Thank yo'u Mr. Van Milligan for your response to my recent
letter, and to the Co'uncil for your dedication and efforts to
further the "best of the best" interests and welfare of Dubuque
residents. Your decisions are, undoubtedly, guided by finding a
balance between two oft-quoted admonitions:
- An ounce of prevention is worth a pound of cure.
- Nothing ventured, nothing gained.
The objective of this letter is to propose for your con-
sid~ration the following suggestiqns:
Develop the property recently proposed for a baseball-
league stadium into a MALL including some or all of
the following:
An historical museum featuring the historical
development of Dubuque including and highlight-
ing the AMERICA'S GRAND RIVER development.
Among others, invite Loras College"s ~rChiVis%
and Chris Wand's cooperatiDn, in this venture.

of in{o these provide, especially if placed at

Suggested site for a baseball stadium: where the NW
arterial-Kennedy-32nd roads exit! onto Hgwy 52~ob-
raining property north on Hgm~y 52. This would at-
tract fans from Dubuq'ueland and beyond and especi-
ally northside residents who are farther removed
from established sport facilities. (? and possibly
an ice rink in the makingS)
Renb'vKte' the old v~cated H & W (Brunswick bldg,) into
a Mini-Mall ~nder ehe roof[ ~ith[ sm~iI ~eta~l sh0ps,
]etc. {<b/ch Would ~erve residents of Dubuq~S' s north
end. Even a small movie theatre would be welcome .
And it would create more jobs.
~ The writer'~s ID: I am an "ancient" native of Dubuque, as was
also my deceased father, Atty Edgar H. Willging and four de-
ceased brothers. I have one sister living in Dubuque. I
LOVE Dubuque, and as you can conclude from my many suggestions,
I have stronly "vested-actively-mental', interest in Dubuque's
multifaceted growth.
Thank you for reading ?patiently~
Respectively,
