(:;ALL TO ORDER: The meeting was called to order by Chairperson Wand at 5:05 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting
was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Gibbs, seconded by Stewart, to approve the minutes of the November 20,
2003 meeting as written. Motion carried by the following vote: Aye - Olson, Loney-Bichell,
Wand, Gibbs, Stewart; Nay - None.
BUILDING SERVICES DEPARTMENT REPORT ON ENFORCEMENT: Rich Russell, Building
Services Manager, reported on 1075 Melrose Terrace, 1163 Highland Terrace, and 342 Main
Street. Commissioners discussed a citation for 342 Main Street if no progress is made. Russell
reported this will be interior work and no material change that can be handled at the staff level.
Note: Commissioner Mozena arrived at 5:08 p.m.
Commissioner Olson asked about criteria for demolition by neglect. Commissioner Loney-Bichell
asked about the porch at Chestnut Street. Commissioner Olson had concerns about the brick
building on Wilbur Lane that appeared to have demolition by neglect starting.
Chairperson Wand asked staff to follow up on 538 Wilbur Lane regarding prior approvals and
HPC follow-ups. The Commission asked staff to follow up with City Engineering about the
retaining wall at 1072 W. 3ra Street.
ADVISORY DESIGN REVIEW: Application of Jerry Anderson/Joseph Zwack for an Advisory
Design Review to construct a handicap accessibility ramp and stairs for property located at
100 Main Street and located in the Old Main Historic Preservation District.

Jerry Anderson reviewed constraints on making the building and site at 100 Main Street
accessible with a ramp. He noted the adjacent property owner has indicated a willingness to
accommodate the ramp. He clarified the proposal is for a ramp at the front entrance and
stairs at the rear. He reviewed the design details of ornamental railing. He explained rejected
ramp proposal for front entrance.
Commissioners discussed the sidewalk width, City Engineering staff review, and the use of
standard concrete to match the existing sidewalk and building foundation, and planned uses
of the building: 1~t floor bar, second-floor restrooms and kitchen.
Staff Member Carstens reviewed the staff report.
Motion by Olson, seconded by Mozena, to approve the design with ornamental railing ai3d
contingent on the applicant obtaining a signed agreement between Joseph Zwack and Lower
Main Street Development, LLC for use of public right-of-way in front of the Lower Main
Development LLC property. Motion carried by the following vote: Aye - Olson, Mozena,
Loney-Bichell, Wand, Gibbs and Stewart; Nay - None.
DESIGN REVIEW: Application of the City of Dubuque for a Demolition Permit to demolish a
one-story concrete addition at the Star Brewery Building in the Port of Dubuque and located in
the Downtown Demolition District.
Staff Member Carstens reviewed the staff report, previous demolitions approved on the site,
and the status of negotiations with Alexander Co. The Commission discussed the application.
Motion by Mozena, seconded by Stewart, to approve the request noting that the building is not
of historic or architectural significance, and with the condition that an approved development
agreement with Alexander Co. must be in place before demolition. Motion carried by the
following vote: Aye - Olson, Mozena, Loney-Bichell, Wand, Gibbs and Stewart; Nay - None.
Motion by Mozena, seconded by Loney-Bichell, to approve the request with the additional
condition that the demolition contract includes a provision that any materials or features of
historic or architectural significance be made available for reuse. Motion carried by the
following vote: Aye - Olson, Mozena, Loney-Bichell, Wand, Gibbs and Stewart; Nay - None.
ITEMS FROM COMMISSION/WAREHOUSE DEMOLITION DISTRICT: Commissioners
discussed a letter from the Greater Dubuque Development Corporation regarding the Warehouse
Demolition District.
Motion by Mozena, seconded by Loney-Bichell, to approve that Chairperson Wand, City Legal
and Planning staff to address the 3 points in the letter. Motion carried by the follo~ng vote:
Aye - OIson, Mozena, Loney-Bichell, Wand, Gibbs and Stewart; Nay - None.

Commissioner Olson reported on Community Development Advisory Commission meetings
regarding HDPIP projects and CDBG Programs that affect historic preservation. She will continue
to represent the Historic Preservation Commission to counter misinformation from Community
Development Commissioners.

ITEMS FROM THE PUBLIC:
Chds Olson reviewed changes to her residence at 1090 Grove Terrace, and asked for opinions
on design options for an addition. She is considering a $5,000 grant application. Chairperson
Wand noted grants and loans are available for improvements, not additions.
ITEMS FROM STAFF:
Staff Member Carstens distributed copies of a letter from the Commission to the City Council in
support of an application to "Preserve America". Commissioners suggested thai staff contact the
CVB, Silos & Smokestacks, Grand Excursion, IHPA, and other regional tourism organizations for
letters of support.
Chairperson Wand suggested mentioning the Dubuque County HPC's award to the City for
adoption of the Uniform Code for Building Conservation, and the City's subsequent adoption of
the Wisconsin Historic Building Code.
Motion by Wand, seconded by Stewart, to endorse the application. Motion carried by the
following vote: Aye - Olson, Loney-Bichell, Gibbs Mozena, Stewart, Wand; Nay - None.
