker and the Downtown Planning Committee Request For Adoption: David Rusk (at the City Council Public Hearing only) Committee Member Michalski stated that because of the connection with Pam Jochum and the Iowa Legislature that Murphy and Connolly would probably be very interested in the Downtown Dubuque Master Plan. Committee Member Giesen said he was confident that Community Development Advisory Commission would endorse the Plan at the Wednesday night meeting. Committee Member LoBianco commented that an endorsement from the Iowa Depaf~..~nt of Economic Development should be sought. For the January 5, 2004 work session, Ms. Ricker said that she would provide a hard copy of the PowerPoint presentation. Chairperson Rusk revisited the importance of developing a summary handout piece after the plan is approved. Ms. Ricker commented that she knows a graphic artist who would be able to do a graphic layout for the handout. The Committee moved on to discuss the distribution schedule for the Downtown Dubuque Master Plan. Consensus was to distribute the two-volume set of the Downtown Master Plan and Appendix to some parties, and the Overview (Section 1) to other parties as follows: Distribution prior to Media Conference: Media release sent to media, City Manager, City Council, City Channel 8, and Downtown Planning Committee Invitation letter sent to supporting stakeholders Letter with approval schedule sent to Vision Downtown mailing list Distribution of Downtown Dubuque Master Plan (two-volume set) with approval schedule to: Minutes - Downtown Planning Committee December 8, 2003 Page 4 City Manager and City Council Downtown Planning Committee and Support Staff Distribution of Downtown Dubuque Master Plan (two-volume set) with approval schedule and cover letter requesting endorsement (written and verbal) by February 2, 2004 public hearing to: o Long Range Planning Advisory Commission o Iowa Department of Economic Development o Dubuque Main Street Office Distribution at December 12~h Media Conference: Distribution of labeled Downtown Dubuque Master Plan (two-volume set) with approval schedule to media Distribution of labeled Downtown Dubuque Master Plan (two-volume set) with approval schedule and cover letter requesting endorsement (written and verbal) by February 2, 2004 public hearing to financial contributors, DMSL, and GDDC.
